NEW ORLEANS: The history of casino gaming in the Southern US has seen tremendous changes over the years. The considerable growth in the region’s gaming industry will be discussed in detail by regulatory, political, and operational leaders at the National Council of Legislators from Gaming States (NCLGS) Winter Meeting, December 12-15 at Caesars New Orleans.


Gaming in the South has evolved significantly, from the introduction of riverboat gambling to the development of casinos with award-winning resorts, hotels, attractions, and iconic restaurants.

Our top Southern gaming experts will explain the gaming landscape in the region – how they got there and where they are going. How will continued expansion and momentum for new projects affect the region, and will the South give the North a run for its money in the next decade?


The General Session – titled “Southern Living!” – will be chaired by Delegate Shawn Fluharty of West Virginia, who is NCLGS President. Presenters will include:


  • John Alario, former two-term Speaker of the House and former two-term Senate President, Louisiana Legislature
  • Chris Hebert Chairman, Louisianna Gaming Control Board
  • Jay McDaniel, Executive Director, Mississippi Gaming Commission
  • Robert Urland, Regional President, Caesars 


NCLGS, founded more than a quarter-century ago, is the only organization of state lawmakers that meets on a regular basis to discuss issues related to gaming. NCLGS neither promotes nor opposes gaming but is focused on proper regulation and promoting best practices in the governance of this important industry.
