ISO TC68 May 2024 Plenary Meetings were a Success

After more than a year of planning, last week X9 sponsored the week long ISO TC68 Plenary Meetings held at the Federal Reserve Bank of Minneapolis. Attendance was good and all the meetings were productive. Our international visitors all enjoyed playing Putt-Putt golf Wednesday night and visiting with each other. We were privileged to have Federal Reserve Governor Dr. Christopher Waller make a presentation to TC68 on standards and he mentioned the work of X9 in his talk. I believe Italy will host the meetings next year. More to come.

Thanks to Janet Busch, Lindsay Conley and Ambria Calloway for the year long effort required to host this event. Additionally, thanks to Jim Northey and all the X9 delegates that participated in the meetings and special thanks to Ainsley Hargest, Todd Albers and Moriko Francois from the Minneapolis Fed for all their time and planning help. Additionally, they staff the welcome station and worked a number of behind the scene issues for us. Below is a photo the people that attended the ISO TC68 meeting in-person and some of the people at the Puttery.

New Project – Single Use Purchase Card Payment Automation

Update: Work Approved

The New Work Item to standardize Single Use Purchase Cards was approved by the X9 Board. This project has been assigned to X9C and will leverage, among other things, the prior remittance work of X9C. Please let staff know if you would like more information or would like to sign up for this project.

Background:

MasterCard estimates nearly $600 billion annual invoice payments will be made in 2024 using Single Use Purchase Card Accounts (SUA). The RMPG Virtual Card Benchmark Survey Results of 2022 predicts the potential for $1.1 Trillion. The new project will focus on standardizing the user side of the transaction to reduce overhead and pain points. The work will review methods to deliver the SUA transaction notice, propose common syntax and formats for information in the notice, define minimum levels of user authentication and payment security, transmit remittance data, and identify possible APIs that would help automate the overall process. The group may also include other requirements related to SUAs if investigations reveal additional issues and needs.

New Work Item Around QR Codes

Preliminary work on a new work item related to QR Code payments is underway. The work will focus on payment interoperability for Merchant Present Mode and Consumer Present Mode. If you have any interest, please contact staff for more information.

Update: A 30-day Board ballot to approve the NWI for this project was issued on May13, 2024. If approved, work on this project will begin in late June.

X9.100-140-2018 (R2024) Image Replacement Document (IRD)

X9B has recently reaffirmed the X9.100-140-2018 Image Replacement Document (IRD). This standard establishes the construction, layout, data elements, data content, and printing specifications for Image Replacement Documents (IRD). An IRD is a substitute image copy of a check or a replacement for a previous IRD that includes a machine readable MICR line. An IRD that conforms to this standard and meets the requirements of a Substitute Check within Regulation CC is considered the practical and legal equivalent of the original paper check or of a previous IRD. This standard does not address operational, implementation, or settlement issues. These issues may include but are not limited to: the use of security features that are available after imaging, image compression, conversion methods, and IRD printing techniques. The informative annexes attached to this standard provide information that may prove useful to those planning on implementing the standard.
