We are proud to share our former Senior Director of Policy and Practice, Ann Flagg, began a new journey this week as she joined the Biden Administration as Director of the Office of Family Assistance (OFA), an office of the Administration for Children and Families. While Flagg’s leadership, expertise, passion, drive, and overall commitment to people will be profoundly missed at APHSA, we rest assured that this new opportunity will allow for her to continue furthering these commitments and impacting the field in new, bold ways. We are pleased to share our new report, Early Insights on SNAP Modernization through American Rescue Plan Investments,” in which we partnered with the Urban institute and Share Our Strength’s Center for Best Practices to better understand how state SNAP agencies invested their funding from the ARP. This is the first public brief in our research project, and we look forward to continuing to share more as our work progresses.

Our tax hub has been updated - the Earned Income Tax Credit and Child Tax Credit Information and Resource Hub for Health and Human Services Professionals was created in partnership with the National Association of Counties (NACo). APHSA and NACo worked in collaboration with states, counties, and field partners to compile resources directed towards state and local health and human services agencies and frontline staff. U.S. Transition to 988 Suicide & Crisis Lifeline Begins


Hope has a new number, and it is 988. The collaborative transition to 988 as the dialing code to reach the existing National Suicide Prevention Hotline launched on Saturday, July 16. The transition was done in order to increase access to emergency mental health services and provide easy ways to reach mental health professionals via call, text, or chat. In doing so, those experiencing emotional distress may call the easy-to-remember number with no busy signal or hold so that people in crisis can receive the help they need.

ACF Encourages Investment in the Early Childhood Education Workforce


The Office of Early Childhood Development (ECD), Office of Child Care (OCC), and Office of Head Start (OHS) released a guidance last fall encouraging local child welfare programs to take action to address early care and education (ECE) workforce shortages. This letter from ECD expresses accolades for state and local programs as they have made substantial investments to increase compensation and provide other types of supports. ECD encourages these same programs to continue to take steps to address the continuing workforce shortages.

WIC Eligibility for Imported Infant Formula


The Food and Nutrition Service (FNS) has updated the list of imported infant formulas eligible for purchase under the Supplemental Nutrition Program for Women, Infants, and Children (WIC). The U.S. Department of Agriculture (USDA) has also waived some regulatory requirements to allow WIC state agencies to issue certain infant formulas that were imported under the FDA’s Infant Formula Enforcement Discretion Policy.
