Mayor Lurie Launches Family Opportunity Agenda - Every Family With Kids Under Five Will Have Access to Child Care


Click here to read the official press release. Last week, San Francisco Mayor Daniel Lurie launched his Family Opportunity agenda - a wide-ranging action plan to make child care, housing, education, food, health care, and transportation more affordable for San Francisco residents.


Under Mayor Lurie’s Family Opportunity Agenda, every San Francisco family with children under five years old will have access to child caresaving families as much as tens of thousands of dollars every year.


The city will leverage unspent 2018 Proposition C (“Baby C”) dollars to expand free child care for low- and middle-income families at more than 500 high-quality providers across the city. A family of four making less than $230,000 a year will qualify for free child care, while those earning up to $310,000 a year will receive a 50% subsidy.


The city has implemented quality standards for providers and introduced first-in-the-nation investments into educator wage subsidies that help attract and retain the talent essential for student success—leading to better outcomes for San Francisco kids, including an 11% increase in kindergarten readiness since 2021.

Answer: Senate Bill 120 funded payment to child care providers based on a family's certified need (i.e. enrollment) until June 30, 2026, and CCB 25-20E clarified that the state will continue to pay providers based on enrollment until June 30, 2028 in compliance with the Child Care Providers Union bargaining agreement.

RECAP: Congressman Kevin Kiley Federal Child Care Hearing Last Week


Last week, the Subcommittee on Early Childhood, Elementary, and Secondary Education held a hearing to examine how the private sector is playing an important role in addressing the cost and availability of child care. Subcommittee Chairman Kevin Kiley (R-CA) opened the hearing by discussing how public-private approaches are key to increasing access to affordable child care. 


“Employer engagement is a critical leg in the three-part support system holding up our child care market: families, government, and employers each play a role…CCDBG and private-sector innovation should be partners in meeting the child care needs of America’s workforce,” he said. 


Witnesses:


Witnesses highlighted the importance of employer-based tax credits such as 45F—which was significantly expanded under the Working Families Tax Cuts that was signed into law in July.

NWLC’s new report - Progress and Setbacks: State child Care and Early Education Updates 2025


ABOUT THE REPORT: Child care and early education are essential for children and families to thrive. Yet, child care is vastly underfunded and undervalued in the United States. As a result, families struggle to access affordable, high-quality child care, while child care workers are left underpaid and overburdened.

 

Amid challenges, many states made gains in the 2025 legislative session, adopting policies and allocating funding to expand families’ access to child care and early learning opportunities and better support the child care workforce, as shown in the state-by-state summaries in this report. 

 

However, not every state had success this year, as several missed opportunities to increase funding or approve legislation to better support families, child care programs, and early learning educators—and some states reduced funding for early care and education. Further sustainable, long-term investments and policy improvements across all states, accompanied by significant federal investments, are necessary to create a child care system that works for all families, children, and child care providers.

01/09 Federal Government Update 

 

This week, the administration has taken drastic measures that are already having devastating effects on the child care sector:

  • Froze child care funding for 5 states: letters were sent to California, Colorado, Minnesota, Illinois, and New York, suspending about $10 billion in funds for CCDF, TANF, and SSBG.
  • BREAKING NEWS: Judge Blocks Trump Officials From Freezing Billions in Social Services Funds: Live Updates - The New York Times
  • Doubled down on “Defend the Spend” policy, requiring all 50 states to provide additional documentation and verification before receiving child care funds. This policy has led to delays in states' access to funding.
  • HHS Proposes Major Rollback of Child Care Subsidy Regulations: HHS released a Notice of Proposed Rulemaking (NPRM) to undo key components of the March 2024 CCDF final rule, citing administrative burden and a desire to restore state flexibility. Proposed eliminations include:
  • The 7% cap on family co-payments.
  • The requirement for states to use grants or contracts for direct service delivery to underserved populations.
  • The mandate that child care providers be paid prospectively and based on a child’s authorized enrollment rather than attendance.
  • This will undo much of the progress in the sector.

⇒ We will share a comment template in the coming weeks.

  • Reports are coming out of Ohio, Idaho, Massachusetts, Oregon, Pennsylvania, Washington, Maine, and California that right-wing influencers have been harassing child care programs by showing up to and calling child care programs to try to interview employees and express suspicions of fraud, especially targeting child care entities run by people of Somali descent.
  • Establishment of a new Department of Justice division for national fraud enforcement, which will investigate child care and Head Start programs around the country.

 

We call on federal leaders to immediately restore full child care funding, end intimidation and enforcement tactics that target child care communities, and halt the escalation of armed enforcement in our communities that has already resulted in tragic and preventable loss of life.

 

Families need stability. Providers need safety. Children deserve care environments free from fear, chaos, and political intimidation. Communities deserve better than reckless endangerment, intimidation, and violence. Protect Head Start & Early Head Start 

 

NEW: A federal judge granted a preliminary injunction blocking the Trump administration’s attacks on Head Start, halting the Department of Health and Human Services’ (HHS) ban on diversity, equity, inclusion, and accessibility, as well as mass office closures and layoffs at the Office of Head Start. These administrative actions had disrupted programs nationwide and hindered their ability to fulfil their mission of providing early education and care to young children from low-income families. The purpose of this Child Care Bulletin (CCB) is to inform all Child Care & Development Division contractors of the implementation of the new Desired Results Developmental Profile (DRDP) 2025 as the official child assessment tool effective July 1, 2026. The transition to the DRDP 2025 tool aligns with California’s commitment to quality improvement and equitable outcomes in early education.

Notice of the Payment Integrity and Information Act of 2019 Review Cycle


In accordance with the Payment Integrity and Information Act of 2019 (PIIA), the Child Care and Development Division – Program Integrity and Improvement (PII) Section is conducting its triennial review to assess the risk of improper payments within our programs. This year marks California’s third year in the review cycle.

As part of this effort:

  • A total of 276 files will be reviewed statewide, selected via randomized methodology.
  • Through the PIIA the state is required to measure, calculate, and report improper payments, and will identify strategies for reducing future improper payments.

 

What Does this Mean for Contractors?

Beginning in December 2025, the PII staff will contact contractors who have family data files that were randomly selected for the sample pull for the PIIA review. Contractors will receive a phone call and an e-mail that will provide information to identify the selected family/child file(s), the applicable review month(s) and whether the review of the family data file will be conducted on-site or remotely.

The PIIA review of the family data files may be completed on-site or remotely. Contractors will be asked to make all selected family data files and associated supporting documentation available to the PII reviewers (a checklist will be provided that includes all the documents that will be reviewed). If the family data file is completed remotely the contractor will receive the same checklist, as well as directions on how to upload the requested documentation to a secure zip drive.

The process of reviewing family data files for the PIIA review will begin in January 2026.

What Losing a CCAMPIS Subsidy Means for a Student Parent | New America

A nursing student lost her child care subsidy when a federal grant program didn't open up applications. Here's what it means for her and her family.


"“When my family was accepted to their child care program, I was crying because I was so happy. There’s no way I could do it without child care,” Maimouna told me. The college used CCAMPIS funds to help pay for Maimouna’s then 2-year-old son to attend a high-quality child care program off campus.


CCAMPIS is a competitive federal grant program that enables grantee colleges and universities to subsidize high-quality child care for low-income student parents. Grants are awarded for four-year cycles, and colleges use funds to help student parents access child care, either on campus or in the community.

After letting her know that the college couldn’t subsidize child care for her anymore, staff helped Maimouna explore the state’s child care subsidy program as an alternative route to paying for care. But as of November, the program had a waitlist of over 10,000 kids in Arizona. Maimouna doesn’t expect to get help from the program anytime soon.


Maimouna has three semesters to go to finish her nursing program, but it’s unclear exactly when or how she’ll finish them without help paying for child care so she can have the support she needs for classes and study time."
