After meeting with the city manager and the acting director of the PRHB this week, we were given the opportunity to propose revisions to Measure H. Our version is more equitable, sustainable and approximates a much more legally and financially sound framework for the city of Pasadena and the Rental Housing Board.


Although we offer several proposed changes, the two most significant are:

1) More property owner representation and experience on the PRHB

2) A much clearer formula for the "fair return" promised in Measure H


We are skeptical that all of our input is well received. We will keep you posted and ask for your specific engagement soon.


Management Pro Tip:

Until August 2024, Pasadena property owners are allowed to increase rents 2.75% provided they haven't raised rents in the past 12 months. In September, the PRHB will issue the allowable rate of rent increase, if any.

In the rent increase notice, landlords must reference Section 1808 (d) in the city charter. Otherwise the notice is invalid. Many landlords include a copy of that section as well.
