Happy Black History Month. Our city is celebrating with events like the Legacy & Unity Celebration, Black History Month Bingo, and Black Mosaic. I encourage you to join in and take part in these meaningful celebrations.
Valentine’s Day is just around the corner. To celebrate, consider supporting a local business by purchasing a gift or going out to dinner at a local restaurant. Be sure to check the calendar section for upcoming events.
Finally, I have had several discussions this week that reinforce the importance of filing reports with the City. The City relies on data to guide decisions and every report that you file, whether it's a police report when a crime happens, reporting noncompliant vending businesses, or reporting traffic complaints, helps to ensure resources are directed to where they are needed most. If you have questions about how to report something specific, please let us know and we can include it in a future newsletter.

Upcoming City Council Meeting Highlight | |
|
On Tuesday, February 4, the City Council will hear the following items of interest:
Item #21: Approval of expanding the Inclusionary Housing Ordinance citywide, and other changes.
Item #23: Request City Manager explore and pursue strategies to accelerate the transition to zero-emission vehicles for private and city-owned refuse trucks, including identifying public funding opportunities, assessing the fiscal impacts of the city’s fleet transition, planning for proactive fleet turnover depending on technology availability, clarifying the applicability of the City’s Zero-Emission Vehicle and Infrastructure Policy, incentivizing the creation of good jobs through city procurement, and preparing for the long-term development of the necessary charging infrastructure. Report back to the City Council in 90 days on the progress of these efforts; and
Request City Attorney to draft resolution indicating the city’s policy position towards prioritizing future exclusive franchise agreements with waste haulers that commit to a 100% zero-emission refuse fleet by 2032.
Item #24: Request the City Attorney to draft a resolution supporting South Coast Air Quality Management (SCAQMD) Proposed Amended Rules 1111 and 1121 related to the emissions of NOx and other toxic fumes. The proposed amendments to SCAQMD Rules 1111 and 1121 will enforce stricter low-NOx or zero-emission standards for natural gas furnaces and water heaters in homes and businesses to reduce NOx emissions.

Summary of Previous City Council Meeting | |

On Tuesday, February 4, the City Council heard the following items of interest:
Item #25: Recommendation to request City Auditor conduct an audit of the Tidelands Fund Group; and
Request City Manager return to City Council during the Year-End Budget Review, or Mid-Year Budget Adjustment, with a $200,000 allocation from the Tidelands Fund Group to the City Auditor's Office to conduct an audit of the Tidelands Fund Group. (Authored by Councilmember Duggan). This item was approved unanimously with the amendment to have the funding considered by the Budget Oversight Committee.
Item #26: Receive and file a presentation on the development of the City’s Strategic Roadmap in preparation for the 2028 Olympic and Paralympic Games. This item was approved unanimously. Councilmember Duggan highlighted the positive impact the games will have on Long Beach and emphasized the importance of engaging with residents early, especially since some neighborhoods could experience disruptions for 6 weeks or longer.
Item #30: Recommendation to amend the short-term rentals ordinance, read the first time and laid over to the next regular meeting of the City Council for a final reading; and
Adopt resolution directing City Manager, or designee, to submit the ordinance amendment and associated materials and findings to the California Coastal Commission for review and a finding of conformance with the City’s Certified Coastal Program. This item was approved unanimously. This item gave the City more tools to address problematic short-term rentals and made other changes like reducing maximum occupancy to 8 people.

Meeting with LBPD including Quality of Life Officers and Belmont Shore Business Association about Public Safety | |
On Friday, I met with the Long Beach Police Department and the Belmont Shore Business Association to discuss concerns about disruptions caused by individuals with mental illnesses. The main takeaway was the importance of consistently reporting crimes and pressing charges, as this helps officers and the City Prosecutor's Office prove ongoing issues with the same individuals rather than treating them as isolated incidents.
This is an important reminder for all our communities. Since we rely on data to guide decisions, every report filed helps determine where resources are needed. Additionally, recent changes in the law allow for higher penalties on repeat offenders for certain petty crimes. While pressing charges for theft or similar offenses may not have immediate results, it can build a record that leads to consequences the next time it happens.

Southern Los Cerritos Wetlands Restoration Project | |
As Chair of Los Cerritos Wetlands Authority, it has been incredible working to convert hundreds of acres of previously private property to be publicly accessible coastal wetlands, and these projects are moving! Last week, we discussed the progress made on the Southern Los Cerritos Wetlands Restoration Project (SLCWRP). There has been significant progress to restore the 105-acres of wetlands in Seal Beach thanks to the work of Tidal Influence.
We also heard updates about Urban Student Field Trips for LBUSD Title 1 schools supported by the Los Cerritos Wetlands Land Trust. There have been 94 field trips to SLCWRP for students to enjoy lessons about wetlands habitat. Partners of the Urban Student Field Trips include the LCWA, California Coastal Conservancy, City of Long Beach Parks, Recreation and Marine, AES Corporation, and the California Coastal Commission Whale Tail Grant Program.

It was great to hear the discussion between our residents, businesses, East Division Commander Benson and her team, and the City Prosecutor's Office. Topics included concerns about violence, handling potentially dangerous individuals with mental health issues, traffic safety, trespassing, and other issues like e-bike safety.
