Vol. 03 | Issue 10

March 8, 2025

Hello Kristina,

Join us for the District 3 Townhall on March 19! I’ll share updates followed by a discussion with 911 and non-emergency Dispatch from the Department of Disaster Preparedness & Emergency Communications and our East Division Police Commander. Please come to learn more about Dispatch: when to call and what kind of response you can expect. I look forward to seeing you there!

Last weekend, I had the opportunity to join the many volunteers who came together for Make a Difference Day. This was a wonderful annual event that showed the power of community and volunteerism. Thank you to everyone who took part in making a positive impact.

A friendly reminder, it is time to submit nominations for this year's Veterans Banner Program, an initiative honoring the brave men and women from our community who have served our country.

Lastly, Fire Station #14 is celebrating its grand reopening with an open house from 1:00 pm to 3:00 pm on Saturday, March 15. Join us to see the improvements at the station and meet your local firefighters!

As always, the District 3 team and I are here to help. You can reach us at District3@longbeach.gov or (562) 570-6300.

Sincerely,

Kristina Duggan

Upcoming City Council Meeting Highlight

On Tuesday, March 11, the City Council will hold a Prop 218 hearing to consider a two-step solid waste rate increase to implement the state-mandated Organic Waste Collection program and to account for rising costs of services. Learn more here.

Item #13: Authorize City Manager to approve a fee waiver for the Western Flyer Foundation, in an amount not to exceed $400, for use of 80 linear feet of dock space in Alamitos Bay Marina for mooring on March 21 through 23, 2025. The Western Flyer is best known as the fishing boat chartered by John Steinbeck and marine biologist Ed Ricketts for their 1940 expedition to the Sea of Cortez. It will be docked in Alamitos Bay for public viewing!

Item #19: Authorize City Manager to execute all necessary documents with the California Department of Housing and Community Development (HCD) to accept and expend grant funding in the amount of $11,051,738 for the Encampment Resolution Funding Program to support addressing homelessness along the Los Angeles River.

Summary of Previous City Council Meeting

On Tuesday, March 4, the City Council heard the following items of interest:

Item #29: Request City Manager, Community Development Department, and Health Department to partner with LACAHSA and LA County in developing a shallow subsidy program for vulnerable seniors and expanding the city's First-time Homebuyer Assistance Program, include recommendations in the City's ongoing budget development process to ensure support for these housing first strategies, and refer to the Housing and Public Health Committee for input and discussion. This item passed unanimously.

Item #30: Request City Attorney to prepare ordinance amending the Long Beach Municipal Code (LBMC), Chapter 16.43, to increase the purposes for violations of the Airport Noise Compatibility Ordinance and to update outdated references. This item passed unanimously.

Item #32: Receive and file the Fiscal Year 2024 (FY 24) Year-End Budget Performance Report and increase appropriations in several funds across several departments for various purposes to reflect final expenditures. This item passed unanimously. This approval allocates $250,000 for Neighborhood Traffic Safety projects, a request made by Councilmember Duggan during the budget process.
