TSA Issues TWIC Extension;
New CBP COVID-19 Relief Imports Web Portal; Chinese Customs Inspections; and Benesch COVID-19 Resource Center

TWIC Extension
Braden Core, Esq. of the law firm of Scopelitis, Garvin, Light, Hanson & Feary, P.C. tells us  TSA has issued a Notice of Temporary Exemption that extends by 180 days the expiration date of any Transportation Worker Identification Credential (TWIC) that expires on or after March 1, 2020. 

This follows the agency's similar extensions of Security Threat Assessments for Hazardous Materials Endorsement holders, as well as extensions of the training eligibility period for current annual training requirements across TSA security programs and the agency's guidance on acceptance of expired State-issued IDs.

We are still awaiting agency guidance on extensions pertaining to Security Identification Display Area (SIDA) and Free and Secure Trade for Commercial Vehicles (FAST) credentials and will report developments once received.
New CBP COVID-19 Web Portal

Due to the high volume of inquiries received in the COVID-19 Relief Imports email inbox, CBP is migrating to the COVID-19 Relief Imports Web Portal. The web portal has been established to replace the email address for all cargo inquiries related to the importation of medical supplies to fight the spread of the COVID-19 virus. It provides an interactive experience for the user to review pertinent information and allows for the submission of a direct inquiry to the COVID-19 Cargo Resolution Team (CCRT).

While monitoring the inbox, the CCRT has been responding to many similar questions regarding the importation of various PPE and critical medical supplies. To alleviate some of the common questions, the web portal will have basic guidance uploaded to a FAQ section and valuable information in other areas of the site.  CBP will continue to update the portal and upload important information on a daily basis. The web portal can be found at here.

Exports of PPE from China

China Customs allows the inspection of personal protection Equipment (PPE) (both documentation check and physical inspection) to be performed in the port of export for medical supplies, instead of at the manufacturer's location. This inspection differs from the normal procedure of "Import and Export Commodity Inspection". If all documents and cargoes meet the inspection requirements, only one day is now needed to complete the People's Republic PPE export procedure.
This inspection was initiated to ensure that "Masks" that are being exported today are meeting the Chinese regulations and that all documents are meeting the current export regulations.
