TFC Joins National Child Care Advocates in Washington D.C.

Thriving Families CA Foundation joined child care leaders from across California in Washington, D.C. for the 2026 Child Care Aware of America Policy Symposium, bringing California’s child care priorities directly to Capitol Hill.


The advocacy day on May 5 began with a Senate Breakfast organized by Child Care Resource Center in partnership with the offices of Senator Adam Schiff and Senator Alex Padilla. California advocates heard directly from Senate staff about the status of federal child care funding in the FY 2027 appropriations process and how advocates can continue building support for programs that help families work and achieve economic self-sufficiency.


Following the breakfast, advocates spent the day meeting with congressional offices to share the realities facing California families, providers, and early educators, and to push for stronger federal investment in child care. Together, the California delegation delivered a packet of information on California’s child care system to all 52 active California congressional offices, ensuring lawmakers heard directly from the people doing this work every day.

CEO of Child Action Accepts Award at National Child Care Symposium


Adonai Mack, CEO of Child Action, accepted the inaugural Igniting Opportunity Award from Child Care Aware of America at this year’s Symposium in Washington, D.C. The award was presented by fellow California child care leader and Child Care Aware board member Kim McDougal of YMCA Childcare Resource Service.


The national recognition highlights Child Action’s longstanding leadership and partnership-driven work to strengthen the child care system for families, providers, and educators across Sacramento County, while underscoring the critical role child care plays in supporting children, working families, businesses, and local communities.

National Day Without Child Care

On May 11, 2026, providers, parents, and allies are coming together to strike for universal child care and thriving wages for providers.


WHAT IS A DAY WITHOUT CHILD CARE?

Day Without Child Care is a National Day of Action organized by Community Change Action’s Childcare Changemakers and childcare partners. 

 

HOW TO ENGAGE

Governor to Release May Revise Thursday, May 14

The Governor must submit his May Revision to his 2026-27 budget proposal on or before Thursday, May 14. This will be Governor Newsom’s final budget proposal as California’s chief executive. The Legislature must pass a budget bill to send to the Governor on or before Monday, June 15.


The Governor is expected to hold a press conference on the May Revise mid-morning on the 14th (often around 10:00 am).

Governor Newsom Announces Free Diapers for All New Babies

Governor Gavin Newsom announced that the state is partnering with nonprofit Baby2Baby to launch a first-in-the-nation program to provide free diapers to all new babies born in California. Beginning this summer, hospitals will provide 400 diapers to each family at the time of discharge, ensuring parents leave the hospital with an immediate supply of high-quality diapers tailored to newborn needs. 


“The first days at home with a newborn should be focused on the love, connection, and joy of an expanded family, not stress about affording diapers,” said Kim Johnson, Secretary of the California Health & Human Services Agency. “This program helps ensure families can begin that journey with greater stability and peace of mind.”

Assembly Releases Their 2026 Budget Roadmap


Last week, the California Assembly Democrats released their plan for the 2026 Budget Act, and noted their commitment to protecting social services while avoiding new, ongoing spending commitments.

The only note on child care is: “Child care is a critical part of education, too, and a consistent Assembly funding priority.”


Key areas of focus in the budget Road Map include:

  • Protect Medi-Cal, IHSS, food aid, and other core safety net programs while avoiding broad budget cuts.
  • Build larger rainy day reserves and avoid major new ongoing spending commitments.
  • Push back on federal funding cuts and consider closing corporate tax loopholes.
  • Expand housing and homelessness investments while continuing climate and wildfire funding.
  • Maintain strong funding for schools, child care, and higher education.

Jason Sisney's Response to the LAO Expecting Increases to California's Revenue Estimate

Jason Sisney's response says California is collecting far more tax revenue than expected, mainly because the stock market and tech industry are performing strongly. While the Legislative Analyst’s Office (LAO) raised its revenue estimates by billions of dollars, it is still being cautious and assuming revenues could slow in future years if the market weakens. Sisney believes the LAO may be underestimating future tax revenue if the tech industry and stock market continue to perform strongly.


At the same time, he warns that California still faces major budget pressures from rising state costs and federal funding cuts. He also notes that much of the new revenue is legally required to go toward schools and state reserves, meaning the money cannot easily be used to prevent cuts to other programs and services.

SB 1051 (Menjivar) Emergency Child Care Bridge: No Wrong Door

Permits Bridge Navigators to submit referrals to county welfare agencies to approve vouchers for an eligible foster child as another trusted partner and strengthen the original intent of the Bridge program.

CocoKids Celebrates 50 Years of Service

Founded in 1976 as the Contra Costa Child Care Council, the organization has grown into a comprehensive nonprofit offering child care referrals, parent support and education, financial assistance, health and nutrition programs, inclusion support, and professional development. Serving thousands annually, CocoKids advances its mission to ensure every child is safe, healthy, and prepared for lifelong success, by strengthening the early learning workforce and promoting equitable access to high quality care and early education across the community.

  • Special Congressional Election on August 18: Gov. Gavin Newsom on Tuesday proclaimed a special election to serve the remainder of former Congressman Eric Swalwell’s term on Aug. 18. That person would serve through December; several candidates are already running in a June 2 primary election to replace him next January.


Deadlines for the 2026 California Primary Election:

  • May 4 - Ballots mailed to voters
  • May 5 - Ballot drop boxes open
  • May 18 - Deadline to register to vote. Register HERE
  • May 23 - Early in-person voting begins
  • June 2 - ELECTION DAY
  • Polls are open 7 a.m. to 8 p.m.
  • Last day to vote by mail
  • June 9 - Deadline for all mail-in ballots to be received

Question: How much paperwork do families often have to complete just to enroll a child in care?


Answer: Families enrolling a child in care are often required to complete dozens of pages of forms, many of which must be printed, signed by hand, and submitted in person. For working parents—especially those juggling jobs, transportation, and appointments—these paper-only requirements can delay enrollment and make it harder to secure care when they need it most.


Allowing families to complete and submit forms electronically can remove unnecessary barriers and help children access care faster. SB 902 (Grayson) would allow electronic signatures on child care forms so families can complete the forms wherever they are at.

05/01 Federal Government Update 

When Congress returns from recess next week, Republicans will continue their work to fund ICE and Border Patrol for three years through a partisan process known as reconciliation, which would allow them to bypass a Senate filibuster. The plan comes after Democrats and Republicans failed to strike a deal over immigration enforcement reforms — a key demand from the minority party after the shooting of two U.S. citizens in Minnesota by federal agents.

 

The House adopted a Senate-crafted budget blueprint that details what would be included in the reconciliation bill, kickstarting the process. But there is still a long way to go before a bill ends up on President Trump’s desk.

 

Trump had imposed a June 1 deadline to get the bill done, arguing that they can make it if Republicans “keep to the plan, FAST and FOCUSED.” Lawmakers are set to leave for recess next week, which means they have less than a month to craft the bill and muster up enough support in both chambers for it to pass. Fraud Narrative

Fraud should always be taken seriously and prosecuted when proven, and Minnesota has investigated and prosecuted fraud in the past. However, no credible evidence of current widespread or systemic fraud in the US child care system has been publicly presented. Investigations are ongoing, but broad funding disruptions are not an evidence-based response and harm children, families, and providers who are following the rules.

The purpose of this Child Care Bulletin (CCB) is to provide guidance to counties and child care and development contractors regarding the expiration of the TrustLine Retroactive Payment Limits Temporary Waiver, effective February 28, 2023. The waiver was issued in response to the Coronavirus Disease of 2019 (COVID-19) pandemic, in accordance with the Governor's Executive Order N-45-20 dated April 4, 2020.

Updated Local Planning Council Modules Launching on California Early Childhood Online


The California Department of Social Services, in collaboration with WestEd, is pleased to announce the launch of two new Local Planning Council (LPC) modules on California Early Childhood Online (CECO). 

 

The existing LPC modules on CECO will sunset on April 29, 2026. Two newly updated LPC modules, featuring refreshed content and current best practices to support early childhood planning efforts, will launch on April 30, 2026.

Fiscal Year 2025–26 Enrollment, Attendance, and Fiscal Reporting and Reimbursement Procedures for Child Care and Development Contracts

The Fiscal Year (FY) 2025–26 Enrollment, Attendance, and Fiscal Reporting and Reimbursement Procedures for Child Care Contracts has been posted to the California Department of Social Srvices (CDSS) Fiscal Resources web page. The Enrollment, Attendance, and Fiscal Reporting and Reimbursement Procedures for Child Care and Development Contracts is commonly referred to as the CDFS Fiscal Handbook.

 

The CDFS Fiscal Handbook is a manual that aids contractors in their enrollment, attendance, and fiscal reporting and explains reimbursement procedures and the role of the Child Development and Fiscal Services unit within the Child Care and Development Division.

 

The updated CDFS Fiscal Handbook is available on the CDSS Child Care and Development Fiscal Resources web page at Fiscal Resources.

The CDSS Child Care and Development Division (CCDD) is conducting this survey to gather feedback on our current Quality Initiatives, which are structured efforts to improve the experiences and outcomes of children, families, and the workforce. Quality Initiatives focus on program quality, workforce development, professional learning, family engagement, social-emotional development, and system alignment. CCDD supports these initiatives through guidance, partnerships, and capacity building across local and statewide organizations.

We invite you to participate and share your feedback on topics such as:

  • Professional development funded projects
  • Current training needs and professional development goals
  • Suggestions for new training topics
  • Feedback on any technical assistance you may have received

Your feedback will help inform future CDSS quality investments to better support California's early learning and care workforce and support positive outcomes for the children and families served.

LA County begins CalFresh awareness campaign

Los Angeles County officials began a monthlong outreach campaign Friday to raise awareness about upcoming eligibility changes and new work requirements for the CalFresh food benefit program.


The effort by the Los Angeles County Department of Public Social Services coincides with CalFresh Awareness Month and is aimed at helping residents understand how provisions in what President Donald Trump has dubbed the "One Big Beautiful Bill" could impact enrollment, reporting and renewal requirements, officials said.


CalFresh, California's version of the federal Supplemental Nutrition Assistance Program, provides food assistance to low-income individuals and households. County officials said about 1.5 million residents are enrolled, though an estimated 320,000 more may be eligible but are not receiving benefits.


The campaign will focus on providing information to help residents apply for CalFresh and maintain their benefits, including reminders to respond promptly to department requests and complete renewal requirements on time.

Officials said the outreach will also include information about changes affecting certain non-citizens, including refugees, asylees and others with protected status.


"LA County residents are encouraged to support this year's outreach efforts by following DPSS on social media and sharing information with individuals and families in their communities who may benefit from CalFresh," the department said in a statement.


Beginning June 1, new work requirements will apply to some CalFresh recipients ages 18 to 64 who do not have dependent children under 14 in their household. Those individuals will be required to complete at least 20 hours per week, or 80 hours per month, of approved work or training activities to continue receiving benefits beyond three months within a three-year period, officials said.
