Emergency Preparedness Month:

Go-Kit and Personal Preparedness is Key


Clatsop County is starting its 6-Weeks Ready campaign with focus on personal preparedness.


“Building structure around and prioritizing our preparedness will allow us to help our loved ones in need,” said Justin Gibbs, Clatsop County Emergency Management Director.


This week the focus is on putting together preparedness kits. After an emergency, you may need to survive on your own for several days or weeks. Being prepared means having your own foodwater and other supplies to tide you over until help arrives. A disaster supplies kit is a collection of basic items your household may need in the event of an emergency.


Since coastal communities may be isolated for a longer period of time, there could be a delay in restoring community lifelines or critical infrastructure and the delivery of vital resources. It is important to think about possible setbacks or gaps and have backup plans.

Comprehensive Plan Update


The Board of Commissioners will conduct the first in-person and virtual public hearing at 6 p.m. Wednesday, September 14, 2022 to: 


  • Update Comprehensive Plan Goals 1-14 and 19, and 


  • Revise the Clatsop Plains, Elsie-Jewell, Lewis and Clark Olney Wallooskee, Northeast, Seaside Rural and Southwest Coastal community plans.  


These amendments are the result of thousands of volunteer committee member hours and public input. In person attendance is at the Judge Guy Boyington Building, 857 Commercial Street in Astoria.

Geologic Hazard Areas Standards Being Updated


Land Use Planning staff have begun the process of updating the standards for developing in a geologic hazard overlay. These standards have not been updated since the early 1980s and the standards are based on Oregon Department of Geology and Mineral Industries DOGAMI data from the 1970s.  


A draft of the proposed changes will be reviewed by the Planning Commission at its regular hybrid meeting on Tuesday, September 13. The first draft of the proposed changes will be posted on the County’s website at least one week prior to the meeting. For more information, contact Ian Sisson, Senior Planner at 503-325-8611.

  • 4-215 City of Warrenton – Five year library operations local option levy


  • 4-216 City of Seaside – Local option tax levy for fire equipment and personnel


  • 4-217 City of Warrenton – Deed Head Start property to Clatsop Community Action


  • 4-218 City of Seaside – Temporary ban on Psilocybin Service Centers and manufacturing products


  • 4-219 Clatsop County – Temporary ban of certain Psilocybin businesses in unincorporated Clatsop County

Time to Travel? Got Your Passport?


Clatsop County Clerk & Elections is where you can go to get a passport or update your expired one. You must make an appointment before coming in for passport processing. 


On average it can take 8-11 weeks to get a new passport. When you expedite it, the wait time is 4-6 weeks. Our Passport webpage has a list of post offices that process passports.


Please go to our webpage and schedule an appointment for passports, park passes, marriage licenses, dog licenses, and recordings with us. If you do not have an appointment, you may be asked to wait if we are with someone that has scheduled an appointment.

Public Health

Vaping Settlement Reached


Attorney General Rosenblum announced Wednesday a $438.5 million agreement between JUUL Labs and 34 states and territories resolving a two-year bipartisan investigation into the e-cigarette manufacturer’s marketing and sales practices.


Oregon will receive $18.8 million in the settlement but could receive up to $20.5 million if JUUL extends the payment schedule. 


In addition to the financial terms, the settlement forces JUUL to comply with a series of strict injunctive terms severely limiting their marketing and sales practices.

Can’t Find Your Vaccine Card?


When you sign up for the free electronic vaccine card, you will get an electronic copy of the COVID vaccines/boosters you've received in Oregon. It is the same information that is on your paper vaccine card.


Oregon’s My Electronic Vaccine Card is free and gives you an electronic copy of COVID-19 vaccinations you’ve received in Oregon.

Public Works

Road Work


Youngs River Road is closed to all traffic at the Klaskanine River Bridge (milepost 10.55) for a bridge replacement project. Please use Highway 202 and Olney Cut Off Lane as an alternate route. The bridge replacement project is ongoing and should be complete in early 2023. 


Highway 101 – Perkins Lane intersection remains closed due to ODOT construction. All traffic needing to access Perkins Lane must use the detour and enter and exit using Dolphin Road. 


 Crews will:


  • Fog-seal our recently chip-sealed roads county wide.


  • Add shoulder rock on Youngs River Road between MP 7 and MP 9.


  • Work on storm drainage on Hillcrest Loop Road near the Conroy Road intersection.


  • Be brush chopping and performing culvert maintenance in the Clatsop Plains area.
