There’s a lot happening across District 3 with work continuing on a range of community projects. In this week’s newsletter, you’ll find updates, resources, and opportunities to stay engaged through meetings and events. Read on for more information.

  • Regional Water Board Advocacy Update - The Board confirms a shift to more enforcement, sewage system audits, and a focus on trash.
  • Mentor Con 2026 – Join the Office of the City Prosecutor on Saturday, January 31, for a free event connecting community members with local mentoring organizations and opportunities to support Long Beach youth.
  • Belmont Pool is Coming Soon! – City Council has approved the construction contract for the Belmont Beach & Aquatics Center, with construction expected to begin later this year.
  • Algalita's Educator Mini-Grant – This $1,000 grant will help educators support student-led projects that address plastic pollution.

Upcoming City Council Meeting Highlight

Summary of Previous City Council Meeting

On Tuesday, January 20, the City Council will hear the following items of interest:


Item #21: Recommendation to receive and file a presentation regarding the City of Long Beach LGBTQIA2S+ Community Health Needs Assessment and Sexual Orientation and Gender Identity Data Collection Best Practices. This item passed unanimously.


Item #22: Recommendation to adopt resolution approving the 2025-2028 Memorandum of Understanding (MOU) with the Long Beach Police Officers Association. This item passed unanimously.


Item #26: Adopt Plans and Specifications No. R-7274 and award a contract to Bernards Bros., Inc., of San Fernando, CA, for the construction of the Belmont Beach and Aquatics Center, in the amount of $54,384,700, and authorize a 10 percent contingency in the amount of $5,438,470, for a total contract amount not to exceed $59,823,170. Authorize the City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary subsequent amendments; and


Increase appropriations in the Tidelands Operating Fund Group in the Public Works Department by $24,560,000, offset by future bond proceeds; and


Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $1,000,000, offset by Park Impact Fees (PIF); and


Increase appropriations in the Capital Projects Fund Group in the Public Works Department by $1,000,000 to allow for the transfer of PIF funds to the Capital Project Fund, where the project will be managed.


This item passed unanimously.

Late Night Belmont Shore Public Safety Meeting

Presented by Community Development

Join the virtual meeting regarding initial staff recommendations to address late-night public safety considerations in the Belmont Shore commercial corridor. An interdepartmental team of City staff has collaborated to:


  • Outline existing enforcement efforts
  • Evaluate the feasibility and cost of enhanced public safety measures
  • Assess potential approaches to regulating late-night alcohol-serving establishments
  • Identify recommended actions and next steps

 

The meeting will include an overview of the contents of the December 24, 2025 memorandum. Your feedback is welcomed as we discuss these important topics and work together to ensure Belmont Shore remains a safe and vibrant destination for all. Therefore, the public is invited to provide written feedback through submittal of a virtual comment card that will be shared with decision makers. Written comments can be submitted before, during or after the virtual meeting.

Los Angeles Regional Water Board Advocacy Update

A Shift to More Enforcement, Sewage Audits, and a Focus on Trash

On Thursday, Councilmember Duggan continued the advocacy effort at the Regional Water Board's Priority Setting Session to address the pollution flowing into Long Beach. As the regulating body for the entire watershed, the Board is the entity with the authority to hold upstream polluters accountable, making this advocacy essential for long-term improvements. Because we sit at the bottom of an 800-mile watershed, our city ends up collecting waste from across the region, accumulating nearly 1 million pounds of debris in the last quarter of 2025 alone. Recent upstream sewage spills also forced two beach closures in just 30 days, proving that we need to stop this pollution at the source rather than just cleaning it up at the shoreline.


During the meeting, the Regional Board confirmed a strategic shift toward stricter enforcement, specifically noting that they are prioritizing trash compliance this year. Additionally, they plan to audit upstream municipal sewage "collection systems," meaning the network of pipes and pumps, to catch infrastructure failures before they cause spills, with a specific focus on protecting historically overburdened communities. This new focus on accountability is a major step toward protecting our coast! A special thank you to the Moore Institute for joining the meeting to advocate alongside us.

Point in Time Count with Homeless Services

This week, my office joined the Long Beach community in the 2026 Point-in-Time Count, an annual effort to better understand homelessness in our city. My staff and I were out in the field alongside outreach teams and community volunteers, helping to collect data that informs funding, services, and policy decisions.

Martin Luther King Jr. 2026 Parade

Last Saturday, I joined City Prosecutor Doug Haubert and City Attorney Dawn McIntosh at this year’s Martin Luther King Jr. Parade. Each year, we come together with the community to reflect on Dr. King’s legacy and to reaffirm the values that guide our work including unity, compassion, and a shared commitment to opportunity for all.

Belmont Pool Update

Long Beach City Council has officially approved the construction contract for the Belmont Beach & Aquatics Center, marking a major milestone as the long-anticipated project moves from planning into construction. Approved by an 8–0 vote, the decision authorizes construction to proceed with Bernards Bros., Inc., bringing the City one step closer to delivering a modern, inclusive aquatics facility along the waterfront.


The new center will feature a 50-meter competition pool, a recreational and instructional pool, and accessible amenities designed to serve residents of all ages and abilities. Construction is anticipated to begin in Summer 2026, with completion expected by Summer 2028.

Anduril Announces Long Beach Campus

Anduril Industries announced a major expansion in Southern California with plans for a new campus in Long Beach and Lakewood, while maintaining its headquarters in Costa Mesa. The new campus will span more than one million square feet of office and industrial research and development space and is expected to support approximately 5,500 on site jobs at full capacity.


Scheduled to open in mid 2027, the facility will strengthen Anduril’s ability to scale advanced manufacturing and defense technology while reinforcing a long term commitment to California and the rapidly growing Space Beach aerospace and defense ecosystem.

Opening the Water to Everyone: Inclusive Sailing in Long Beach

This weekend, California Inclusive Sailing, in partnership with Long Beach Yacht Club and the Long Beach Sea Base, will launch a newly acquired adaptive sailing vessel off Naples Island, expanding access to the water for individuals with disabilities and reinforcing a shared commitment to inclusion and youth development.


Based at the Long Beach Sea Base, the vessel will support inclusive maritime education and hands-on leadership opportunities for youth, aligning with Scouting’s mission to build confidence, teamwork, and environmental stewardship on the water.


The launch will coincide with a Disabilities Awareness Day at the Sea Base, where 30 Scouts will participate in a sold-out merit badge program focused on understanding and supporting people with disabilities, blending education with empathy.


This milestone reflects the power of community partnership and donor support. Through collaboration and philanthropy, the Sea Base continues to expand access to the waterfront while developing capable, compassionate young leaders through real-world maritime experiences.

Everyone’s Coast: Survey & Leadership Academy

The City of Long Beach has launched Everyone’s Coast, a new planning effort focused on improving access to the coast, expanding housing options, and making it easier to get around coastal and central Long Beach neighborhoods. Residents and businesses are invited to take a brief community survey and can enter to win a $50 gift card.


The project also includes a Leadership Academy for residents interested in deeper involvement in coastal planning and mobility decisions. More information on the Leadership Academy will be announced in the coming weeks.

Annual Children’s Day Celebration at Agape Children’s Museum

The Agape Children’s Museum is proud to host its annual Children’s Day Celebration on Saturday, January 31, from 11 AM to 3 PM. Held at the Ability First Educational Center (3770 E. Willow Street, Long Beach), this free community event invites families to enjoy hands on activities and entertainment designed to inspire the next generation.


By educating children about their own heritage and the traditions of others, the celebration fosters respect, builds community, and honors diversity. Through interactive experiences such as traditional dance, music, food, and the arts, children develop cultural awareness, empathy, and self-confidence. A major highlight of the day includes a raffle giveaway featuring over 100 toys.

Open Channel at Colorado Lagoon

January 2026 Update

A Message from Public Works: During December, construction on the Colorado Street Bridge continued. Crews completed the bridge deck (top of bridge), bridge sidewalk, and installed Caltran’s barriers to assist with motorist protections. The site requires major excavations and the use of backfill strategically in other locations to meet design requirements and before work can begin. Currently, crews are backfilling against the eastern half of the bridge structure to bring the site closer to subgrade.


On Colorado Street, the contractor continues to work on the installation of several storm drain lines throughout the area and remove encountered underground structures such as the demolition of two (2) 84-in corrugated metal pipes (CMP) in order to complete the siphon. The excavation and installation of the sewer siphon system will progress to the west once the CMP structures have been completed removed. The installation of the “airline” for the sewer siphon, 12-in domestic, and 6-in reclaimed waterlines are projected to begin this month and will allow for the decommission of temporary systems.


This quarter, the project also expects to begin critical and time sensitive work to decommission the culvert and activate the open waterway. This would prompt a closure of the Colorado Lagoon, the City expects crews to work extended windows to minimize risk to aquatic habitats.


The Colorado Lagoon project is currently experiencing delays. Weather and unforeseen conditions including additional asbestos containing transite pipe discoveries, and changes in requirements from utility owners are expected to impact the overall schedule. These details are currently under review by the City’s Project and Construction Management Team and more information will be shared at a future update after a complete assessment of the cumulative weather impacts, unforeseen conditions, and changes to project requirements are analyzed.

Algalita Opens Applications for Educator Mini-Grant

Algalita is now accepting applications for its Wayfinder Society Educator Mini-Grant. The program will award $1,000 grants to middle and high school educators to support student-led, action-focused projects that address plastic pollution. All subject areas are welcome.
