Child and Family Well-Being
New CDC Guidance for Child Care Programs That Remain Open
This week, the Centers for Disease Control and Prevention (CDC) released updated guidance for Child Care centers that remain open during COVID-19. The guidance includes measures to mitigate spread of the illness, sanitation standards, modified drop off and pick up procedures, and social distancing practices for centers. 

CMS Will Make Up-Front Medicare Reimbursements to Providers and Expedite Payments
In order to increase cash flow to providers of services and suppliers impacted by the COVID-19 pandemic, the Centers for Medicare & Medicaid Services (CMS) has expanded their current Accelerated and Advance Payment Program to a broader group of Medicare Part A providers and Part B suppliers. The expansion of this program will only last for the length of the public health crisis.

ACF’s TANF Guidance Released
The Administration for Children and Families (ACF) released its program instruction for Temporary Assistance for Needy Families (TANF) in the time of COVID-19 last week. This question and answer document addresses concerns around TANF flexibilities related to COVID-19, funding, timing of approval for plan changes and action, application process modifications, good cause exemptions for work requirements, and more.

CBPP Launches Website Tracking FNS Waivers to States
The Center on Budget and Policy Priorities (CBPP) created a webpage this past week that is tracking state waiver approvals from the USDA Food and Nutrition Service. This page will be regularly updated, and currently includes waivers that address face-to-face interviews, certification periods, telephonic signatures, and emergency allotments. These reflect blanket waivers, individual state waivers, and other flexibilities provided by the coronavirus packages passed into legislation.

2020 Census Partnership
Happy Census Day! Census Day was April 1, yet households can still continue to respond. Go to https://my2020census.gov to fill out forms quickly and easily online. Participation is crucial and determines what the next decade will look like for our communities with roads, healthcare, schools, representation and more. The Census data determines how more than $675 billion in federal funds is distributed each year, supporting our state, county and community's vital programs.

We have partnered with the U.S. Census Bureau and urge you to encourage participation in your own communities, so everyone is counted and gets the resources they deserve. Outreach is easy with a wealth of materials and many programs can still be implemented with social distancing in mind.

Upcoming Events
Reminder: All APHSA-sponsored and co-hosted events that were scheduled between now and the end of May have been postponed. While we continue to plan for our events scheduled to take place in the fall, we are simultaneously making contingency plans should we not be able to convene. In the same spirit, we will remain flexible regarding event deadlines as we move forward.

APHSA is now accepting proposals for our 2020 National Staff Development and Training Association (NSDTA) Education Conference, October 4-7, Spokane, WA. Deadline for submission has been extended to April 3.

APHSA is now accepting proposals for our 2020 American Association of SNAP Directors (AASD) & National Association of State TANF Administrators (NASTA) Education Conference, August 23-26, Milwaukee, WI. Deadline for submission is April 24.
Distinguished Service Award Nominations: AASD and NASTA are pleased to offer the opportunity to recognize outstanding performance in the design, delivery, management and administration of the SNAP and TANF Programs by human services employees and programs.  Deadline for award submission is May 1.

APHSA is now accepting proposals for our 2020 National Association for Program Information and Performance Measurement (NAPIPM) Education Conference, August 3-6, Portland, OR. Deadline for submission is May 1.
Center for Juvenile Justice Reform Youth in Custody Certificate Program
The Center for Juvenile Justice Reform (CJJR) recently released a Request for Applications for the Youth in Custody Certificate Program, which will be held at Georgetown University. The training is designed to help juvenile justice system leaders and child-serving partners improve outcomes for youth in custodial settings. The curriculum covers critical areas including leadership and changing culture, racial and ethnic disparities, family engagement, assessment, case planning, facility-based education and treatment services, and reentry planning and support. Applications are due by Friday, April 24.
