This Week at City Council
|
|
Alderman Reilly shared highlights of the Wednesday City Council meeting during his interview with Bob Sirott of WGN Radio earlier this week. Click here to listen to the interview, and continue reading for a summary of key measures from the meeting.
This week, the City Council approved legislation that will streamline the process for businesses to receive Public Way Use permits, only requiring an ordinance in those rare cases when the local alderperson and the Commissioner disagree on the issuance of a permit.
At the June 25th Council meeting, the City Council wisely voted to “divide the question” and remove “Article 7 governing permits” from the comprehensive ChiBizStrong Ordinance before it overwhelmingly voted to approve the broader ordinance.
Since that time, Alderman Reilly continued to negotiate with the Administration and BACP to achieve an important objective: to reform an antiquated process to better serve businesses by getting them their permits much faster, while preserving aldermanic authority in the process.
The substitute ordinance that passed this week greatly reduces the time it takes for businesses to receive their approved permits, while striking a fair balance between Executive and Legislative authority on permits.
On Wednesday, a measure was passed to create an independent civilian oversight board, which would oversee the Chicago Police Department, the Civilian Office of Police Accountability, and the Police Board. The seven-member board will be elected through consolidated primary elections starting in February of 2023.
Alderman Reilly believes this legislation was well-intended, and thinks there are many opportunities for reform in the Chicago Police Department. However, there are already existing agencies which are tasked with Police oversight, and the Alderman believes those agencies should be improved before adding a new layer of bureaucracy, with significant added expense to taxpayers.
This measure will cost approximately $4 - $4.5 million per year, and Alderman Reilly voted against it as he would prefer to use those funds for CPD training, wellness, mental health, and other measures to improve the Chicago Police Department. The ordinance passed with a 36-13 vote.
Pedicabs
Alderman Reilly introduced two ordinances that would help minimize the nuisance posed by pedicabs. The first ordinance would ban amplifiers and speakers on pedicabs - which have been the source of many noise complaints downtown. In fact, pedicabs have recently been hired to serve as mobile DJ services for individuals hosting illegal curbside parties downtown. This ordinance would prohibit the amplification of music from pedicabs and address these quality of life issues downtown.
The second ordinance would prohibit pedicabs from operating from 6 p.m. - 9 a.m. in a zone around the River North hospitality corridors. Currently, groups of 12 or more pedicabs are operating overnight along River North streets and creating significant safety issues as they block ambulances and emergency vehicles.
Overnight Parking Bans
Finally, Alderman Reilly introduced several ordinances to establish "No Parking / Tow Zones" to prohibit late night loitering, curbside "parties" and overnight parking. These new restrictions will assist the Police Department and ensure groups do not continue to loiter in the late night hours when payment for metered parking ends. When these ordinances pass, overnight parking will be prohibited on:
● South side of Superior, Fairbanks to Lake Shore Drive
● Kinzie, State to Wells
● Hubbard, State to Wells
● Ontario, Fairbanks to McClurg
● Erie, Fairbanks to Lake Shore Drive
● Grand, McClurg to Lake Shore Drive

On the occasion of the Frida Kahlo: Timeless exhibition at the Cleve Carney Museum of Art and the McAninch Arts Center at the College of DuPage (June 5 – September 6, 2021), the piece will feature and transform several of Kahlo’s most recognizable works including Self Portrait with Small Monkey (1945) and Self Portrait in a Velvet Dress (1926). The Obama Portraits, Art Institute of Chicago

In conjunction with the Art Institute of Chicago’s presentation of The Obama Portraits, we are presenting a dynamically animated projection of the portraits of President Barack Obama and former First Lady Michelle Obama by Kehinde Wiley and Amy Sherald, respectively. Former Chicago residents, the Obamas have a unique connection to the city. Wiley painted President Obama against greenery, with chrysanthemums; the flowers have symbolic meaning as the official flower of Chicago. Amy Sherald captured the former First Lady against light-blue background, sitting and gazing directly at the viewer. Kehinde Wiley and Amy Sherald are the first African American artists commissioned to paint portraits for the Smithsonian’s National Portrait Gallery’s collection of a former President and First Lady. A musical score will accompany the piece. The original paintings that inspire our projections can be viewed at the Art Institute of Chicago June 18 – August 15.

Volunteer Opportunity in the 42nd Ward
|
|
Almost Home Kids (AHK) is a short-term community-based pediatric healthcare center that brings together medical professionals, recreational volunteers, community providers, sponsors, donors, friends, corporate and civic partners. Open since 2012, AHK is licensed by the Department of Public Health and located at 211 E. Grand Ave (on the 6th floor of the Ronald McDonald House).
Almost Home Kids provides a bridge from hospital to home for children with medical complexities by: educating and empowering families with the training, skills and confidence needed to care for their child in their own home; coordinating all the community-based medical and social services the child and family will need and providing respite care when needed in a home-like setting.
At this time, they are recruiting volunteers that are fully vaccinated for COVID-19 to join their volunteer team. They especially need weekend-only volunteers in Chicago.
As a recreational volunteer you will help with activities with the children such as playing a game, reading a book or just simply rocking a baby to sleep. Opportunities are available 7 days a week for a 2-hour shift commitment each time. You can self-select your shifts making it very flexible and convenient.
Please reach out to Lisa Snow, Community Outreach Coordinator at lsnow@almosthomekids.org or call her at (630) 786-1755 to learn more about how to sign up for an orientation and make a difference at Almost Home Kids.
