This Sunday, June 15th, at midnight is the deadline for the Legislature to pass the Budget bill. This Friday, June 12, at midnight is the deadline for the bill to be "in print" for public viewing 72-hours before a vote can be taken. The budget bills can be found below. AB 753 (Garcia) Childcare: facility licensure: teacher requirements



Author: Assemblymember Robert Garcia


Assemblymember Robert Garcia is a dedicated educator, public servant, and proud son of immigrants, whose life has been shaped by a deep commitment to excellence in education. Raised by his hardworking parents, who made significant sacrifices to prioritize his education, Robert learned the value of perseverance and hard work from an early age. His mother, who was just 17 when she had him, and his father, who was unable to complete his education beyond the third grade, instilled in him the importance of academic achievement. At 17, Robert became the first in his family to graduate from high school.


Garcia’s academic journey continued at the University of California, Los Angeles (UCLA), where he earned a bachelor’s degree in biology, followed by a master’s degree in public policy from the University of Southern California (USC). His passion for education was further ignited during his time volunteering as a mentor to high school students from under-resourced schools in Los Angeles, many of whom faced significant educational challenges. This experience motivated him to pursue a career as a teacher.


With over 20 years of experience in education, Garcia has served as both a classroom teacher and a school administrator. His leadership has helped guide schools through transformative changes, resulting in improved outcomes for students. As a math and science educator, Robert’s commitment to excellence has inspired countless students to pursue their academic and career goals.

As bills move through California’s legislative process, they are presented to and heard by several committees who may recommend amendments and vote on whether or not the bill should continue through the legislative process.


As legislators decide how to vote, they consider public opinion as expressed through position letters. To support a bill, you can submit your letter through the California Legislature Position Letter Portal.

Federal Government Update

 

The Senate is working on its reconciliation package with an ambitious timeline to get the reconciliation bill on President Trump’s desk by July 4th. The actual deadline may be later this summer when the federal government is expected to exhaust its borrowing capacity.

 

However, problems are multiplying for Senate Majority Leader Thune (R-SD) and other Senate negotiators as they attempt to pass legislation enacting President Trump’s domestic agenda. Leader Thune can lose no more than three Republican votes because no Democrat is expected to support it — and more than three Republicans have voiced serious concerns with the bill.

 

Some Republican senators are barraging leadership with concerns about spending cuts for Medicaid and the Supplemental Nutrition Assistance Program (SNAP), while budget hawks are demanding more deficit reduction and railing against a House compromise to lift the cap on state and local tax (SALT) deductions. As a reminder, this bill includes the largest Medicaid and SNAP cuts ever, resulting in significant coverage losses. In addition to decimating state budgets, to name just a few aspects of this dangerous plan.

Our goal from this point forward will be to influence the Senate substitute to make the Senate bill as different as possible from the House, dramatically reducing the level of cuts and eliminating the most harmful policies. 

 

We need national, state, and local partners to educate the Senate on what is in the House Bill and how it harms people and state budgets. Increasing the pressure on the GOP caucus divisions and slowing down this process is key to preserving funding for our priorities.

As a reminder, Congress is conducting two separate budget processes. They are concurrently working on annual appropriations for FY26, which determines discretionary yearly spending (e.g., CCDBG, Head Start), and a reconciliation bill to enact President Trump’s agenda, which affects mandatory spending (e.g., Medicaid, SSBG, TANF, and SNAP).

Escalating Attacks on Head Start & Early Head Start

 

Your advocacy is working, and we must remain vigilant.

 

As previously shared by Dr. Ruth Friedman, an author of the 2007 Head Start reauthorization and advised HHS on the 2016 overhaul of Head Start regulations:

 

Though the disastrous budget proposal has been withdrawn, the Trump administration has already taken steps to undercut the program and vigilance is critical. The administration first temporarily froze funding and then slow-walked routine funding to local programs, which has led to temporary closures and confusion around teacher layoffs. They also fired many federal staff administering the program and closed five regional federal offices. In March, the Trump administration told Head Start programs they couldn’t spend money on diversity, equity, and inclusion activities, even though this is in direct contradiction to federal law that requires Head Start programs to provide high-quality evidence-based programming to children with diverse backgrounds, provide inclusive and accessible services for children with disabilities, and consider diversity in the development of staff. The ACLU has filed litigation against the Trump administration arguing its actions reflect an illegal dismantling of the program. Now is the time to ensure that no further damage is done to this critical lifeline for nearly 800k children, their families, and communities. We must ensure that members of Congress demand that HHS deliver timely payments without additional burdens on grantees AND demand that the Trump Administration reinstate fired employees and reopen ACF regional offices.

These attacks are also not a surprise - we’ve long known that there has been a decades-long campaign against Head Start, culminating in Project 2025, which the President has been implementing piece by piece. We cannot treat this fight as just another partisan battle but as the real threat to the existence of Head Start that it is

Executive Actions

 

The Trump administration released its FY2026 Discretionary Budget Request on May 30th, proposing significant shifts in federal spending priorities.

  • Proposed non-defense discretionary authority is $163 billion, a 22.6% reduction.
  • HHS budget proposed at $93.8 billion (26.2% reduction).
  • USED budget proposed at $66.7 billion (15.3% reduction).

 

Specific Program Changes:

  • Child Care and Development Block Grant (CCDBG) is level funded.
  • Head Start is level funded with proposed reform principles.
  • Low Income Home Energy Assistance Program (LIHEAP) is proposed for elimination.
  • Preschool Development Grants Birth to Five (PDG B-5) is proposed for elimination.
  • Special Education funding is proposed for consolidation.
  • Child Care Access Means Parents in School (CCAMPIS) is slated for elimination.
  • Community Development Block Grant (CDBG) is slated for elimination.
  • Block Grants at USED are proposed to consolidate a number of programs, including those that serve young children (e.g., 21st Century Community Learning Centers) and a significant funding decrease.
  • Refugee and Unaccompanied Alien Children Programs (UAC) is proposed for elimination.

As a reminder, the President’s budget is a request to Congress, who will ultimately decide FY26 funding levels and requires a 60-vote majority in the US Senate.

2025 Conference

Save the Date and join your peers for an amazing 2025 Joint Conference! The California Child Care Resource & Referral Network and Thriving Families CA Foundation, are excited to announce that we will once again offer a joint conference in 2025 that has both an in-person and virtual option this Fall!

We are working with the Conference Committee to offer thoughtful, user-friendly options with keynote presentations, workshops, networking opportunities, and connection time with vendors. For the in-person conference, we will once again be at the Double Tree Hotel in Sacramento. For those who prefer the conveniences that come with virtual attendance, we’ll have an option that is similar to the last five years. Regardless of the option that works best for your agency, we look forward to connecting, supporting and partnering with you!

Registration information, along with a preliminary conference program, will be released soon! At that time, online registration will be open, and attendees will be able to select from the in-person conference or the virtual conference. Those that register for the in-person option will also receive access to the virtual conference. The in-person option will be limited to 450. When registration opens, all agencies will have an opportunity to register a limited number of people by a specific deadline. If spaces remain after the deadline they will be made available to interested agencies.

The California Department of Social Services is pleased to announce the sixth convening of the Equity-Centered QRIS Advisory Panel. The sixth Panel meeting will be June 17, 2025, from 1:00 p.m. – 4:00 p.m. The meeting will be held virtually via Zoom. All meetings are open to the public so that community members can participate and share advice and ideas. The meetings will include interpretation and translation in Spanish, Chinese and American Sign Language, and additional interpretation support will be added to later meetings if needed.

CAL FIRE – Office of the State Fire Marshal AB 176 – Child Care Center Work Group Agenda  


The goal of Child Care Center Work Group is to provide recommendations to the State Fire Marshal for code change proposals and promulgation of regulations for the California Building Standards. The code change proposals will address the occupancy classification provisions for daycare centers. This Work Group shall report to the State Fire Marshal to provide recommendations to enable the State Fire Marshal to understand and promulgate regulations pertaining to the occupancy and fire and life safety requirements for Child Care Centers.

The purpose of this Child Care Bulletin (CCB) is to provide guidance and support to contractors regarding the implementation of Assembly Bill (AB) 393 (Chapter 435, Statutes of 2023). AB 393 was codified in Welfare and Institutions Code (WIC) Section 10209.6 and requires the California Department of Social Services (CDSS) to create procedures for contractors to identify and report data on children who are Dual Language Learners (DLL) enrolled in center-based General Child Care and Development Programs (CCTR) and center-based Migrant General Child Care and Development Programs (CMIG) administered by the California Department of Social Services (CDSS).

The California Department of Social Services (CDSS) Child Care and Development Division (CCDD) has recently published the following document: Child Care Bulletin (CCB): 25-07 Travel And Mileage Reimbursement Guidance. 

 

The purpose of this Child Care Bulletin is to provide child care and development contractors with updated information regarding elimination of travel prohibitions for state-funded and state-sponsored travel, travel and per diem rates, out-of-state travel approval, and updated mileage reimbursement rates.

Report: For First Time in Years, Home-Based Child Care Programs Are on the Rise | EdSurge News

"The number of home-based child care programs is seeing a spike for the first time in five years — but experts remain concerned that with a rising child care crisis, there are still not enough programs to meet demand.


According to a report from Child Care Aware of America, the number of licensed home-based child care options increased by nearly 5 percent from 2023 to 2024. There were 98,807 home-based programs open in 2024 across 39 states with available data for the organization. Home-based programs hit their peak number in 2020 at 99,958, then dropped until 2024, when the numbers began to rebound.


But the increase was buoyed by a small number of states — California, Massachusetts and Virginia — that each had more than a 10 percent increase in in-home care options. The majority of states (29 of the 39 with available data) saw the number of home-based programs drop.


The trend follows similar patterns for early childhood education in general, where a small number of states heavily bolstered the overall investment into the sector.


California invested in giving child care providers health care and retirement benefits, which is rare; Massachusetts has been a pillar for child care investment, notably through a state program called Commonwealth Cares for Children that provides monthly stipends for child care workers; and Virginia has invested heavily in early childhood education in recent years, including a child care subsidiary program and pre-K initiative."
