ASK GOVERNOR PRITZKER TO STRENGTHEN THE ETHICS OMNIBUS BILL
Action Required
Call Governor Pritzker and ask him to use his amendatory veto power to recommend the General Assembly strengthen ethics omnibus bill SB0539 with the following additions:
Grant the Legislative Inspector General full independence to issue subpoenas and publish found reports
Enact mandatory recusal for conflicts of interest—with an enforcement mechanism
Institute a one-year revolving door ban with no loopholes

Background
Governor Pritzker, Senate President Don Harmon and new House Speaker Chris Welch all pledged their commitment to ethics reform. While SB0539 takes a step forward, it does not include these critical features: a fully independent Legislative Inspector General, enforcement powers, and revolving door restrictions.
The “revolving door” refers to a legislator leaving office and immediately taking a paid lobbying position. According to the National Council of State Legislatures, as of 2020 there were 29 states that had instituted a one-year mandatory cooling off period; nine states requiring two years; and at year-end 2022, Florida will move to a six-year cooling off period.
League Position
The League of Women Voters of the United States promotes an open governmental system that is representative, accountable and responsive. The LWVUS defines accountability as follows: a legislature responsive to citizens and able to hold its own leaders, committees, and members responsible for their actions and decisions.
