There is plenty to do in District 3 and Long Beach this summer! Check out the calendar section to take a look and save the dates. In today's newsletter, you’ll find updates on the following:
- Recap of the Public Safety meeting discussion related to safety incidents in Belmont Shore and on the Peninsula.
- Two major proposals going before City Council on Tuesday: a staffing mandate for grocery stores, and raising the minimum wage at the Airport and Convention Center to $29.50 by 2028. See the Council section for more details.

Municipal Bands concerts are returning to Larry Curtis Park at Marine Stadium starting Thursday, June 26, at 6:00 PM.
- Changes to City facility hours this Thursday in observance of Juneteenth. See the schedule here.
Importantly, there was a peaceful protest on Tuesday at City Hall regarding the immigration raids conducted throughout Los Angeles. There are other planned protests today at Bixby Park Annex and throughout the City. I don’t believe detaining hardworking people who are contributing to our community makes us stronger. California faces more pressing issues where federal support is needed, such as reducing drug trafficking, building infrastructure, and helping people find stable housing.
Our rights aren't meant for when it’s easy - they matter most when there is disagreement. Protest is an important expression of those rights, and I urge all participants to remain peaceful because violence only weakens the message.

| | Upcoming City Council Meeting Highlight | | |
On Tuesday, June 17, the City Council will hear the following items of interest:
Item #33: Request the City Attorney prepare an ordinance mandating one employee for every two self-checkouts in operation at grocery and drug stores to reduce retail theft and improve public safety. Put simply, if this proposal passes, it would be illegal in the City of Long Beach for one grocery store employee to oversee three self-checkouts because its unsafe. If this happens, any member of the public would be allowed to sue the store.
Councilmember Duggan believes it isn't the businesses’ fault their inventory is being stolen and it’s not the employees' job to stop crimes, but this proposal inappropriately shifts responsibility from the City to businesses and employees. It’s the City’s job to create a safe, clean community for people to work, businesses to operate, and our communities to thrive.
With grocery and drug stores closing and these spaces sitting vacant across the city, including in District 3, this proposal sends the wrong message that Long Beach is too unsafe for grocery stores to operate without heavy regulations that are not required in neighboring cities. Item #49: Declare an ordinance setting the minimum wage for Airport and Convention Center employees at $29.50 an hour by 2028. This would result in the Convention Center running a $2 million deficit that will be covered by the General Fund. Read the report here.
Councilmember Duggan believes the City shouldn’t be adding to the structural deficit of the General Fund without first identifying offsets as this spending will be cut from elsewhere. At a time when every department is being asked to make cuts, this would approve larger raises for outside employees than we could give our own City staff, even as we struggle to fill vacancies that impact daily city operations. Furthermore, the economic analysis behind this decision relies on a 2022 study about minimum wage for healthcare workers, with no evaluation of how it might affect the Convention Center’s ability to attract future business. | | Summary of Previous City Council Meeting | | |
On Tuesday, June 10, the City Council heard the following items of interest:
Item #31: Award a contract to All American Asphalt for the Studebaker-Loynes Complete Street Project. This item passed unanimously.
Item #24: Request City Manager to work with Bureau of Environmental Health, Business Licensing Division, and other applicable City staff for a Council presentation on health and food related fees and processes under the food safety programs within 120 days; and Request City Manager to work with relevant departments to research and identify options for the City to consider for streamlining and reducing fees for such programs. This item passed unanimously.
Item #25: Request City Council approval of the 2025 Legislative Agenda as recommended by the Intergovernmental Affairs Committee. This item passed unanimously.
Item #26: Receive and file the 2024 General Plan Implementation Report. This item passed unanimously.
Item #30: Receive and file presentation for the Microenterprise Home Kitchen Operation (MEHKO) program from the Health and Human Services Department providing the result of the feasibility study; and request City Attorney to amend the Long Beach Municipal Code (LBMC) to comply with the most recently enacted state legislation regarding the MEHKO. This item passed unanimously.

Public Safety Meeting for Summer | |
After several public safety incidents, three involving firearms, Councilmember Duggan convened a Public Safety Meeting with the following representatives: City Prosecutor Doug Haubert, LBPD Deputy Chief Michael Solomita, East Division Police Commander Shaleana Benson, Assistant Fire Chief Jim Underwood, Health and Human Services Director Alison King and Deputy Director Erica Valencia-Adachi, Gabriela Jilek, representing Dispatch as Communications Center Officer, Lori Voss, Customer Service Supervisor, and Kellie Duggan, Assistant Administrative Analyst, Business Licensing Division, and Deputy District Attorney Jason Lustig, representing District Attorney Nathan Hochman's Office.

602 No Trespassing Program Enrollment Event | |
A big thank you to Long Beach City Prosecutor Doug Haubert, along with Deputy City Prosecutor James Young and Prosecutor Assistant Shelby Albertson, for helping our District 3 residents navigate the process to make their properties safer. In total, we had 24 people attend and get their paperwork notarized with about 40 properties being part of the process!

Ximeno Avenue Road Improvement Project | |
Earlier this year, the City announced planned improvements to Ximeno Avenue, from Pacific Coast Highway to Anaheim Street. After receiving feedback from neighbors about maintaining access out of the neighborhood, the Public Works Traffic Engineering Team did a great job of updating the design, prioritizing safety while incorporating community input.

Long Beach HOME Community Roadshow | Last week, Councilmember Duggan joined the Long Beach HOME (Housing and Homelessness Opportunities, Mobilization, and Engagement) Community Roadshow at Houghton Park. These roadshows are a new initiative led by the Office of Homeless Strategy and Partnerships (OHSP) to engage residents in meaningful conversations about the City’s efforts to prevent and address homelessness. |

The Ocean Cleanup Announces Los Angeles will be a Focus City to Reduce Trash Entering Ocean | The Ocean Cleanup announced yesterday that they will be covering 30 of the top polluting cities by 2030, which will include Los Angeles! In 2023, Councilmember Duggan contacted The Ocean Cleanup to see if they could help with the Los Angeles River. After two years of working with our City teams, it exciting to see a public announcement! |

Alamitos Bay Yacht Club International Regatta | This week, I had the honor of welcoming 180 world-class sailors from 15 countries to the Alamitos Bay Yacht Club for the North American Ilca Regatta with sailors from the age of 11 to 78 and Olympians, as well as those hoping to compete in LA28,$ participating. It was an incredible experience to see our local waterfront bring together such a talented and diverse group of athletes, coaches, and volunteers as we gear up for the 2028 Olympics and Paralympics! |
