| | Upcoming City Council Meeting Highlight | | |
On Tuesday, July 22, the City Council will hear the following items of interest:
Item #52: Request City Manager report back within 120 days with opportunities to improve the City of Long Beach’s coordinated response to individuals displaying threatening or unsafe behavior. This should include:
- Educational materials for when to call 911, the Non-Emergency Number, the Multi-Service Center, a partner agency, or when to file a report online;
- Educational materials for how calls for service are categorized, coordinated, and dispatched;
- Defined roles and response protocols for Police including Quality of Life Officers, Fire including Lifeguards, Community Crisis Response (CCR) teams, REACH Teams, Outreach Workers, other city personnel, and other support systems;
- Opportunities to improve interdepartmental and interagency coordination to enhance response efforts in these situations;
- A review of current services, gaps, and opportunities, including potential enhancements through pending Prop 1 funding; and
- Updated guidance and protocols for drug-related incidents, ensuring a consistent response under Prop 36, and developed with community input.
This item was authored by Councilmember Duggan.
Item #50: Direct City Manager, in collaboration with Economic Development, Parks, Recreation and Marine, and other relevant city departments, to work with California State University, Long Beach (CSULB), the Long Beach Baseball Club, Inc. (LBBC) and other key stakeholders to explore opportunities to develop a collaborative partnership agreement for the use of Blair Field as a home venue for a new professional baseball team for the City of Long Beach, and report back to City Council. This item was authored by the Mayor and co-signed by Councilmember Duggan.
Item #51: Request City Manager to evaluate the feasibility and outline the process for implementing a pilot Child Watch Program during City Council meetings. A report back is requested in 90 days.
Item #65: Declare an ordinance amending Title 5 of the Long Beach Municipal to establish staffing requirements for self-service checkout stations at grocery and drug stores to advance public safety and prevent retail theft. The ordinance: mandates a 1:2 staffing ratio (one employee for every two self-checkout stations); requires grocery store layouts that enable “adequate observation” of all self-checkout areas; prohibits assigning employees other duties that may “interfere” with their self-checkout oversight responsibilities; and creates a private right of action allowing any member of the public to sue the grocery store for alleged non-compliance.
The major concern is that, by leaving “adequate observation” and “interfere” undefined while inviting private lawsuits, stores won’t know if they’re compliant until someone sues. It’s like declaring “speeding” illegal without posting speed limits, and then allowing any person to sue drivers they think are too fast.
Also, on Tuesday, July 22, the Government Operations Committee, Chaired by Councilmember Duggan, will hear the following items of interest:
Item #2: Approve and refer back to City Council for consideration and approval, the naming of the Junior Lifeguard Facility at the Claremont Small Boat Launch Ramp the “Pat Flynn and Dick Miller Junior Lifeguard Facility”.
Item #3: Recommendation to request Committee feedback and identify some or all of the recommendations below for additional research, staff engagement, and further exploration to be brought back to the Committee for potential advancement to the full Council.

LA28: Visit from the Chinese Delegation in Water Sports Administration | |
I was glad to host a meeting with delegates from China visiting Long Beach and District 3. We talked about our waterways as event venues, training schedules over the next few years, and 2028!
Thanks to Commodore Lisa Meier, Long Beach Yacht Club, for touring us at LBYC. Sports represented by the China Water Sports Administration included Rowing, Canoe Sprints, Sailing, and Coastal Rowing. I look forward to working with them again over the next few years.

Bike 'n Hike Zedler Trails | |
Yesterday, I joined Mayor Rex Richardson and the Director of Community Development, Christopher Koontz, for a hike at the Zedler Marsh Trails, where we explored the restored Los Cerritos Wetlands. With many plaques along the trail, this self‑guided hike offered an opportunity to learn and discover the rich history, wildlife, and ongoing restoration efforts throughout this hidden gem.
You too can enjoy this hike, as Zedler Marsh is open every Friday and Saturday from 9 am to 2 pm and is accessible from the San Gabriel River bike path.

National Night Out is on August 5! | This year's National Night Out is almost here and will take place on Tuesday, August 5, from 5:00 to 8:00 pm. The Long Beach Police Department is hosting events in each patrol division. Join the East Division at Stearns Park for National Night Out. We encourage residents to attend, connect with neighbors, and engage with local officers. We hope to see you there! |

Long Beach Olympic Classes Regatta Opening Ceremony | Last weekend, I attended the Long Beach Olympic Classes Regatta Opening Ceremony. It was full of high energy, kicking off regatta week and bringing together international talent while showcasing Long Beach’s excellent sailing conditions. The last day of the regatta is tomorrow, grab your beach chairs and head to our shores to catch a glimpse of the action! Thank you to Mike Van Dyke and Lisa Meier for their leadership in coordinating this international event. |

Ximeno Avenue Improvement Project | Work on the Ximeno Avenue Improvement Project starts this week. The project will repave the corridor, enhance bike lanes, and improve crossings, with construction running through October 2025. View the design below. |

Live at the Shell - 7 Saturdays of Summer
80's Rock with Knyght Ryder

Knyght Ryder performed at the Bandshell last week with a fun set of '80s rock covers. It was great to see such a lively crowd dancing and enjoying the cool evening breeze.
My Field Deputy, Maria Delgado, and I were joined by our District 3 Summer Interns: Lissette, Surya, Julian, and Julia. I am excited to have them with us over the next few weeks!

Sewer Smoke Testing: Naples Island | |
Long Beach Utilities Department (LBUD) is committed to keeping our sewer system well-maintained, safe, and operating efficiently. Starting Tuesday, July 22, 2025, LBUD and its contractor, Downstream Services, will conduct a sewer smoke test on Naples Island. The test helps identify areas where stormwater may be entering the sewer system, which can cause capacity issues during rainstorms and potentially lead to spills.

I had such a great time at the Carpenter Center with Musical Theatre West watching Buddy: The Buddy Holly Story. Thank you to Douglas Senecal, General Manager at Musical Theatre West, for having me.

Sunset Serenades with The Long Beach Municipal Band

This week’s Long Beach Municipal Band concert at the park featured the theme "Night at the Opera", with classic opera selections and a special guest performance by Tawanda.
Thank you Todd Leland, Marine Bureau Manager, for inviting me to ride around and greet concert goers on the water. There were close to 40 boats in Marine Stadium for the concert.

The Long Beach Symphony has announced its 2025–26 season with a vibrant mix of classical masterworks and popular music. The new season continues the Symphony’s mission to make music accessible, inspiring, and engaging for the entire community.
The Classical Series includes five concerts at the Terrace Theater, conducted by Music Director Eckart Preu, with pre-concert talks and a relaxed “Sip and Enjoy” atmosphere. The Pops Series features five high-energy performances at the Long Beach Arena, where guests can bring their own food and drinks and enjoy an evening of music and dancing.
