State Higher Education Executive Officers Association (May 2020)
Nationally, appropriations for public higher education are at a historic low, a situation not faced before as the nation enters a recession. In Michigan, public appropriations per public community college and university student (including property tax revenues exclusively dedicated to community colleges) is $6,193, compared to a national average of $8,196. This is a state decline of 22.6% in 15 years with inflation.
