"Tax-exempt investors would probably view these bonds as similar to PCR/IDR (Pollution Control Revenue/Industrial Development Revenue) bonds which are tax exempt bonds issued by for profit entities like utilities to finance projects and facilities. Because of their hybrid nature, historically, tax-exempt investors often under value these bonds because they are not as familiar with the corporate entities as they are with municipalities...."
