We want to wish everyone a Happy Presidents' Day! First created to celebrate President Washington, this day now honors all U.S. Presidents. It reminds us of the lasting influence and importance of the presidency in shaping America's democracy.

This is a great opportunity to get the latest information about the project and ask questions of the project team. My Office has set up a streaming option for those who want to watch the meeting. Upcoming City Council Meeting Highlight | |
|
On Tuesday, February 18, the City Council will hear the following items of interest:
Item #14: Recommendation to request City Manager to work with Economic Development Department and other key city departments to establish a new citywide Small Business Rebound initiative to develop and expand innovative strategies that help recruit, retain, and reinforce local small businesses, include recommendations in the FY 26 budget development process to support these strategies, and refer to the Economic Development and Opportunity Committee for input and discussion.
Item #18: Recommendation to receive and file a presentation from the Public Works Department regarding local flood management and storm preparation and response.

Summary of Previous City Council Meeting | |

On Tuesday, February 11, the City Council heard the following items of interest:
Item #21: Approval of expanding the Inclusionary Housing Ordinance citywide, and other changes. This item passed unanimously. Councilmember Duggan noted that the City is required to facilitate the development of 15,000 affordable housing units by 2030. Including affordable units within market-rate developments helps create a better balance for both new residents and surrounding neighborhoods. Unlike 100% affordable housing developments, which often have fewer requirements for traffic mitigation and parking, market-rate projects typically include these measures, helping to ease the overall impact on the community.
Item #23: Request City Manager explore and pursue strategies to accelerate the transition to zero-emission vehicles for private and city-owned refuse trucks, including identifying public funding opportunities, assessing the fiscal impacts of the city’s fleet transition, planning for proactive fleet turnover depending on technology availability, clarifying the applicability of the City’s Zero-Emission Vehicle and Infrastructure Policy, incentivizing the creation of good jobs through city procurement, and preparing for the long-term development of the necessary charging infrastructure. Report back to the City Council in 90 days on the progress of these efforts; and
Request City Attorney to draft resolution indicating the city’s policy position towards prioritizing future exclusive franchise agreements with waste haulers that commit to a 100% zero-emission refuse fleet by 2032. This item passed unanimously.
Item #24: Request the City Attorney to draft a resolution supporting South Coast Air Quality Management (SCAQMD) Proposed Amended Rules 1111 and 1121 related to the emissions of NOx and other toxic fumes. The proposed amendments to SCAQMD Rules 1111 and 1121 will enforce stricter low-NOx or zero-emission standards for natural gas furnaces and water heaters in homes and businesses to reduce NOx emissions. This item passed unanimously.

Welcome to our new Field Deputy, Maria Delgado! | |
I am excited to introduce Maria Delgado who is joining Team Duggan as our new Field Deputy! She comes to the office from the Long Beach Fire Department, where she developed a strong passion for community engagement and public service.
During her time with the Fire Department, Maria managed multiple communication channels, coordinated community events such as READY Long Beach and the Spark of Love Toy Drive, facilitated fire safety presentations with Long Beach Unified School District, and oversaw interns and volunteers. She also played a key role in scheduling department events, assisting with emergency preparedness programs, and managing public outreach efforts.
Maria is excited to bring her experience in community engagement and operations to the 3rd District and looks forward to serving the community in her new role. Be sure to say hello to Maria when you see her out and about in the community.

Belmont Heights Community Meeting | |
It was great to connect with residents at the Belmont Heights Community Association meeting. We covered topics that included public safety, homelessness, and infrastructure improvements such as ongoing Elevate 28 projects. I always enjoy seeing familiar faces, meeting new people, and answering questions.
Pictured is the BHCA Board of Directors - fantastic volunteers helping to support the community and projects that support Long Beach. I am so appreciative of the work that outgoing President Gina Redican has done and look forward to working with the new President Derrick Muska.

Long Beach Utilities to Begin Sewer Lift Station Upgrade Project
The project is scheduled to start on February 19
| |
The Long Beach Utilities Department will begin a capital improvement project at the S-8 Sewer Lift Station, located at the corner of Marina Drive and 2nd Street, starting on February 19, 2025, and concluding by Spring 2026. The project includes upgrading the lift station building, mechanical and electrical equipment, and the underground piping system outside the building.
Work Area and Traffic Impact:
- Construction on Marina Drive, west of the Marina Pacifica Complex entrance, will take up to two months. During this time, at least one lane of traffic will remain open, with flaggers directing traffic at both ends.
Construction Hours:
7:00 AM – 4:00 PM
Note: Schedule may be delayed due to inclement weather or unforeseen issues.
Important Community Information:
- Water and sewer services will not be interrupted during the project.
- Work areas will be closed for safety.
- Please adhere to "NO PARKING" signs and remove your vehicle as needed.
- Noise will occur during construction. Long Beach Utilities will take measures to minimize noise levels as much as possible.
- Use caution when driving in the construction area.
- No construction will take place during City Observed Holidays.

BLAST students giving back, serving at Long Beach Rescue Mission and thanking Firefighters | |
Last week, high school students from Long Beach BLAST served lunch at the Long Beach Rescue Mission. They spent time connecting with residents and gained new perspectives. Meanwhile, our middle school students wrote thoughtful letters of appreciation to firefighters who have been bravely battling recent fires.
