Your Support in 2025 Has Been Transformational

2025 has been an incredible year of successful advocacy and building community, and we couldn’t do it without you. As we close out this year, we have seen some of the most significant challenges to the safe and stable housing of thousands of our neighbors here in Connecticut. Yet, we have met these moments in spectacular fashion. With the unfaltering support of our providers, legislators, clients, and community we continue to prove the resolve of a system devoted and dedicated to ensuring everyone, regardless of circumstance or policy, has a place to call home.

Here's what our advocacy, TOGETHER, has accomplished in 2025:

Annualizing Cold Weather & Homeless Services

This year marked the most successful legislative session ever for CT CAN End Homelessness. Together, we helped secure nearly $40 million over the next two fiscal years to support housing and homeless services statewide. That includes $8 million in emergency Cold Weather funding, with an additional $1 million added after the initial request fell short. While still not meeting the full needs of our neighbors, annualizing these funds is a start to ensure people have safe places to go when extreme weather threatens their lives—and that critical housing and services remain available year-round through CAN Hubs and Homeless Service Providers.

Standing Up to Harmful Federal Policy

CCEH led the effort urging Attorney General Tong to join 22 other states in a lawsuit against HUD to stop a harmful funding notice (NOFO). Thanks to strong leadership from the Attorney General and sustained advocacy from our community, a federal judge has now blocked that policy. This decision protects vital housing programs and brings us one step closer to a stable renewal in 2026. Knowing federal funding could still face delays or appeals, CCEH worked closely with legislative champions and the Governor’s office to secure $6.8 million in state funding. This commitment ensures that no one loses their permanent housing or supportive services through the first half of 2026—even in the face of continued uncertainty.

Establishing Long Term Governance Solutions

If this year taught us anything, it is that we can no longer rely on short-term solutions, or even on the foundational supports that we have known as a system for over a decade. This year, we worked to establish and solidify two important governing bodies that that will enhance our advocacy and create long lasting policy and impact moving forward. We saw the first ever End Homelessness Caucus, comprised of legislative champions dedicated to advancing crucial legislation. Additionally, as a part of our legislative agenda, Connecticut codified our Interagency Council on Homelessness, a collaborative body of all of our state agencies to focus on securing housing as a solution for anyone who utilizes state programs.
