President's Message from David Schnerch, Ph.,D, PE

As we approach the close of another successful year, I want to take a moment to reflect on the incredible work we’ve accomplished together and to express my deep gratitude for your continued involvement in our organization.

One key milestone to mention is the upcoming transition of leadership. In June, we will welcome a new president to guide our association forward. It has been an honor to serve as your president, and I am proud of what we’ve achieved. This success is the result of the dedication and passion each of you brings to our work.

The collaboration between the board, the membership, Kristie Janes, and our valued sponsors continues to be a powerful force in advancing the field of structural engineering in Massachusetts, New England, and beyond. When you see the forthcoming slate of board nominations for the 2025-2026 season, please think about how you might contribute in a simple way, such as by providing a webinar suggestion, to the new board.

Our remote and in-person webinars have been a wonderful way for us to learn from one another and expand our professional networks. Topics this year have spanned critical areas such as the latest code changes and how we consider embodied carbon in structural design. These discussions have sparked valuable conversations and pushed our profession toward greater innovation and sustainability.

Since June 2024, SEAMASS has:

  • Facilitated fourteen professional development events (eleven virtual and three in-person) featuring twenty presenters;
  • Accommodated 491 virtual webinar seats and hosted 129 in-person seminar participants;
  • Distributed approximately 759 PDHs (SEAMASS and NCSEA-Diamond Reviewed); and
  • Expanded our roster by forty-five members and welcomed eight new sponsors

Additionally, our SEAMASS Young Members Group (YMG) has:

  • Facilitated eleven events including professional development, site tours, and socials (eleven in-person and two two hybrid)
  • Expanded YMG participation-interest to 84 SEAMASS members (Approx 28% of membership)

Looking ahead, I am excited to invite you to our Annual Dinner in May, where we will hear from the developer of one of the tallest mass timber buildings in the world. This event promises to be a fascinating exploration of cutting-edge developments in our field and will include input from architects, developers, and general contractors, making it a truly multidisciplinary occasion. It’s an excellent opportunity to connect with colleagues from across the industry and gain insights into a groundbreaking project.

Thank you for all your contributions this year, and I look forward to seeing you in May. Together, we will continue to advance the practice of structural engineering in Massachusetts and make SEAMASS one of the most vibrant organizations in the nation.

Sincerely,

David Schnerch, Ph.D., PE | SEAMASS President June 2024 - May 2025

Event RECAP: Building Code Boot Camp

The SEAMASS-coordinated Building Code Boot Camp on February 13 was well received by a full capacity audience. The theme was the newly-adopted 10th Edition of the Massachusetts State Building Code (MSBC) and discussion of code development.

Pictured below, from left: Presenters Lisa Davey, PE, Michael Fillion, PE, and Dominic Kelly.

Lisa Davey, PE of Thornton Tomasetti and Chair of the MA Board of Building Regulations and Standards (BBRS) presented on the Code Development process in Massachusetts.

Also on hand from the International Code Committee (ICC) were Beth Tubbs, VP Codes Technical Services and Bill Nash, Senior Regional Manger of Government Relations for New England, who shared the ICC code development process and how anyone can become involved in the code change proposal process.

The 10th Edition of the MSBC is based on the 2021 I-Codes with Massachusetts amendments. Michael Fillion, PE president of Fillion Group, a member of the Structural Advisory Committee to the MSBC and Past Chair of NCSEA’s Existing Buildings Code Committee presented on significant changes between the 2015 and 2021 IEBC as well as MA chapter 34 amendments to the 2021 IEBC. Dominic Kelley of Simpson Gumpertz & Heger and Chair of the MABC Structural Advisory Committee presented on significant changes between the 2015 and 2021 IBC as well as MA amendments to the 2021 IBC.

ABOUT THE TENTH EDITION CMR 780

The tenth edition building code was filed with the Secretary of State on Tuesday, September 24, 2024 and became effective on October 11, 2024. The 9th Edition of the Building Code will apply concurrently with the 10th Edition until June 30, 2025.

Building permit applications for projects utilizing the 9th Edition need to be filed on or before June 30, 2025.

Applications received on or after July 1, 2025, that are based on the 9th Edition will not be accepted and will not be granted a building permit. Breaking ground on a jobsite does not need to begin immediately when obtaining a permit. However, if breaking ground does not commence within 180 days of a permit being issued, the permit may expire unless extended. See 780 CMR 105.5 for more information. As a reminder, the new, tenth edition is based on modified versions of the following 2021 codes as published by the International Code Council (ICC). SEAMASS SEER Committee Update

Contributed by Michael Fillion, PE | Principal, Fillion Group, Inc.

In January, the SEAMASS SEER committee initiated a joint meeting with Directors from MEMA, OPSI, MATF-1 and ICC’s When Disaster Strikes Institute. The meeting was held at the MEMA "Bunker", which is aptly named because it's located 40 feet below ground level! The goal of the meeting was for the agencies to become familiar with each other as well as the resource of trained structural engineering post disaster building assessors that SEER can offer should local governments become overwhelmed following a natural or manmade disaster.

In order for SEER members to deploy locally or at the request of another state through an Emergency Management Assistance Compact (EMAC) between states, they need to be properly trained and have a memorandum of understanding (MOU) with their local government affording them liability protections. MEMA, which handles a multitude of disaster and emergency situations, indicated that the SEER committee should work directly with OPSI, since that is the agency that would require our resources.

Subsequently, the SEER committee met with directors from OPSI and ICC to discuss a relationship between OPSI and SEER. OPSI was presented with sample MOUs for consideration as well as opportunities for the groups to participate in joint training sessions regarding post disaster building assessments and building safety. SEAMASS maintains a great working relationship with OPSI and we are optimistic that both agencies can establish a successful post disaster response alliance. The next SEER committee meeting will take place this Spring; please contact me directly for details.
