Happy Mother’s Day weekend! I hope that you are able to celebrate and honor your mother and those extraordinary women who have influenced your life.


This week, the City announced the results of the 2024 Point in Time Count. Long Beach experienced a 2.1% decrease in its homeless population compared to the previous year, marking the first decline since 2017. Reversing the trend on homelessness is a positive step in the right direction, and we recognize there's a lot more work to do. We will build on this momentum by continuing to make reducing homelessness a priority.


The City released its Homeless Encampment and Public Spaces Cleanup Protocol a couple of weeks ago. This memo was released in response to the discussion around the Ensuring Usable and Safe Public Spaces item I co-authored from last year. With our protocols documented and publicly available, we can now have discussions about what improvements we would like to see with a shared understanding of our current protocols. Council Update

Upcoming City Council Meeting Highlight


On Tuesday, May 7th, the City Council will hear the following items of interest:


Item #16: Recommendation to authorize City Manager to execute the Games Agreement with the Los Angeles Organizing Committee for the 2028 Olympic and Paralympic Games, including the authority to negotiate and enter into supplementary agreements related to hosting certain 2028 Olympic and Paralympic Games events at the Long Beach Convention Center and Entertainment Center area, adjacent waterfront, and potentially other areas throughout Long Beach, provided City responsibilities under such supplementary agreements do not materially differ from responsibilities under the Games Agreement. Item #19: Recommendation to receive and file a report on key economic development strategies as part of the Grow Long Beach Initiative.

Summary of Previous City Council Meeting


On Tuesday, May 7th, the City Council will hear the following items of interest:


Item #17: Recommendation to request City Manager to explore and report back with recommendations on the following immediate and longer-term actions to speed up the development of new affordable housing, increase the supply of affordable units, increase incentives for the development of both ownership and affordable rental housing, support the preservation of existing affordable units, and empower the Community Development Department to improve the affordable housing environment in the City of Long Beach:

  1. Continue Housing Development Acceleration Strategies from the January 10, 2023 Emergency Declaration;
  2. Implement Inclusionary Zoning Citywide;
  3. Pursue a Youth Right to Housing Through the Long Beach Housing Promise;
  4. Increase Homeownership Supports for Long Beach Residents; and
  5. Explore Innovative Solutions for Inclusive and Sustainable Housing.


This item passed unanimously. Councilmember Duggan clarified that each item proposed wouldn't be implemented without further Council discussion and approval, especially if funding is needed. Councilmember Duggan also asked staff to bring back options within the proposed Inclusionary Housing Ordinance to include a broader range of affordability levels for Council consideration.


Item #19: Recommendation to request City Attorney to draft resolution supporting the Freedom to Marry Ballot Measure. This ballot measure, appearing on the November Ballot, will repeal Prop 8 and amend the definition of marriage in the California Constitution which states: Only marriage between a man and a woman is valid or recognized in California. The Dobbs v. Jackson decision, which overturned Roe v. Wade, threatens the precedent used to also decide Obergefell v. Hodges, which established the right to same sex marriage. This precedent is often referred to as our "right to privacy". This measure is being proposed to ensure the California Constitution recognizes same-sex marriage, even if Obergefell v. Hodges were to be overturned. This item passed unanimously.


Item #20: Recommendation to request Mayor to convene Charter Amendment Committee of the City Council to discuss placing an amendment of City Charter Article XI (Civil Service Department) before the voters to combine Civil Service and Human Resources Departments into one unified hiring department to manage all employee recruitment, hiring, and classified employee certifications; and establish an independent Civil Service Employee Rights and Appeals Commission to resolve complaints regarding Civil Service rules, to adjudicate classified employee disciplinary appeal; and to implement classified hiring preferences for Long Beach residents, students from local colleges and universities, current employees, and certain internships/apprenticeships. (Citywide). This item passed unanimously.

The Long Beach Police Department and Long Beach Fire Department held their Annual Memorial Service, honoring police officers and firefighters who have made the ultimate sacrifice.

Long Beach Gray Panthers 7th Annual Senior Fest

Happy Older Americans Month! Thank you, Karen Reside and Gray Panthers, for hosting the 7th Annual Senior Fest. Over 300 seniors were in attendance and able to gather information about resources throughout the City and what the Long Beach Senior Center offers. It was such a great way to socialize, too!

2024 Darren Rocket Youth Academy Graduation

I was glad to attend the 2024 Darren Rocket Youth Academy graduation. Youth from high schools across Long Beach participated and graduated in this intense introduction to fire training. It is a first step to Search and Rescue and, hopefully, to the Long Beach Fire Department!


Thank you to Captain Garrett and the LBFD team for putting on this 8-week program. Parents and participants alike were proud, and they deserve to be!

Los Cerritos Wetlands Stewardship Events

The Los Cerritos Wetlands, located in the 3rd district, is an ecosystem that provides shelter to a diverse range of plants, animals, and natural water filtration. The area now offers programs that allow us to restore and enjoy the landscape, including guided land tours, habitat restoration events, El Dorado Audubon bird walks, and Zedler Marsh Trail Days.

Happy 11th Anniversary to Riley's Red Wagon Book Swap

Happy 11th anniversary to a treasured neighborhood resource started by Justin Rudd. We look forward to many more years of success for Riley's Red Wagon Book Swap! The Book Swap is open daily from 8:00 am to sunset and offers books for children and adults. I hope you will celebrate with us in person today, Saturday, May 11, from 5:00 to 5:30 pm and take a group photo at 5:15 pm. Please celebrate with us today and bring a book or two to share!

The Port of Long Beach is now accepting applications from May 1 - 31, 2024, for events on or after August 1, 2024. Sponsorship funds are provided to non-profits and governmental organizations for community functions and events that help to make Long Beach a better place to live.

One Long Beach Community Violence Intervention & Prevention Initiative

This Community Violence Survey supports the city-wide outreach efforts for a historic opportunity to deepen our understanding of violence and its impact on our community in Long Beach. The survey collection period ends on Friday, May 31. We want to continue encouraging Long Beach Residents to participate in this opportunity to share their experiences and solutions.

Summer Youth Internships

Pacific Gateway is looking to onboard businesses and nonprofits as worksites for the Youth@Work and Youth Climate Corps programs for the summer. 


At no cost to the business, Pacific Gateway trains youth workers and pays their wages and workers compensation. Businesses and nonprofits can access free support while giving youth and young adults a valuable work experience.
