Congress Passes Continuing Resolution, Avoids a Government Shutdown
Today, the House passed a Continuing Resolution (CR) extending government funding until December 16 and avoiding a government shutdown. Key provisions impacting human services include:
- Ensuring that mandatory programs and entitlements, including the Supplemental Nutrition Assistance Program (SNAP), will remain funded through the end of the CR and provides a path for January payments in case of a shutdown at the conclusion of the CR
- Extending Temporary Assistance for Needy Families (TANF) through December 16
- Adding an additional $1 billion in FY 2023 funding for the Low Income Home Energy Assistance Program (LIHEAP)
- Authorizing additional funding for refugee and entrant assistance programs and extending authorization of refugee benefits provided to Afghan parolees during the continued resolution
The bill now heads to the White House where it is fully expected to be signed into law.

OSTP Request for Information on Equitable Data Engagement and Accountability
The White House Office of Science and Technology Policy (OSTP), on behalf of the Subcommittee on Equitable Data of the National Science and Technology Council, is requesting feedback from individuals and organizations on how federal agencies may better support collaboration between other levels of government, the research community, and civil society on the production and use of equitable data. Those interested are invited to submit comments by October 3, 5:00 PM ET.

Cornyn, Colleagues Introduce Bipartisan Bill to Improve FBI Child Victim Protocols
On September 22, Senators John Cornyn (R-TX), Chris Coons (D-DE), Lindsey Graham (R-SC), and Amy Klobuchar (D-MN) introduced the Respect for Child Survivors Act, inspired by Nassar survivors. The act would require trauma-informed experts to partake in interviews with any victim who reports child abuse or trafficking to the FBI in order to improve FBI treatment of child-victim witnesses.

CCDF Uploading of ACF-801 into CARS and Using the ACF-801 Data Assessment Report
This technical bulletin from the Administration for Children and Families (ACF) describes Child Care and Development Fund (CCDF) uploading of the ACF-801data file in the Child Care Automated Reporting System (CARS). The bulletin also provides guidance on how to use the Summary Data Assessment Report (Summary Report or SAR) so that state and territory users can access the reported data.

HHS Awards $3 Million for Initiative to Promote Black Youth Mental Health
The U.S. Department of Health and Human Services (HHS) Office of Minority Health (OMH) has announced that it will provide $3 million in grants to eight organizations for a three-year initiative to demonstrate policy effectiveness to promote Black youth mental health (BYMH). The hope is that the initiative will help to identify successful health and wellness policies, including suicide prevention.

FNS Shares Interim Final Rule for NAC
The USDA Food and Nutrition Service (FNS) shared the interim final rule for the National Accuracy Clearinghouse (NAC), scheduled to be published in the Federal Register on Monday. The purpose of the NAC is to prevent issuance of the Supplemental Nutrition Assistance Program (SNAP) to an individual in more than one state at the same time.

ACF Colleague Letter for FY 2023 Federal Offset and Pre-Offset Notice Program Fees
In this Dear Colleague Letter, the Administration for Children and Families (ACF) describes the fee for federal tax refund offsets and the fee for a federal administrative offset in fiscal year 2023. The fees represent a tax refund offset fee reduction and an administrative offset fee increase.

ACF Collecting Data on Impact of State Changes to TANF Policies
The Administration for Children and Families (ACF) is proposing to collect data to explore how one state's changes to Temporary Assistance for Needy Families (TANF) policies and services in response to the COVID-19 pandemic were experienced by different racial and ethnic groups in that state. ACF will collect information at the state level and from three purposively selected sites in one state, selected to represent the racial and ethnic diversity within the state.
Written comments and recommendations for the proposed information collection should be sent within 30 days of publication of this notice to www.reginfo.gov/public/do/PRAMain. The notice was published on September 22.
