The Logan County Chamber of Commerce is honoring Simon as the Member of the Week. Simon was founded in 1954 by James E. Simon. He was a man who like to play with big toys – the messier the job, the better. The company’s early projects started with minor building, concrete and pipeline construction, and eventually, asphalt work.

To better accommodate increasing asphalt projects, Simon opened an asphalt plant in North Platte, Neb. in 1954. This enabled the company to make asphalt a predominate part of Simon’s business.

In the early 80’s James Simon purchased his first Concrete Ready-Mix Plant in Cheyenne, Wyo. This facility empowered Simon to create concrete mixtures offsite and deliver them in bulk to construction sites. This also is where Simon Corporate offices are now located.

By 2000, Simon had completed projects in most states west of the Mississippi River, operating as part of Colas North America. Simon operates locations in Nebraska, Wyoming, Colorado and South Dakota. In 2000, Simon acquired plants in Ogallala, Neb. and Sidney, Neb. In 2004 Simon purchased Sterling Ready Mix and McAtee Construction Company in Sterling. In 2008, Simon acquired plants in Scottsbluff, Neb. and Fort Morgan.

The materials that Simon specializes in are asphalt, emulsion, concrete, aggregates and Ready-Mix

Concrete, and the construction of asphalt paving. Simon is a vertically-integrated company. Vertical

Integration means that they produce many of their own raw materials used in construction projects.

Examples of vertical integration include production of aggregate materials, ready-mix concrete, and asphalt products.

The Sterling Simon facility is run by the following: Jeff Harms - Construction Manager, Scott Highley -

Concrete Manager, Mike Weingardt - General Superintendent, Pam Claymon - Contract Administrator,

Jeromy Smith - Regional Shop Manager, John Ellis - Paving Superintendent, Jim Wheelock - Plant Supervisor, Josh Park - Concrete Foreman, Ryan McInnis - Project Engineer and Carrie LaFrenz – Shop Clerk. All total the Sterling location employees 35 employees, from equipment operators, labors, CDL Aggregate Drivers, Ready Mix Drivers, and shop mechanics.

Employers Taking Action

American employers are taking action to improve the health and wellness of their employees. That is among the findings of a forthcoming report that explores what employers are doing to address the mental health challenges that confront too many in America. In a forthcoming survey, 94% of large employers (500 or more employees) reported that they have strengthened their coverage for mental health care, increased support, or put in place new programs or systems to help in the last three years. Mercer, a business consultancy with expertise in health benefit design, recently fielded the survey of American businesses to better understand how they’re thinking and acting on a host of health policy issues that affect their health and welfare benefit programs. More than 300 companies from across the country took part in the survey, answering questions related to mental health and substance abuse disorders, among other topics.

Legislators Consider Business-Friendly Bills

Seven years after Colorado began planning how to implement a one-stop sales-tax calculation and remittance system for retailers and three-and-a-half years after that system went live, legislators are considering five bills to make it more business-friendly. The Sales and Use Tax System came about after legislators heard constant complaints about the state’s byzantine tax system, in which the overlap of city, county and special taxing districts creates more than 700 combinations of taxers to which retailers must remit. That became even more complicated in July 2021 when all e-tail businesses had to switch to a destination-based tax system, meaning that they must remit taxes based on the rates of the locations where customers receive their goods rather than the rate for the location where the business makes and ships them. SUTS originally struggled to get home-rule cities to sign onto the system in which the Department of Revenue would collect taxes for them and then ship them out, but 68 of the 72 home-rule municipalities are now onboard, with two more in the process of joining. But the state has been slow to get businesses signed up — just 15,993 of the state’s nearly 700,000 registered businesses were onboard by June, said the Colorado Department of Revenue — and that means local governments likely are losing tax revenue
