Moving the Field Forward: Key Takeaways from Our Statewide Meeting

Last week, we brought together 130+ child care leaders and partners from across California for our two-day statewide meeting in Anaheim, and the takeaway was clear: the field is evolving quickly, and it is rising to meet the moment.


Across sessions, participants dug into both innovation and implementation from the growing role of generative AI in day-to-day operations to strengthening program integrity and navigating the realities of delivering family support services like the Emergency Child Care Bridge Program for Foster Children. Just as important were the candid, grounded conversations happening throughout the meeting where leaders shared what’s working, where systems need improvement, and ideas to better serve families in California. The energy carried beyond the sessions themselves, reinforcing a shared commitment to collaboration and continued alignment across the state. That momentum continues next month at the Child Care Aware of America Symposium in Washington, DC, and will carry into the fall when the field reconvenes in Sacramento for our annual conference.

Upcoming Budget Hearings


Last Week's State Budget Developments

  • Governor Gavin Newsom signaled to Assembly Democrats on Tuesday that additional budget cuts are likely coming, on top of reductions already adopted last year and proposed in January.
  • A reported $2 billion accounting error tied to California Public Employees' Retirement System could significantly reduce the previously projected $2.9 billion shortfall, suggesting the budget outlook may be stronger than initially anticipated.
  • Mid-April tax filings are now being processed by the California Franchise Tax Board, with peak revenue collections occurring in the days immediately following Tax Day. April revenue totals will play a decisive role in shaping the May Revision and the final June budget agreement.

California Senate Unveils Budget Plan, Includes 44K Child Care Spaces


Last week, the California State Senate unveiled its “Foundation for the Future” budget plan for the 2026-27 fiscal year. The budget focuses on three pillars:

  1. building the state reserves,
  2. maintaining funding for essential programs,
  3. and reducing the long-term structural deficit.


This framework proposes increasing the Rainy Day Fund to help the Legislature manage the state’s volatile revenue system and balance the budget for the current and ongoing fiscal years. With a balanced budget and billions in reserves, the state can fund critical programs, including HHAP, California Dream for All, and the creation of 44,000 additional child care slots.

SB 1051 (Menjivar) Emergency Child Care Bridge: No Wrong Door

Question: How much paperwork do families often have to complete just to enroll a child in care?


Answer: Families enrolling a child in care are often required to complete dozens of pages of forms, many of which must be printed, signed by hand, and submitted in person. For working parents—especially those juggling jobs, transportation, and appointments—these paper-only requirements can delay enrollment and make it harder to secure care when they need it most.


Allowing families to complete and submit forms electronically can remove unnecessary barriers and help children access care faster. SB 902 (Grayson) would allow electronic signatures on child care forms so families can complete the forms wherever they are at.

We hope your organization can sign on to this letter opposing the Department of Housing and Urban Development’s (HUD) Notice of Proposed Rulemaking (NPRM) published in the Federal Register on February 20, 2026.

 

The proposed rule threatens to terminate housing assistance for almost 80,000 low-income people, including 37,000 children, most of whom are U.S. citizens or otherwise “qualified” noncitizens, and to force the harmful separation or displacement of about 20,000 mixed-status families. This proposal would have profound and damaging consequences for the well-being and long-term success of children and their families.

04/10 Federal Government Update 

Next week, Congress will return from its two-week recess. Republican leadership now plans to use the special partisan budget reconciliation process to fund immigration enforcement without help from Democrats, which will complicate their hopes of using one of their few remaining shots at a GOP-only bill on priorities including voting reform, Pentagon funding due to the Iran war, and cuts aimed at cracking down on fraud in federal programs. 

 

The President set a June 1st deadline for a reconciliation bill that funds ICE and Border Patrol, as part of a two-step plan to end the Department of Homeland Security (DHS) shutdown, giving up on reaching a compromise with Democrats demanding reforms as a condition of funding immigration enforcement. Fraud Narrative

 Good news! Thank you to so many of you who signed onto the letter led by the Child Care for Every Family Network (CCEFN), NWLC, National Association for the Education of Young Children (NAEYC), National Association for Family Child Care (NAFCC), MomsRising, and the Center for Law and Social Policy (CLASP).

 

It’s not too late to sign: SIGN ON TO BOTH LETTERS HERE

  • Letter to the House - HERE: This letter urges House members to reject a set of bills that Republicans have already advanced through the House Education and Workforce Committee. This letter will also go out soon, but we are going to wait a bit and send it closer to a House vote (if one occurs). Stay tuned for more. 
  • Letter to Senate HELP Committee - HERE: This letter urges HELP Chair Cassidy to reverse course on a "discussion draft" bill he proposed on March 18.

Senators Cassidy (R-LA) and Tuberville (R-AL), Chairman of the Senate HELP Committee, released a discussion draft of a reauthorization bill of CCDBG

 

The proposed reauthorization bill has numerous harmful provisions, but some toplines are: prohibits enrollment-based payments, presumptive eligibility, and timely payments; eligibility is changed from 12 months to 6 months; eligibility requires that parents be citizens rather than the child; lowers the income limit for single mothers; and initiates work requirements for married couples. This, in addition to many concerning anti-“fraud” provisions. At a time when families need more help with child care, the bill manages to penalize single moms, married couples, children, early educators, and mixed-status families.

 

Fraud should always be taken seriously and prosecuted when proven, and Minnesota has investigated and prosecuted fraud in the past. However, no credible evidence of current widespread or systemic fraud in Minnesota’s child care system has been publicly presented. State officials have indicated that many facilities named in recent claims were operating normally at the time of inspection. Investigations are ongoing, but broad funding disruptions lack evidence and harm children, families, and providers who are following the rules.

The California Department of Social Services (CDSS) Child Care and Development Division (CCDD) has recently published the following document: Child Care Bulletin (CCB) 26-07: Guidance for Reporting Dual Language Learner Data

The purpose of this Child Care Bulletin (CCB) is to provide guidance to contractors on the process for reporting the dual language learners (DLLs) identification data in the California Department of Social Services Child Development Management Information System (CDSS – CDMIS). The California Department of Social Services has added DLL identification fields to the Child Development Division (CDD)-801A Monthly Child Care Population Report (CDD-801A). These changes will impact reporting beginning Fiscal Year (FY) 2026-2027.

Management Bulletin 26-05: Requirements for California Community Colleges and California State Universities Operating California State Preschool Programs

The California Department of Education (CDE), Early Education Division (EED) has released Management Bulletin (MB) 26-05: Implementation of Senate Bill 271. This MB notifies and provides guidance to California State Preschool Programs (CSPP) who are administered by a California Community College (CCC) or a California State University (CSU) of the statutory requirement to provide information and resources to support students with dependent children. Specifically, this MB summarizes the referral obligations imposed by California Education Code Section 66062 on child development centers/preschools established by CCCs and CSUs.

  • MB 26–04: Assessment and Reporting of Family Fees for FY 2026–27. Exclusive: How Senator's 'HERO Act' Bill Would Bolster Military Child Care | Military.com

The legislation would put the onus on the Department of Defense to establish a Child Care Readiness Data System.


"The retired military officer who has been a U.S. Senate mainstay since 2015 is confident that her "HERO Child Care Act" bill will garner bicameral momentum in Congress, telling Military.com that military families should have consistent access to quality and affordable child care.

The 11-page bill shared with Military.com, which may also be cited as the "Helping Ensure Reliable Opportunities in Child Care for Military Families Act," calls for widespread adjustments to improve staffing shortages, long child care waitlists, and inconsistent data across the Department of Defense.


They are described by Ernst as gaps that affect readiness, retention, dual-military families, and spouse workforce participation due to DOD currently lacking a unified system to monitor child care capacity and workforce readiness. That includes hiring delays and so-called rigid structures that slow child development centers from filling vacancies.


This legislation if enacted would establish a DOD-wide Child Care Readiness Data System that tracks capacity, staffing levels, vacancies, turnover, compensation ranges, and waitlists by installation and region. The system would require updates at a minimum of every 90 days, including annual briefings to Congress."
