Dear Readers,
In the notice below, you'll see that the LCO Health Center has been providing free testing in locations throughout the Reservation. Emergency Management Coordinator Matt Reidell informed the Tribal Governing Board last week that during the first two testing sites, 126 people were tested and all tests came back negative. In addition to over 50 people tested at up-to-date at our clinic which all came back negative, there is still yet to be a positive Corona case in our community. All four positive cases in Sawyer County are also the result of people from outside our community coming in who were immediately isolated preventing spread in Sawyer County. All this is good news. As our businesses and recreational areas begin to open, let's continue practicing safety measures and prevent the disease from entering our community.
LCO Health Center Providing Free Covid Testing at Community Locations

Please see photo below of LCO Staff providing Covid-19 Off Site testing on May 5 at the New Post Elder Center. We also tested at the Signor Church later that afternoon. We will be testing next week on Tuesday/Thursday at the Reserve Elder Center and Bizhiki Center. I wanted to let everyone know that we have not have a positive test to date. We have tested 59 patients at the Clinic with 54 Negative tests and 5 pending.

LCO School Will Hold Graduation Ceremony on Schedule

As
is
the
case
with
most
schools
across
the
country,
the
Covid
-
19
crisis
has
impacted
the
2020
graduation plans
at
the
Lac
Courte
Oreilles
Ojibwe
School.
However
due
to
the
nature
of
a
very
small
graduating
class this year and the strong belief that our students in particular need to experience the right of passage of walking across the stage to receive their diploma if at all possible within safe guidelines, the following modifications
to
the
2020
Graduation
Ceremony
will
be
made:
The
graduation
plan
for
the
Lac
Courte
Oreilles
Ojibwe
School
in
coordination
with
our
local
School
Board
and
Tribal
Council,
will
be
as
follows:
*
An
in
person
ceremony
will
be
taking
place
in
the
Theresa
Williams
Gymnasium
on
May
29th
at
1:00.
*
The
ceremony
will
be
closed
to
the
public.
*
Graduates
will
be
allowed
2
guests
to
include
on
the
Guest
List
.
There
are
8
graduates
this
year
with one
student
unable
to
attend
in
person.
*
Guests
will
be
required
to
use
only
the
main
entrance
and
are
asked
to
arrive
at
12:45
to
reduce
traffic within the
building.
*
The ceremony will be Live streamed on
the
LCO school Youtube channel and recorded and aired
on
our School
Facebook
page
and
website.
*
School
staff
present
will
be
limited
to
administration,
advisors
and
IT
only.
*
Guest
speakers
and
presenters
will
be
severely
limited
and
socially
distanced
on
the
stage.
*
The
regular
meal
and
cake
following
the
ceremony
will
be
cancelled.
*
Federally
recommended
safety
precautions
including
a
hand
sanitation
station,
masks
for
guests, clustered
&
distanced
seating
among
others,
will
be
in place.
With these restrictions in place, the anticipated total number of people present for the ceremony
is
anticipated
to
be
less
than
50 in a
space
that
is over
291,000
square
feet
.
This
is
not
a
decision
that
was
made in
haste
or
without
a
thorough
investigation
of
the
risks
and
in
communication
with
the
Lac
Courte
Oreilles School
Board
.

Tribe to Begin Growing CBD Hemp in Partnership with College

The LCO Tribal Governing Board (TGB) is moving forward this summer with their hemp production plans with one to two acres set aside for growing CBD seedlings next to the LCO Police and Conservation Departments, explained TGB Member Tweed Shuman. He said the TGB is moving along in a partnership with the LCO Ojibwe College who've submitted an application to the USDA National Institute for Food and Agriculture's tribal college research grant program.
If the grant is successful, Amber Marlow, Dean of Continuing Education and Extension will be the project director and ensure the timeline, activities, and objectives are being met. Marlow will oversee the project, data collection, supervision of interns, and regular communication with partners at UW-Madison.
"The grant would potentially start September 1 for three years and research will be in conjunction with the University of Wisconsin-Madison and Dr. Shelby Ellison. The $220,000 grant will allow the tribe to study the economic feasibility of growing hemp for CBD and do variety trials to determine which varieties grow best in our USDA plant hardiness zone 3b," explained Marlow.
According to the grant proposal document, the seeds will be planted at the University of Wisconsin-Madison Walnut Street Greenhouse in early May and transplanted to the Lac Courte Oreilles location in mid-June.

LCO Ojibwe College Approved to Offer Bachelor Programs
(Hayward, WI) - May 13, 2020- Lac Courte Oreilles Ojibwe College (LCOOC) has recently been authorized to offer fully accredited bachelor degree programs: Bachelor of Science in Business Administration and Bachelor of Science in Human Services. Both will be the first bachelor degree programs being offered at Lac Courte Oreilles Ojibwe College starting in the Fall of 2020. The Institutional Actions Council (IAC) of the Higher Learning Commission (HLC) provided confirmation of this action through a letter dated May 8, 2020.
"We are now able to provide the opportunity to further your education, while staying in your community. This opens the door to prepare for and begin to develop additional bachelor degree programs," says Dr. Russell Swagger, President of Lac Courte Oreilles Ojibwe College.
Limited pilot courses, in both programs, were offered in the Fall and Spring of the 2019-2020 academic year. The College would like to thank the students who successfully completed the pilot courses and had confidence in Lac Courte Oreilles Ojibwe College.
The course offerings will be available to enroll starting May 18, 2020, for the Fall 2020 Semester.

Update on Tribe's Emergency Food Basket Program

I am pleased to be giving everyone an update regarding the Emergency Food Basket distribution.
Since the first week that the LCO Tribal Council, LCO Emergency Task Force and the LCO College had started the Emergency Food Baskets for our community, we have delivered a total of 283 food baskets that went to elders, people in need, people in self-quarantine, and the homeless.
The Emergency Food Basket program was initiated by Stephanie St.Germaine, Rebecca St.Germaine, Russell Swaggart, James Schlender, Kim Beaudin, Karen Breit, Brittney Foster, Roxanne Martinson, and Shane Corbine.
I would like to give special thanks to Cheyenne Taylor, Jason Flores, Storm Belille, Hannah Burch, Dan Sullivan, Keshia Chino, Sirella Ford, Billie Berry, Ricky St.Germaine, Mark St.Germaine, Derek Nebel, Chalice Wade for continuing to volunteer by helping assemble and deliver food baskets, and Shane Corbine for cooking lunches that go along with the food baskets, and many other volunteers that have helped since March 19, 2020.
I would also like to express gratitude for the many donations that were received from LCO Tribal Council, Northwoods Community Food Shelf, Northwoods Humane Society, LCO Elders Association, Koobies Coffee, LCO Community Health Center, LCO College, LCO Food Distribution, and many community members. Without your support the Emergency Food Baskets would not have been possible.
Cheyenne Taylor will be taking over as the coordinator for Emergency Food Baskets as of Monday May 4, 2020. If you are in need of a food basket please call 715-558-7911. For individuals that have already received a food baskets and need a basket in the future, you will also need to call each week.
Emergency Food Baskets are assembled and delivered every Thursday afternoon.

DOJ Launches New Elder Abuse Hotline
MADISON, Wis. - Attorney General Josh Kaul and the Greater Wisconsin Agency on Aging Resources announced the launch of a
new elder abuse hotline to assist victims, family members, and concerned citizens in reporting abuse of older adults.
"This new hotline comes at a critical time, when many Wisconsinites are staying safe at home and it's particularly important to be wary of possible scams," said Attorney General Kaul. "This partnership with the Greater Wisconsin Agency on Aging Resources will help bring awareness to this important issue and provide an easy-to-access tool for reporting."
The Wisconsin Elder Abuse Hotline Program was created through a $440,000 federal grant the Wisconsin Department of Justice was awarded by the U.S. Department of Justice's Office for Victims of Crime. This new toll-free hotline, 1-833-586-0107, is available for community members and victims to contact for assistance in obtaining needed resources and making referrals to local authorities.

The Wisconsin Safety Council released
"Returning to Work: 8 Steps to Keep Employees Safe"
a guide intended to be used by employers in an effort to keep their employees safe as Wisconsin returns to work. The publication summarizes guidance from the Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH), Centers for Disease Control (CDC) and National Safety Council (NSC).
The publication goes into detail on the guidelines and best practices for the following:
1. Identify Key Members of Restart Team
2. Develop a Policy for Identifying and Isolating Sick People
3. Obtain Necessary Supply of PPE & Cleaning Materials
4. Clean & Disinfect Facilities
5. Determine Risk of COVID-19 Exposure
6. Implement Controls to Reduce Risk of COVID-19 Exposure
7. Provide Training at All Levels
8. Monitor the Situation & Ensure Compliance
Wisconsin Safety Council encourages businesses to follow these best practices if they choose to open and to follow the WEDC guidelines

Wisconsin drivers can now renew their licenses online
The Wisconsin Department of Transportation last week announced a pilot program that allows drivers to renew their licenses online and skip a trip to the DMV.
Drivers are eligible if they:
- Are between ages 18 and 64
- Have NOT had a change in their ability to safely operate a vehicle
"We are pleased to offer online renewal as an option," DMV Administrator Kristina Boardman said. "It is a safe, convenient way to conduct an important task, which normally required an in-person visit. We encourage all eligible drivers to complete the license renewal online."
The new online renewal program will help the 80,000 people whose licenses expired since the start of the pandemic. And, renewing online is also available to everyone within one year of their renewal date.
Beginning March 12, DMV offered extensions to licenses that expired during the public health emergency. These extensions will expire July 25, 2020. DMV will continue to offer extensions for anyone age 60 and older to protect their safety during this pandemic.
Drivers who renew online (
wisconsindmv.gov/renewDL) will receive a confirmation email that they can immediately print and use until their new card arrives by mail within 10 days. The $34 renewal fee remains the same.
The online driver license renewal pilot program will help alleviate the backlog of licenses that expired since the beginning of the pandemic. Most other state DMVs offer a similar online renewal program. When someone renews online, they must renew in person the next time their license expires.

Rep. Edming on Supreme Court Decision and Impact on Unemployment Insurance

On Wednesday evening the Wisconsin State Supreme Court issued their decision in Wisconsin Legislature v. Palm, ruling in favor of the Legislature. In their ruling, the court found that the extension of the "Safer at Home" order or Emergency Order # 28 that was issued by Department of Health Services (DHS) Secretary-designee Andrea Palm did not follow the emergency rule process as outlined in state law and that the secretary-designee exceeded her statutory authority making the order unenforceable.
While the state-wide order is no longer in effect, local health departments may still institute restrictions. As you may have heard, some areas of the state such as Dane and Brown Counties have instituted their own measures. At the time of this update, I am not aware of any local restrictions issued within the 87th Assembly District. With that said, if you are a business owner who chooses to reopen, I encourage you to review and follow the Wisconsin Economic Development Corporation (WEDC) guidelines, as well as those from the Center for Disease Control (CDC). These guidelines are good advice on how to keep you, your customers, and your employees safe. For those with additional questions, our local health departments are also good resources.
