New Perspectives on Title 39:
Bicycle and Pedestrian Laws

This half day course, specifically for law enforcement officers, addresses issues pertaining to bicycle and pedestrian safety under Title 39.

This session is particularly timely given New Jersey's new Safe Passing Law.

Since the view from a bicycle or the sidewalk is different, and neither of those road users has a sturdy metal structure to protect them, bicyclists and pedestrians have different experiences than motorists.

Inconsistencies between state law and municipal codes may impact an officer's response to the actions of various road users.

This session will increase awareness of the impact of traffic law on the bicyclist and the pedestrian, and gives traffic patrol officers the opportunity to understand those perspectives.

The class is co-taught by a national bicycling coach and a retired police officer.
 
This session will cover the three “E’s” of road safety:

•     Education: Traffic skills and adherence to laws

•     Engineering: Roadway designs; effect on behavior and adherence to law

•     Enforcement: Equitable treatment of bicyclists and pedestrians under law

The session will also briefly touch on the additional “E’s” —Encouragement, Equity and Evaluation.

Instructors
Les Leathem, League of American Bicyclists

Les is a life-long bicycle driver who has been involved with many types of riding: urban, suburban, rural; short- and long-distance (week-long, 500-mile rides). As a cycling advocate, he rewrote state driver manuals, created and edited bicycle safety materials for public and law enforcement use, and testified before municipal and state committees. His career in marketing and research consulting built success creating and delivering presentations and teaching audiences, large and small.
Les, a League of American Bicyclists Cycling Instructor, teaches curricula from the League of American Bicyclists. His particular interest is his work in traffic law along with law enforcement.
Ron Esposito, AAA Northeast

Ron is a retired Police Lieutenant, of 25 years, with the Union County Police Department. He holds a Traffic Safety Specialist Degree and is a New Jersey Defensive Driving Lead Instructor. Ron is also a League of American Bicyclists LCI (League Cycling Instructor) and a Pedestrian Safety Enforcement Instructor. He is currently a Traffic Safety Specialist with AAA Northeast.
