State and Local Cybersecurity Grant Program (SLCGP)

I’m pleased to let you know we have been awarded funding through the Connecticut State and Local Cybersecurity Grant Program (SLCGP). This federal grant program, funded through FEMA, is designed to strengthen cybersecurity capabilities at the state and local government level. Our May 2025 application was for a reimbursement grant to assist in modernizing our data backup and disaster recovery infrastructure. The project involved migrating the Town's backup systems to a secure, cloud-based storage solution that ensures critical municipal data can be rapidly recovered in the event of a cyberattack, system failure, or natural disaster. This upgrade significantly improved the Town's ability to restore operations quickly and protects against the growing threat of ransomware and other malicious attacks targeting local governments. The approved federal grant covers 80% or $41,477.70 of the total cost.

All Things Paving

Pigeon Hill Road Repaving
The repaving of Pigeon Hill Road between roughly Lamberton Road and Addison Road is set to begin the week of July 6th. The first portion of work will be improvements to the storm water system followed by milling and paving. Portions of road will have alternating one way traffic during the storm water portion of the work. The work is scheduled to be substantially complete by the Labor Day.


Annual Street Repaving Program
The first phase of our annual street repaving program has started. The first phase of roads are in the Poquonock area in the vicinity of the Poquonock Elementary School neighborhood. You can go to the town’s website at windsorct.gov to see the list of streets that are scheduled for this construction season.

Marshall Phelps Rd Reconstruction
The reconstruction of Marshall Phelps Road between Bloomfield Avenue and Day Hill Road is scheduled to start mid summer. The work is being funded 100% by a grant from the State of CT. The road will remain open to travel but there will be temporary lane closures or restrictions. The schedule will be completed this fall.

Juneteenth Event

Join the Windsor Human Relations Commission and Windsor Historical Society for an afternoon of joy, culture, and community on the historic Palisado Green on June 19th. Starting at 4:00 PM, enjoy family-friendly crafts, engaging story readings, a bounce house, lively performances by Magic Soul Academy drumline, and delicious food from local food trucks. Come celebrate freedom, history, and togetherness with your friends and neighbors!


At 7:00 PM, take part in a audience-led fireside reading. This year’s reading is Lemuel Haynes’ 1776 essay, “Liberty Further Extended.” Both programs are outside. Pools

Goslee and Welch Pools will be open for the season on Tuesday, June 16! Season pool passes may be purchased online at secure.rec1.com/CT/town-windsor/catalog or at the LP Wilson Community Center. A link to the pool schedules can be viewed online under Recreation’s aquatic page at: www.windsorct.gov/836/Aquatics Beginning the week of August 17th, Goslee and Welch pools will be closed on weekdays. The pools will be closed for the season on August 24th.
