Dear Readers,


First off, I'd like to wish everyone a Happy Valentine's Day. Hope you all enjoy this special day with your loved ones. Tonight, all teenagers in the community are invited to the Big Fish Golf Course for a Valentine's Dance sponsored by the boys and girls club, LCO Family Services, Native Connections and the TGB.

Secondly, the Tribe will be observing President's Day on Monday, which means the Tribal Office will be closed as well as the LCO Federal Credit Union.

And finally, this past week as I was preparing this newsletter working on the layout and placing a news article and I encountered some technical issues that prevented me from going on with the work. I contacted our email provider and it took them four days to fix the issue. At any rate, they informed me I am working on an outdated level of their editor software and that I needed to upgrade, which usually costs some money, but they offered it up for free. This current format has been used for years, long before I began working for the Tribe. This week I just needed to get out a newsletter since we missed this past week, so next week or the week thereafter, you can look forward to a new look for our weekly E-News!

TGB Passes Industrial Hemp Code

The LCO Tribal Governing Board approved their Industrial Hemp Code on February 10, 2020, and submitted to the United States Department of Agriculture (USDA). The code will govern how the Tribe operates its hemp production program.

The Code establishes the Lac Courte Oreilles Agricultural Division to serve as a governmental instrumentality and arm of the Tribe for the regulation of Hemp on lands within the jurisdiction of the Tribe. It also establishes policy which allows persons to plant, cultivate, harvest, sample, test, process, transport, transfer, take possession of, sell, import, and export Hemp on lands within the jurisdiction of the Tribe to the greatest extent allowed under federal law and to comply with the 2014 and 2018 Farm Bills.

Other provisions of the Code states how the Tribe treats the cultivation and processing of Hemp on lands within the jurisdiction of the Tribe as an agricultural commodity under the laws of the Tribe.

The Code also states the purpose of such Code under federal law, which states, in February 2014, Congress passed the Agricultural Act of 2014 (hereinafter "2014 Farm Bill"), which defined industrial Hemp as separate and distinct from marijuana, and also authorized state departments of agriculture and institutions of higher education to cultivate Hemp for agricultural or academic research, including research into the marketing of industrial Hemp. In adopting this ordinance, the Tribe will operate its Industrial Hemp Code under the authority of the 2014 Farm Bill until such time as this ordinance/plan is approved by the Secretary of Agriculture;

LCO Joins Other Tribes in Submitting Comments on Hemp Final Rule

Lac Courte Oreilles joined multiple tribes who issued comments to the United States Department of Agriculture (USDA) regarding the Interim Final Rule for the 2018 Farm Bill and hemp production plans. The main concerns of the Tribes include testing requirements, disposal of hemp that exceeds THC levels and tribal sovereignty when dealing with USDA.

The Interim Final Rule requires that hemp crops which test higher than the acceptable level of tetrahydrocannabinol (THC) which is .3% be collected for destruction by an authorized person under the Controlled Substances Act, or a duly authorized officer.

The tribes objected to this rule with the Rosebud Sioux Tribe stating, "Only a western culture would create a rule whereby a valuable item must be destroyed in whole rather than simply using it for another equally useful and unoffensive purpose."

LCO Tribal Governing Board member Tweed Shuman told the USDA rather than destruction, tribes, as sovereign nations and primary regulators over hemp within tribal jurisdictions, should have the opportunity to dispose of these crops in other ways so long as they are used for non-consumptive and non-commercial purposes.

"Arguably, there is enough leeway in the language in the statute to allow for alternative methods of disposing of hemp plants that exceed the allowable THC level," Shuman said.

TGB Hears Proposal for Local CASA Program

The LCO Tribal Governing Board (TGB) is considering a Court-Appointed Special Advocate (CASA) program for the LCO Family Court after hearing a proposal from the Wisconsin State CASA Director, Sue Schwartz on Monday, Feb. 10.

LCO Chief Judge Elaine Smith invited Schwartz to LCO for the presentation. Judge Smith told the TGB how valuable the program is for children after having been a CASA herself in Texas.

CASA is a national association in the United States that supports and promotes court-appointed advocates for abused or neglected children in order to provide children with a safe and healthy environment in permanent homes. CASA's role is to gather information and make recommendations to the judge in the best interest of the child.

Animals Moved from Dog Pound to Humane Society

On Feb. 3, members of the LCO Public Safety Commission (PSC) and the Animal Control Officer, Anthony Dennis, appeared before the LCO Tribal Governing Board (TGB) to inform them they toured the dog pound and after discovering the inhumane conditions, had removed four dogs and a cat and relocated them to the Northwoods Humane Society in Hayward.

On Nov. 30, 2019, it was announced the conditions at the current dog pound located on County Hwy E behind the LCO Country Store were not humane for the animals and the TGB unanimously supported moving the pound to the old Public Works Building behind the LCO Police Department.


Heavy Equipment Operator Class Graduates 5 from LCO

The following letter regards Five LCO tribal members graduating the six-week Accelerated, Customized Heavy Equipment Training program:


Nestled across Hwy. 35 from the Burnett County Government Center is a small school that is making a big impact on the lives of its students. This school offers job training right here in Siren.

On Friday, Jan. 31, we had the pleasure of attending the graduation of eight highly trained and motivated students at Softec Education Inc. At the graduation, State Rep. Nick Milroy presented the graduates with a plaque from the state on behalf of himself and state Sens. Janet Bewley and Patti Schachtner to recognize their accomplishments. The students also received a graduation certificate from Softec.

Elder Discount Cards Available at LCO Recycling Center

In cooperation with the LCO Elders Services, the LCO Recycling Center is offering discount cards for Tribal elders (62 years and older) and Tribal members with disabilities. The cards are available at LCO Elder Services in Reserve. The punch card allows for individuals to bring in one appliance or furniture item each month, one electronic item during the year, and (12) pre-paid LCO bags. Both bags and the punch card can be picked up at Elder Services with a valid Tribal ID.

This program will allow individuals who may be on a fixed income an opportunity to discard otherwise costly items and provide reduced costs for regular garbage disposal. Recycling is always free and the Recycling Center still has many (18) gallon recycling bins available free of charge. If elders have questions regarding the program, they can contact me at the Recycling Center at (715) 634-8934 extension 7375 or the direct number listed in the flyer.

Child Welfare Check Leads To Drug Bust, Three Arrests

SAWYER COUNTY -- Officers with the Lac Courte Oreilles (LCO) Tribal Police Department were recently called on to conduct a welfare check on a residence where it was suspected that controlled substances were being used in the presence of small children.

An anonymous call was received by Sawyer County law enforcement alleging that heroin was being used in a residence on Drytown Avenue and that children were inside the residence.

LCO Tribal Police Officers contacted the LCO Indian Child Welfare (ICW) Department and requested that someone be on standby while a team was coordinated to respond to the residence and initiate that welfare check. LCO Officers had previous knowledge regarding drug use at that residence including a suspected heroin or opiate overdose and so the responding Officers were equipped with Naloxone (NARCAN), according to the criminal complaint.

When Officers arrived at the residence, they observed a female, identified as Amy Jack, age 39, looking out a window. As Officers approached the west door of the residence, it was opened and a male, identified as Tecumseh Jack, age 21, exited the residence. Tecumseh told Officers that he did not own the house and that he did not know where the primary occupants of the house were. 




Convicted Sex Offender To Be Released In Sawyer County

SAWYER COUNTY -- The Sawyer County Sheriff's Office has issued a news release stating that twice-convicted sex offender Ralph Falkner is scheduled to be released in Sawyer County on February 12, 2020.
 
Falkner was first convicted of 2nd Degree Sexual Assault of Child in April 2000 in Pierce County Circuit Court. Online circuit court records indicate that he was sentenced to serve 5 weeks in county jail and 10 years of probation.
 
In October 2004, new charges of 2nd Degree Sexual Assault were filed against Falkner in Pierce County Circuit Court. His probation was revoked following that, and Falkner was ultimately sentenced to serve 20 years in State Prison.
 
The Sawyer County Sheriff's Office release states that Falkner is considered a person who may present a risk to re-offend. Falkner is required to register as a Sex Offender for the remainder of his life.
 
The Department of Corrections will maintain close supervision of Falkner and he will be required to comply with a GPS monitoring system.
 
Falkner is also prohibited from having any contact with minors, or any contact with victims.

Gov. Evers' Statement on 2019 Novel Coronavirus

MADISON -In response to the first case of the 2019 novel coronavirus in Wisconsin, Governor Evers issued the following statement:
 
"This morning I was briefed by the team handling the response at the Department of Health Services. While we now have a confirmed case of coronavirus in Wisconsin, the risk to the general public remains low. We are working aggressively to respond to and monitor this situation. DHS and their local and federal partners are working together to prevent disease transmission by evaluating close contacts of the patient and health care personnel who care for the patient with the confirmed case.
 
"Individuals who have been potentially exposed to the patient with the confirmed case are being contacted and advised on symptoms to watch for and steps to take if they experience symptoms. When someone is being evaluated for the virus or has been in close contact with a confirmed case, they are placed in isolation. I want to be very clear: ethnic background has no influence on risk of coronavirus. Only travel history or direct close contact with a case would put someone at risk of transmission. Our public health officials are responding with extreme caution.
 
"I want to thank the Department of Health Services, the Centers for Disease Control and local health departments who have been working around the clock to protect Wisconsinites. Any time we are faced with a new disease threat, it can be an anxious time, because there are many unknowns. I want to reinforce that Wisconsin has incredible health professionals who are up to this task, and that the risk to the general public remains low."

Lungs Heal Better than Expected After Quitting Smoking - It's Not Too Late to Quit

A study published in the science journal Nature1,2 last month shows surprising benefits from quitting smoking.

Bad news

Commercial tobacco smoke contains dozens of cancer causing chemicals that increase lung cancer risk by adding tens of thousands of mutations in each lung cell with the rate of mutations increases with age. These mutations are like mini-time bombs in a game of Russian roulette waiting for a trigger to set off cancer growth. More smoking means more mutations, which means more chances for development of cancer.
 
Good news

Lungs contain cells that are protected from these mutations. The reason the cells are protected is unknown. After quitting smoking these undamaged cells outgrow damaged cells. The result is an immediately reduced risk of developing cancer after quitting smoking. This benefit grows the longer a person remains free of commercial tobacco.
 
Bottom line

The sooner you quit smoking, the sooner you slow further damage that can lead to lung cancer. This newly published study also shows quitting smoking can reawaken cells that have not been damaged.

Internship Opportunities with Great Lakes Indian Fish & Wildlife

Great Lakes Indian Fish & Wildlife Commission (GLIFWC) is happy to announce available internships for its 2020 GLIFWC Summer Internship Program! In 2020, GLIFWC will be offering 16 unique internships from its various divisions, including Biological Services, Planning and Development, Public Information, Enforcement, and Administration.
 
Through this internship program, college students will work one-on-one with their GLIFWC mentors in various divisions and learn about necessary coursework, college degrees, and trainings which result in gainful employment in a multitude of careers, including natural resource and stewardship careers with tribes. Also, students will participate in a variety of traditional Anishinaabe cultural events and learn about the importance of treaty reserved rights to the Anishinaabe people and their history in preserving these rights.
 
Complete applications (as outlined within the Opportunity Announcement) are due by March 6th, 2020 by 4:30 PM CST.
