Coming this week, don’t miss the start of the Long Beach Municipal Band’s Summer Concert series as well as the kickoff of Moonlight Movies on the Beach. Enjoy community fun with family and friends!
Last Tuesday, the City Council considered an item to allow e-scooter companies and private scooters to operate on the Beach Bike Path for a 12-month pilot program. Listen to my comments here.
I raised concerns about staff acknowledging that they can only dedicate 2 to 3 hours per week to manage the program as well as that there is no plan for any enforcement on the path or clarity on how e-scooters will be relocated from the path, whether by electric vehicle, golf cart, or cargo e-bike. With 3rd District survey respondents overwhelmingly opposed, I offered a substitute motion requesting that staff clarify the details of the program and conduct citywide outreach before approving the program for a year. This motion failed to get support and the 12-month pilot program allowing e-scooter companies to operate on the bike path was approved 6-1 (I opposed).
Thank you to those who wrote in to City Council to share your opinion. I am disappointed that the program was approved while skipping the community engagement process. Community engagement needs to be an inherent step in our decision making process. I will be sharing periodic updates on the progress of this program and will advocate internally to make sure your concerns are addressed.
On Tuesday, June 25, the City Council will not meet. If you're interested in participating in future City Council meetings, please check out the 3rd District's Guide to City Council Meetings.
As always, the District 3 team and I are here to help. You can reach us at District3@longbeach.gov or (562) 570-6300.

Upcoming City Council Meeting Highlight
On Tuesday, June 25, the City Council will not meet.
Do you want to participate in a City Council meeting but you don't know how? Check out the 3rd District's Guide to City Council Meetings here!
Summary of Previous City Council Meeting
On Tuesday, June 18, the City Council heard the following items of interest:
Item #33: Recommendation to request Public Works to initiate a 12-month pilot study of electric scooters on the Beach Bike Path to determine the long-term viability of them on the Path.
Listen to Councilmember Duggan's comments here.
Councilmember Duggan voted against Item 33 that was requesting Public Works to initiate a 12-month pilot study of electric scooters on the Beach Bike Path. She asked several questions regarding the proposed program, such as will there be Community outreach, what process would be in place to ensure E-Scooters are removed in a timely manner, and how enforcement would be carried out. Councilmember Duggan also made a substitute motion that would push back the approval of Item 33 so Public Works, through different forums, could receive community feedback and create a report to the City Council reviewing community feedback. Despite her concerns, the City Council passed Item 33 with a 6-1 vote.
All City Council, Committee, and Commission agendas can be found here.
