The 5th grade writing contest at Campbell Elementary School answered the question “Why do you LOVE your community?” Grady Lynch the contest which was sponsored by the Colorado Broadcasting/KPMX/KSIR/The Ranch with prizes donated by Simkins Parlour and the Logan County Chamber of Commerce. Right To Repair May Add Agriculture

Colorado’s right-to-repair movement, which began last year with wheelchair equipment, could spread this year to agricultural equipment — a decision that will lie with the Colorado Senate.Following a six-hour hearing Thursday in which the committee chairman said he changed his vote in his mind 10 times, the Senate Agriculture and Natural Resources Committee advanced by party-splitting 4-3 vote a bill that would give farmers new control over their equipment. The debate over House Bill 1011 pitted some farmers against equipment dealers and divided the Rocky Mountain Farmers Union and the Colorado Farm Bureau — and discussion showed that many believed the proposal is about more than just tractors and combines. HB 1011 would give consumers a right to repair agricultural equipment by requiring manufacturers to provide necessary parts, software and manuals to independent repair providers and equipment owners at a fair and reasonable price. Following on a 2022 law that provided powered wheelchair owners the same right to repair, it would make Colorado the first state to require such a right for farm implements, even as seven other states are considering similar legislation.

Proposed Relief For Retail Delivery Fee

Supporters of Colorado’s 2021 transportation-funding law have made it clear that they don’t intend to repeal any of the fees that generated much of its opposition. But they are in the process of tweaking one requirement that’s proven especially frustrating to business owners. Senate Bill 143, which is moving briskly through the upper chamber of the Legislature, would exempt businesses that do less than $500,000 in annual sales from having to pay the 27-cent retail delivery fee. Maybe more importantly, it would allow business owners who deliver sold goods to clients to be able to pay the fee themselves rather than add it to each transaction and itemize the fee separately on receipts.

Select Committee Eyes Rate Hike Determination

Colorado legislators on the Joint Select Committee on Rising Utility Rates pressed witnesses during the panel’s first meeting on how regulators might determine when requests for rate hikes would not be considered just or reasonable and when they might reject them.The questioning comes as Xcel Energy consumers face natural-gas bills that are 75% higher than last winter and electricity bills that are up 25% over the past year, noted Erin O’Neill, chief economist for the Public Utilities Commission. Outreach to the PUC, the Office of the Utility Consumer Advocate and legislators also is up, which led to the creation of the committee to investigate charges at all utilities, though the panel focused most conversation on Xcel ................................................. WOTUS Takes Effect

This month, the Waters of the United States (WOTUS) rule, issued by the Environmental Protection Agency and the U.S. Army Corps of Engineers, is scheduled to take effect. The rule changes what activities are subject to federal jurisdiction and will require federal permits for farmers, home builders, and other landowners/businesses who have plans to use their property.
