| | Upcoming City Council Meeting Highlight | | |
On Tuesday, September 16, the City Council will consider the following items:
Item #17: Receive Charter Commission appointments and reappointments to Charter Commissions approved by the Government Operations and Efficiency Committee.
Item #22: Increase appropriation in the Capital Projects Fund Group in the Public Works Department by $9,000,000, for the Shoemaker Bridge Replacement Project, offset by Measure R funds from the Los Angeles County Metropolitan Transportation Authority (LBR0010).

On Tuesday, September 9, the City Council approved the Fiscal Year 2026 Budget. View the budget presentation here. Read the final Budget Oversight Committee recommendations here.
During budget deficits, there aren’t big, exciting announcements, but there are a couple of highlights:
For public safety, our Police Department launched the Societal Crimes section, which will focus on drug enforcement, human trafficking, and business compliance. While drug enforcement efforts have increased across the City, the East Division, including District 3, has experienced a decline over the past few years. I will be asking LBPD to prioritize renewed drug enforcement in our area to bring East Division efforts in line with the rest of the City. Crime Stats can be found here.
The City also expanded its Community Crisis Response (CCR) teams to now be citywide. This team responds to non-violent, non-medical calls for service where mental health support, de-escalation, and resource navigation can improve outcomes for individuals in crisis. Each team includes a Crisis Intervention Specialist, a Public Health Nurse, and a Peer Navigator, offering an alternative to law enforcement for behavioral health-related calls.
Lastly, the City is continuing LBFD Rescue 2 Peak Load Ambulance Unit Operations by structurally adding paramedics and updated critical medical equipment to operate on a 12-hour, 7-day-per-week schedule at Fire Station 2.
For infrastructure, there was $31.7M for arterial streets, $14.4M for residential streets, $7.1M dedicated to curbs and sidewalks, an additional $400,000 for the 10th Street Greenbelt from Park Impact Fees, $2M for the Seawalls from Tidelands, and funding to restripe Marina Vista Park for dedicated Pickleball Courts. Councilmember Duggan continues to push for investment into traffic safety, which vacancies in Traffic Engineering positions were recently filled.

Colorado Lagoon Website Update - September 2025 | |
The construction team has completed the first phase of the sewer siphon installation along Colorado Street. Two 42-inch reinforced concrete pipes (RCP) were installed in parallel, with a 24-inch vitrified clay pipe (VCP) placed inside each of the RCPs and grouted in place. This initial installation totaled 140 linear feet. By early September, the work was complete, and the area backfilled to subgrade, allowing construction of the Colorado Street bridge to begin.
At Marina Vista Park, salt leaching, along with any necessary soil amendments, is required to ensure the soil is suitable and provides an appropriate medium for sod establishment. To help ensure the future turf establishes and thrives, the project is expected to have a multi-month sod establishment period prior to turnover.
Roads are expected to remain closed through early 2026.

Senate Bill 79: Transit-Oriented Development | |
Senate Bill 79, approved by the Assembly and waiting on Senate approval, is a statewide housing bill that makes higher-density housing near transit stops an allowed use and eligible for streamlined, ministerial approval under state law. This means developments are processed administratively rather than through public hearings, and the City can only deny them if they fail to meet objective standards.
The bill sets minimum development standards:
- In Tier 1 zones (heavy rail), up to 120 units per acre and 75 feet within a quarter mile, and at least 100 units per acre and 65 feet within a half mile.
- In Tier 2 zones (light rail, rapid bus), at least 100 units per acre and 65 feet within a quarter mile, and 80 units per acre and 55 feet within a half mile.
- In Tier 3 zones (frequent bus or ferry, through a local alternative plan), at least 80 units per acre and 55 feet within a quarter mile, and 60 units per acre and 45 feet within a half mile in urban transit counties.
The bill also removes parking minimums, except in designated areas where a city may require up to 0.5 spaces per unit.

Shoemaker Bridge Ramp Closure | |
The Port of Long Beach will permanently close the 9th and 10th Street ramps from Shoemaker Bridge to the 710 Freeway in spring 2026 as part of the Pier B Rail Program. Three temporary weekend closures of the 710 and Shoemaker Bridge are also expected in summer 2026, scheduled from Fridays at 10:00 pm to Mondays at 4:00 am, with detours provided to keep traffic moving. Community meetings will be held later this year and early 2026 to keep residents informed.
