Thank you to everyone who provided their survey feedback about our newsletter. We have made a couple of changes in this week's newsletter and we will continue to adjust based on your feedback to make sure you are informed about what's happening in the 3rd District and Long Beach.
In this spirit, I will be hosting townhalls starting with our first 3rd District Townhall at 5:30 pm, on January 31. See below for more details!

On January 31 at 5:30 pm, Councilmember Duggan is hosting a 3rd District Townhall at the Recreation Park Community Center or "Bruin Den" (4900 East 7th Street). At this meeting, Councilmember Duggan will discuss highlights from her first year in office, answer your questions, and talk about her priorities in 2024.

3rd District Highlights From 2023
Casework
- Logged over 2000 3rd District constituent cases with a 79% closure rate.
- Most common cases related to street maintenance, homeless services, traffic, and trash.
Public Safety
- Invested in police recruitment and fully staffed our fire department.
- Pushed for more enforcement for traffic safety and illegal parking.
- Authored Unpermitted Events item approved by the City Council to address issues surrounding unpermitted events in District 3.
- Launched the Office of Police Oversight.
- Established 2nd and PCH Task Force with the City of Long Beach, Caltrans, Office of Assemblymember Lowenthal, and Office of Senator Gonzalez to evaluate how we can improve this intersection.

Upcoming City Council Meeting Highlight
- On January 16, the City Council is scheduled to hear the updated Sidewalk Vendor Ordinance. The updated draft of the ordinance will be released on January 8. During the last discussion on the sidewalk vending ordinance, Councilmember Duggan raised concerns about the City's ability to ensure compliance of the proposed ordinance and is concerned that enforcement on non-compliant sidewalk vending businesses will ultimately fall on our Police Department.

Information about Utility Bills | | |
Due to the security network incident, approximately one-third of Long Beach Utilities 150,000 customers who normally would have received their Long Beach utility bill in late-November or early-December, received a bill covering two months of City utility services. No late fees were assessed for any account. And no customer was, or will be, turned off for non-payment.
If your bill was “double the amount”, please look for the Special Message printed on these two-month bills.
If you need time to pay your bill, please call Long Beach Utilities for a payment plan at 562-570-5700.
While the utility billing system was offline, all residents and businesses continued to receive utility services and the Utilities Department continued to reliably collect water and gas usage data without interruption. Collection of water and gas meter reads is done by a third-party system and that data is stored outside of the City’s main network — therefore, the information was safe and did not experience any interruptions.
