On October 9th, Governor Newsom announced the appointment of Jennifer Troia as the Director of the California Department of Social Services (CDSS). Previously, Jennifer Troia was the Chief Deputy Director of CDSS. The previous Director of CDSS, Kim Johnson, is now serving as the Director of the California Health and Human Services Agency. In this role, Jennifer will lead a team of more than 5,000 employees serving more than 6 million Californians in the largest Department in the California Health and Human Services Agency. ICYMI - CA Budget
In October, the Legislative Analyst's Office (LAO) published "The California Spending Plan" breaking down the signed 2024-25 budget. Included in the plan are two reports: one breaking down the child care and state preschool budget, and the other breaking down the budget of the human services' agency, including CalWORKs programs.

Meet the Candidates of State Congressional District 13
About District 13 (Merced County, parts of Madera, Stanislaus, Fresno, and San Joaquin County)
This Central Valley district includes the cities Madera, Merced, and parts of Modesto. This heavily agricultural and Hispanic-dominated district is a key battleground race as both candidates try to position themselves as moderates and focus on water issues. The two candidates, incumbent Representative John Duarte (Republican) and former state Assemblymember Adam Gray (Democrat), previously competed for this district in 2022 with Representative Duarte narrowly securing his seat. Political analysts consider District 13 one of the closest races that will help determine control of the U.S. House of Representatives.

What is it?
Prop 5 would amend the CA constitution to lower the required threshold for local governments to borrow money including affordable housing construction, down payment housing assistance programs, and public infrastructure projects. The threshold to borrow money via bonds would become 55%, making it easier for local governments to borrow money.
Why is it on the ballot?
The Legislature voted to place Prop 5 on the ballot in the fall of 2023. Assemblymember Cecilia Aguiar-Curry has been trying to get this proposition on the ballot since 2017. Supporters include the CA Democratic Party, CA State Building and Construction Trades Council, AIDS Healthcare Foundation, CA Housing Partnership, CA YIMBY, CA Labor Federation, League of Women Voters of California, and United Way Bay Area.
Who is against it?
Opponents of Prop 5 include the CA Chamber of Commerce, Howard Jarvis Taxpayers Association National Federation of Independent Businesses, CA Republican Party, and Catalyst for Local Control. Opponents argue that property owners are the ones who usually end up footing the bill when local government borrow money. Additionally, opponents say that this measure is an attempt by Democratic lawmakers to undo Proposition 13's protections for taxpayers.

Question: Can a relative, family friend, or neighbor be reimbursed for providing child care? Are they required to be licensed?
Answer: The State of California may be able to help pay for child care provided by a trusted and known person who is a relative, friend, or neighbor. This care is not required to be licensed by the State of California. This is known as Family, Friend or Neighbor Care, and is also known as License-Exempt Child Care.
Voucher-based programs provide vouchers for families to obtain care in licensed child care centers, licensed family child care homes, or license-exempt family, friend, and neighbor care at the parents’ option. If a family selects a license-exempt provider, they may be required to complete a background check in order to be reimbursed for their care through a voucher-based program. You can learn more about the steps to pass this background check on the TrustLine webpage. The application process for TrustLine can take up to 2 weeks for California Residents and up to 6 weeks for out-of-state residents.

The purpose of this Child Care Bulletin (CCB) is to inform all California Resource and Referral Programs (CRRP) about the formal implementation of the new California Resource and Referral Programs Monitoring Tool. Formal implementation will begin in Fiscal Year (FY) 2024-2025. The tool will be used to support program regulations, program self-evaluations, compliance, identify technical assistance needs and promote continuous quality improvement.

The CDSS has established a version of the Child Development Management Information System (CDMIS) that will launch November 2024.

CDMIS Update #36: Child Development Management Information System (CDMIS) Update Regarding New Date for Separation of CDMIS
The effective date for submitting data for children enrolled in CDSS contract types to the CDSS – CDMIS has been updated. Please refer to the revised information below, which supersedes the details provided in CDMIS Update #35.
Effective on November 5, 2024, and beginning with the October 2024 CDD-801A Report and Subsidized Provider Report (SPR), and the August 2024 CDD-801B Report, all data for children enrolled in CDSS contract types must be submitted to the CDSS – CDMIS.
