PQC UAT Certificates Are Here
On September 10, 2025, DigiCert and X9 held a signing ceremony to establish the first Post-Quantum Cryptography (PQC) root certificate designed specifically for the financial industry. This marks a major milestone in securing digital communications against future quantum computer attacks. User Acceptance Testing (UAT) certificates are now available, enabling organizations to test real quantum-safe PKI functionality in practical scenarios and prepare for production environments For details, please contact X9 Staff or DigiCert.

The Unstoppable Rise of Generative AI in Financial Services.
Generative AI is transforming financial services by automating routine tasks like data entry and compliance checks, reducing errors and enabling strategic focus. It personalizes customer experiences through intelligent chatbots and virtual assistants, providing tailored advice. Google Cloud highlights rapid adoption, with nearly 80% of the industry using Gen AI for real-time transaction analysis, productivity gains, and risk management. Tools analyze vast datasets for market trends, forecasting, and stress-testing. Partnerships with Starling Bank and Ecobank enhance customer interactions and financial literacy.
Why it matters for FIs/X9 members: Showcases Gen AI's impact on transactions and risk in finance, relevant to X9 standards for AI, payments, and data protection in banking operations.

Quantum Computing: When Will It Really Change Finance and Security?
JQuantum computing promises to revolutionize finance through enhanced portfolio optimization, risk management, derivative pricing, and fraud detection via quantum algorithms. Banks like JPMorgan Chase, Goldman Sachs, and HSBC are experimenting with IBM and D-Wave. It threatens current encryption standards with Shor's and Grover's algorithms, endangering global payments, cybersecurity, and digital privacy, prompting NIST-led post-quantum cryptography (PQC) development. Quantum AI could boost machine learning for predictive finance. Timelines: hybrid systems by 2025-2030, fault-tolerant quantum advantage 2030-2040, full impact beyond 2040.
Why it matters for FIs/X9 members: Explores quantum's dual role in advancing and threatening financial security, including payments, supporting X9's quantum computing and PKI standards.

For Banks and Credit Unions, AI Can Be Risky. But What's Riskier? Falling Behind.
Banks and credit unions face AI risks like data exposure and compliance issues, but falling behind competitors is riskier. Leaders should start with low-risk, high-impact contact center applications, such as voice biometrics for authentication, virtual agents for routine tasks, behavioral fraud detection, and AI-assisted onboarding. Testing in secure sandbox environments allows safe experimentation, ROI proof, and data gap identification without enterprise overhauls. Early adopters, like an Arizona credit union, achieved a 20% reduction in member escalations and 21-second shorter average call times, enhancing customer satisfaction and competitiveness for smaller institutions.
Why it matters for FIs/X9 members: Addresses AI implementation risks and benefits in financial institutions, aligning with X9's focus on data protection, payments, and AI standards to mitigate threats and promote innovation.

European Banks Unite to Launch Euro Stablecoin
UniCredit, along with eight major European banks including ING and CaixaBank, has formed a consortium to launch a euro-denominated stablecoin, regulated under the EU's MiCA framework, with issuance planned for mid-2026. This stablecoin, leveraging blockchain, aims to establish a trusted European payment standard, facilitating fast, secure, and low-cost transactions for retail and corporate users, including 24/7 cross-border payments. The initiative addresses the lack of a EUR-native digital payment rail in Europe, dominated by US stablecoins, and will enable banks to offer services like stablecoin wallets, enhancing Europe's financial sovereignty and payment ecosystem while complying with stringent regulations.
Why it matters for FIs/X9 members: U.S. bankers should watch this for cross-Atlantic implications on stablecoin adoption in payments, potentially informing competitive strategies in digital assets. X9 members, focused on global payment standards interoperability (e.g., ISO 20022 via X9), can draw parallels to advocate for U.S. frameworks, ensuring seamless integration and regulatory alignment in blockchain-based payments.

Fujitsu and Sony Bank Partner to Integrate Generative AI into Core Banking System Design and Development
Fujitsu Limited and Sony Bank, Inc. announced on October 6, 2025, the integration of generative AI into the development of Sony Bank's new core banking system, powered by Fujitsu's solution. Following Sony Bank's full cloud shift in May 2025, this initiative began in September 2025 and aims to establish an AI-driven development ecosystem. By April 2026, generative AI will be applied across all projects, targeting a 20% reduction in development times using Fujitsu's RAG technology on AWS. The partnership seeks to enhance efficiency, scalability, and innovation in Japan's financial industry.
Why it matters for FIs/X9 members: Demonstrates practical AI adoption in core banking systems, informing standards for payments, data protection, and AI in financial operations.

FPC and X9 Form Strategic Alliance
Today, the U.S. Faster Payments Council (FPC) and Accredited Standards Committee X9 (X9) announced that they have formed a strategic alliance to accelerate development and adoption of standards for faster payments in the U.S. Combining FPC's industry insights with X9's ANSI-accredited expertise, the partnership focuses on secure, interoperable standards for payments, fraud mitigation, and cross-border transactions. It will inform standards via FPC Work Groups and launch a Joint Standards Steering Committee in early 2026. X9's standards also cover AI, quantum computing, and secure payments.

X9 Board & Consensus Body Separation
Effective today, X9 has completed the physical separation of its two governance tracks: the X9 Board (business and organizational matters) and the X9 Consensus Body (standards activities). This step completes work that began when the American National Standards Institute (ANSI) required X9 to separate business functions from standards functions. For many years we have already met separately, maintained distinct agendas and minutes, and followed procedures tailored to each body. The final step was to establish separate websites.
What this means:
- Each body now has its own website (or community), which will improve clarity and allow us to issue ballots only to the appropriate group. The Board will handle business issues and the Consensus Body will handle standards related issues.
- For now, the membership of the Board and the Consensus Body is identical. Over the next six months, changes to Board rules will take effect and Board composition may change. No changes are expected for the Consensus Body.
Board members: please plan to attend the Fall Board meeting on Wednesday, October 29, 2025. We will provide more information there.
In the meantime, if you have questions, please contact any X9 staff member or the Board Chair.
