Your Role in Governance: Why it’s Important not to Text or Sleep through that Entire Finance Presentation

Join us at ACHD’s 73rd Annual Meeting in San Diego, September 24-26, where we will be focused on promoting good governance and trends in the field. Wednesday’s agenda will feature a general session on Why it’s Important not to Text or Sleep through that Entire Finance Presentation. Finance presenters can get carried away with their presentations to elected officials, but, as a healthcare district CEO or trustee, there are some things that should capture your attention.


As advocates investing in the health and wellness of our constituents, and as stewards of the people’s money, we need to know and address the most important financial issues of our districts. Participate in this session and gain the confidence you need to know about your finances and how to effectively communicate to your peers, regulatory agencies, staff, and the people you serve.

Tom Scaglione, CPA, MBA

Chief Administrative Officer, Grossmont Healthcare District

Prior to joining the Grossmont Healthcare District, Tom provided consulting services to special districts through his firm, ATS Financial Services. Tom was a college administrator and educator for more than 25 years. At Cal State University San Marcos, Tom taught finance and upper-division cost accounting, and a variety of subjects in a Government Leadership Certificate Program. Prior to his 25-year career in serving special districts in accounting, finance, and executive management, Tom worked for local and regional public accounting firms, with an emphasis on auditing and consulting for local governments. Tom earned his MBA degree with an emphasis on government leadership from CSUSM, and his BS degree with an emphasis on accounting from SDSU.

This year's event will start with Governance Day on September 24, featuring an opportunity for attendees to access AB 1234 (Ethics) required training. The remainder of the day will feature a panel that will focus on the collective impact that districts can have in their region and beyond.


On September 25 and 26, we will dedicate our time to the official ACHD 73rd Annual Meeting. Our popular District Best Practices workshops will be back with more presentations than ever, and, of course, our ACHD Annual Awards reception.
