This Week at City Council

Curfew Ordinance to Reduce Teen Trends Downtown


This week, Alderman Hopkins (2nd Ward) and Alderman Reilly introduced an ordinance (O2025-0016732) allowing the Superintendent of Police to implement a curfew upon receiving information about a potential Teen Trend. The local Commander would need to confirm the presence of a large group of teenagers and issue a 30 minute warning before the curfew begins. Violating the curfew is punishable by a fine of up to $500. It also authorizes officers to take offending minors into custody until their parents pick them up. Alderman Reilly believes this ordinance is a step in the right direction. 


Green Social Housing Ordinance Held in Committee


At this week’s joint meeting of the City Council’s Finance and Housing Committees, members voted to hold Mayor Johnson’s proposed “Green Social Housing” ordinance, postponing a full Council vote. If passed, the ordinance would establish a city-run nonprofit to develop affordable housing units throughout Chicago. The structure of the nonprofit would allow it to build units at market rate by contracting with private developers.


Alderman Reilly supports the broader goal of increasing affordable housing options, but raised concerns about the ordinance’s governance structure, ethics oversight, and accountability mechanisms. Despite using private contracting, taxpayer money will still fund around ¼ of the construction costs. Due to this, Alderman Reilly wants to be sure that City Council will have a say in how these funds are used. He urged the administration to address these issues before the measure moves forward. Electrical Hazard Notification Ordinance Introduced


As Alderman Reilly previously discussed with Lisa Dent in response to dogs being shocked by electricity in the River North neighborhood, this week he introduced an ordinance (O2025-0016741) requiring timely notification of electrical hazards. Upon identifying a hazard, entities must inform the Office of Emergency Management and Communications (OEMC), which then alerts the Police Department, Fire Department, Department of Transportation, and nearby residents via NotifyChicago, Smart 911, or the OEMC mobile application. 

Potential Teen Trend 4/18/25

The 18th Police District has notified our office of a potential "Teen Trend" in southern Streeterville this evening (4/18). CPD will have an elevated presence in the neighborhood to deter illegal activity. 


CPD has noticed that young people have shifted from using public transportation to rideshare. In an effort to prevent large groups from accessing the neighborhood, OEMC will geofence the area bounded by North Columbus, North McClurg, East Grand, and East North Water from 4:30pm to 10:00pm tonight. This will prevent all rideshare pick-up and drop-off within the designated boundary. OEMC will lift the geofence early if the Teen Trend doesn't occur.

Shredding Event

Alderman Reilly is hosting a Community Shred Day on Saturday, April 26th from 10:00 a.m. to 12:00 p.m. The event will be held at the Ohio Place Dog Park located at 360 West Ohio Street. Kennedy Deck Expressway Bridge Rehabilitation

On March 17, 2025, the Illinois Department of Transportation (IDOT) began its Kennedy Deck Expressway Bridge Rehabilitation project. The rehabilitation process consists of three major work efforts to the Ohio Street Bridge; hydro-demolition, joint replacement and latex concrete overlay.


Throughout most of the project, the Ohio Street Bridge will be reduced to one lane of traffic. That said, the project requires a one week full closure of the ramp. Stay tuned to Reilly Reports for more information on the project and one week full closure.

State Street Bridge Project

On Monday, April 28, the Chicago Department of Transportation (CDOT) will begin emergency structural repairs to the State Street Bridge. Throughout the project, the bridge will be closed to vehicular and pedestrian traffic. 


The project is expected to be completed at the beginning of December 2025. Please see the flyer below for more information.

Street Sweeping Started April 1st

Street sweeping began Tuesday, April 1st, and continue through the Fall season. 

To find the street sweeping schedule for your streets click here and follow the instructions below: 


  • Click on the map of your ward
  • Find the section for the address you are seeking
  • After you find the section, click on the street sweeping schedule for your ward.
  • Locate the section on the schedule, which will provide the borders and the street sweeping dates. 


Note one side of the street (East/West or North/South) will be swept on the first date, and the other side of the street (East/West or North/South) will be swept on the second date. 

  

Residents can view street sweepers in real time using the Sweeper Tracker online tool.

Filming:

River Walk

On Wednesday, April 23rd, Canopy Studios will be filming a scene at 300 W Wacker Dr. During filming, parking will be prohibited at the following locations:


  • Wednesday, April 23 at 7PM through 11:45PM:
  • West Side of Wells St from Wacker Dr to 210 N Wells St

152 W Huron Street

On Sunday, April 20th through Tuesday, April 22nd, Mesquite Productions will be filming scenes at 152 W Huron St. During filming, parking will be prohibited at the following locations:


  • Sunday, April 20 at 9:00PM through Wednesday, April 23 at 2:00 AM
  • Both Sides of Huron from LaSalle to Franklin
  • West Side of LaSalle from Superior to Huron
  • Monday, April 21 and Tuesday, April 22: 7:00AM to 11:00PM Daily
  • East Side of Franklin from Huron to Superior

118 N Clark St

On Sunday 4/20, an independent film will be filming interior and exterior scenes at 118 N Clark St. During filming, prep and wrap, parking will be prohibited at the following locations:

  • East side of N LaSalle St from Washington to Calhoun

Lift:

On Friday April 25th to Sunday April 27th a 500 Ton will be hoisting a chiller to the roof at 330 W. Grand Ave.that will require a full street closure. This will take place from 9:00 AM Friday to 8:00 PM Sunday. Bus Stop #65 Grand will be affected.

Casino Caisson Pours: March 18 - May 18

  • Total duration of caissons and piles is approximately 8 weeks (approximately mid-May)
  • Start date of caissons: Permits are expected to be issued by March 14 
  • Casino and Hotel caissons – A total of 356
  • Casino Piles – A total of 202


Work hours will continue to be 8am-8pm. However, if an issue arises during a pour, there is the potential that crews will work past 8pm. Once a caisson pour begins, it can't stop until it is finished. 



676 North Michigan Avenue Façade Project


Redmond Construction was hired to complete a façade project at 676 North Michigan Avenue. Currently, the following closures are in-place:


  • Sidewalk on the south side of Huron, from Michigan Avenue to a point 150' west thereof
  • Curb lane on the south side of Huron, from Michigan Avenue to a point 150' west there of is being used as a pedestrian walkway
  • Partial sidewalk closure the west side of Michigan, from Huron to a point 100' south thereof


This project is expected to be completed by fall 2025.


River North Lighting Project


The Chicago Department of Transportation (CDOT) has completed new light pole installation in the area bounded by Chicago, Ontario, Orleans, and the River. CDOT has begun removal of the old light poles and continues to restore infrastructure trenching.


Pin & Link Project on Randolph and Columbus


CDOT crews are scheduled to perform steel work and bridge expansion joint rehab along Randolph Street, Columbus Drive, and Stetson Avenue. Please see details below:


General Construction Schedule:

7:00 am - 3:30 pm, Monday - Friday; with the occasional extension to 5:30 pm as needed. 

 

Scope of Work and Access Impacts During Construction:

In general, one lane of travel will be open at all times along each roadway, level, and direction. Access along sidewalks will remain open with detours around the work areas.  


This project is expected to be completed at the end of June 2025. Asphalt restoration will occur in July 2025.



Casino Demolition Update


The demolition team will begin site concrete crushing operations over the next eight weeks. The operation with run from 8 AM until 5 PM. The crusher will be placed in between the Ontario feeder ramp and the southern edge of the current building.
