The Call for Proposals is now open for the 2023 APHSA National Human Services Summit! Join us in “Co-Creating the Future of Human Services,” and submit proposals by February 24 on the latest trends and innovations in policy, practice, and programs. We are currently looking for engaging and interactive content that fits into this year's three focus areas: Moving Human Services Upstream, Advancing Social and Economic Mobility, and Strengthening the Human Services Sector. The Summit will be held May 21-24 in Baltimore, MD. Learn more and submit proposals here.

In February, we recognize Black History Month and celebrate African American history and culture. Visit the Smithsonian’s website to learn more about the contributions of Black pioneers to our shared history. HHS Launches the First National Early Care and Education Workforce Center


The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF), is announcing the launch of the new National Early Care and Education Workforce Center (the ECE Workforce Center). The ECE Workforce Center is the result of a $30 million investment to support research and technical assistance for states, communities, territories, and Tribal Nations to improve the recruitment and retention of a diverse and qualified workforce across early care and education programs.

ACF Announces Close to $300 Million Awarded for New Preschool Development Birth to Five Grants to 42 States


The Administration for Children and Families (ACF) announced the award of nearly $300 million in Preschool Development Grants Birth through Five (PDG B-5) to 42 states, providing critical resources to support the early care and education system that families rely on, including the early childhood workforce.

ORR Issues Policy Letter on Waivers and Flexibilities for Capacity Management


The Office of Refugee Resettlement (ORR) has issued Policy Letter 23-01, which delineates flexibilities for capacity management regarding services to ORR-eligible individuals from multiple groups, including newly eligible populations. The policy letter also outlines related waivers. Topics addressed within the letter include: eligibility determinations for ORR benefits and services, Refugee Cash Assistance (RCA) eligibility determinations and conditions for receipt, timing of medical screenings, procurement, Refugee Support Services (RSS), grant obligation and liquidation deadlines, as well as other ORR Refugee Programs.

ACF Releases Report on NSCAW Adoption Study


The National Survey of Child and Adolescent Well-Being (NSCAW) Adoption Follow-Up Study gathered information on 383 adoptees (15-36 years old) who exited foster care to adoption and were also former participants in a prior longitudinal study. The study explored the prevalence of formal and informal instability post adoption, risk or protective factors associated with instability experiences, services and supports received, and perceived barriers or facilitators to these services.

FNS Announces Funding to Support SFMNP


The USDA Food and Nutrition Service (FNS) announced $50 million in grants to 47 states and Tribal Nations to modernize and expand the Senior Farmers’ Market Nutrition Program (SFMNP) at farmers markets, roadside stands, and community supported agriculture programs. The maximum benefit for seniors will now be $50.

This February will mark five years since the passage of the Family First Prevention Services Act (FFPSA). To reflect on the impact of FFPSA, APHSA and our affinity group, the National Association of Public Child Welfare Administrators (NAPCWA), have partnered with Prevent Child Abuse America to host a series of webinars in 2023 that will center on FFPSA. Join us for the first webinar, Looking Back: 5 Years of Family First Prevention Services Act (FFPSA).

Webinar Series - Disaster Human Services: Integrating Equity and Human Services Principles in Emergency Response


The Office of Human Services Emergency Preparedness and Response (OHSEPR) is offering a series of webinars in February for regions 1, 2, 5, 7 and 8. NASWA Winter Policy Forum


APHSA will be participating in a Supplemental Nutrition Assistance Employment and Training (SNAP E&T) and Temporary Assistance for Needy Families (TANF) federal policy reform panel at the National Association of State Workforce Agencies (NASWA) Policy Forum. The Forum is a gathering for NASWA state workforce members to discuss current and developing trends in the workforce system and how they will be affected by changes occurring in the national landscape.
