ROGERS MULTI-FAMILY SPRINKLER ORDINANCE
WE NEED YOUR INPUT!

The NWAHBA Board of Directors met with the Rogers and Springdale Fire Departments at our June 2021 Board meeting. The Rogers FD is proposing an ordinance this summer that will make sprinklers mandatory in multi-family dwellings ONLY. We anticipate that other NWA cities will follow their direction later in 2021. Please see their statement below, which explains their initiative:

It is our intention to present a change of city ordinance to the Rogers City Council related to requirements involving fire sprinklers in all new duplex, triplex, and townhouses. Essentially, we will require fire sprinklers under any circumstance where any component of a dwelling is shared with an adjacent dwelling. This is intended to minimize the impact a fire in one dwelling would have on adjacent dwellings. We expect this to be considered on Tuesday, August 10 at Rogers City Hall.

For those that are not familiar with National Fire Protection Association Standard 13, I would like to offer a brief explanation to the simplicity of the fire sprinkler systems that are allowed to be installed in the targeted dwellings: 13D of the Standard allows fire sprinklers to be integrated with the plumbing system and they utilize the common “Pex” tubing. These systems can be designed by the manufacturer and installed by a builder’s chosen plumber. To qualify to install a 13D system, a licensed plumber simply needs to be certified by a manufacturer. The training to achieve this is accomplished in one day, and we will be glad to facilitate many training sessions. Once the plumber receives the education, the manufacturer will supervise the plumber’s first installation, and upon successful installation, the plumber will be certified to purchase components from the manufacturer and install 13D systems.

These systems are simply an extension of the domestic plumbing system. They do require a meter larger than the standard 5/8” meter Rogers Water uses. However, they have reduced the price of larger meters serving these systems to match the 5/8”. In short, our water utility wholeheartedly supports the installation of these systems. 13D systems require no maintenance beyond a standard plumbing system and do not have to have an annual inspection like the systems most of your members may be aware of. Additionally, we will inspect and test these systems as a component of our usual inspection cycle.

Given this message merely hits the highlights of the topic, please pass along to your members our sincere intention to provide as much awareness education as may be needed.

The Rogers Fire Department contacted us prior to proposing the ordinance to City Council. They have asked us for our input on this matter, and we would like to hear from you! REST IN PEACE, DAVE HOLLAND
Rest In Peace: David Thomas Holland, age 39 of Fayetteville, Arkansas, passed from this life on Sunday, June 27, 2021. Dave, as he was known to nearly everyone, was born December 21, 1981 in Mena, Arkansas.

Dave worked for First Security Bank in Fayetteville for 14 years before joining First National Bank of Northwest Arkansas in 2018 as their loan manager and was a senior vice president at the time of his death.

His personality and straightforwardness were admired by his coworkers, and his customers loved him for his genuine interest in helping them accomplish their dreams. He loved helping others in any way he could. He was a member of the Northwest Arkansas Home Builders Association and the Steele Crossing POA and a graduate of Leadership Fayetteville in 2011. He has served on various boards, including the Children’s Safety Center, and he most recently joined our NWA Home Builders Association board in 2021.

Dave is survived by his wife of 17 years, Jennifer, and their daughter, Jade, who is nine. He was an incredible father and husband. The family loved traveling together, discovering new places, and trying new foods, but they also loved spending time together in their backyard at home.

A celebration of Dave’s life will be held on July 5 from 3 to 5 p.m. at the family’s home. In lieu of flowers, friends have established a memorial fund in Dave’s name at First National Bank of NWA, but contributions can also be made to the Children’s Safety Center. He was loved by many and will be greatly missed.
