At the next City Council meeting on Tuesday, November 11, Councilmember Duggan will be bringing an item to City Council requesting the City Manager explore options for a temporary moratorium on alcohol-serving establishments in Belmont Shore after midnight, additional DUI and public drinking enforcement, and the feasibility of re-establishing LBPD walking beats in Belmont Shore during high-traffic hours. This week, I joined Mayor Rex Richardson, Interim Public Works Director Josh Hickman, and our community partners to highlight new efforts to reduce trash entering the Los Angeles River and washing onto our shores. Our coastline is one of Long Beach’s greatest assets, and protecting it is a shared responsibility for everyone in our watershed. Together, we are saying enough is enough. It is time to work as one region to keep our river and coastline clean, healthy, and beautiful for all.

This week, residents reached out to my office with concerns about the Peninsula Beach Boardwalk and the proposed plans to replace the existing wood with a composite material. These concerns arose following a notice sent to the community about a Zoning Administrator (ZA) hearing on October 27 regarding the approval of a Local Coastal Development Permit.

Although the permits were approved at the ZA hearing, the project is currently on hold and it has a funding gap of approximately $2.3 million.

Before moving forward with any materials, there will be a community engagement process to make sure residents have the opportunity to share their input. While the City explores funding opportunities for the project, we have the time to make sure this project is done right.

Last week, I met with members of the Hellenic Olympic Committee, including President Isidoros Kouvelos, following the September announcement that Long Beach has been selected as the location for Greece’s Team House during the 2028 Olympic and Paralympic Games.

The Hellenic Olympic House will be based at the Assumption of the Blessed Virgin Mary Greek Orthodox Church, bringing a great opportunity to celebrate Greek culture and welcome visitors from around the world.

The October 14 State Lands Commission meeting was rescheduled to next Friday, November 7. During this meeting, the State Lands Commission will be accepting the Long Beach Unit Annual Report (Item 57). This report shows that Long Beach's oil operations produced $83 million more than expected this year with Long Beach keeping 8.5% for coastal maintenance. We believe this undermines the State's position that there is no more money to invest in our local coastline to offset the impacts of offshore oil drilling benefitting the State.

Street Sweeping:

There will be no scheduled street sweeping or enforcement of street sweeping violations on Tuesday, November 4. Street sweeping will resume its regular schedule on Wednesday, November 5.

Parking Enforcement:

Read your parking meter: Citywide parking violations, including parking meters, will be enforced on Tuesday, November 4, unless the meter states “Exempt on Holidays.” The days and hours of enforcement are displayed inside the meters.

Refuse/Recycling:

Refuse and recycling will be collected as scheduled on Tuesday, November 4.

Last week, I visited several artists during the Belmont Open Studio Tour and was so impressed by the creativity and talent in our community. Each stop showed how much local art brings life and inspiration to Long Beach.

Last weekend, the Belmont Heights Community Association (BHCA) held their annual Goblins on the Greenbelt. It was great to see everyone all dressed up. The kids had a great time going from booth to booth collecting treats and goodies.

The ongoing federal government shutdown is causing delays in November CalFresh benefits for about 1.5 million Los Angeles County residents, including more than 93,000 in Long Beach. The State will notify recipients, and benefits already issued will remain active. No new benefits will be issued on Nov. 1, 2025, but EBT cards will continue to work. Residents should continue submitting required reports to avoid further delays.

The City of Long Beach invites the community to learn about the Marine Debris and Trash Capture System Project Feasibility Study and share their concerns about trash and debris in local waterways and coastal areas. The virtual meeting will take place Wednesday, November 12, 2025, from 6 to 7:30 p.m. via Zoom.

During the meeting, City leaders will provide remarks followed by a presentation from the Public Works Stormwater team and project consultants on the project’s initial feasibility study, which explores technologies designed to capture trash and debris in the lower Los Angeles River before it reaches the ocean.

Long Beach was recently honored by the United States Tennis Association (USTA) Southern California as its newest “Tennis Town.” The designation highlights the city’s strong tennis community, quality facilities, and commitment to the sport.

The award was presented on center court at the El Dorado Tennis & Pickleball Center just before the finals of the 95th Annual Long Beach Tennis Open. Long Beach is now one of only a few cities to receive this recognition.
