Your gateway to updates on programs, events, town services, and other important information! | | Broad Street Traffic and Pedestrian Safety Grant Information | | |
As previously reported to the Town Council, we have been notified that Congress took action in September to extend various grant funding authorizations until September 20, 2027 through a Continuing Resolution. The $3 million appropriation for the Broad Street Complete Street project was included in the Continuing Resolution. In the past few months, Town staff and I have been in discussions with our consulting engineers and CT DOT concerning possible uses of the State of CT $1 million grant for pedestrian safety improvements – we now will be exploring possible work that could be completed utilizing the federal funds that are within scope of original Complete Street grant authorization.
Staff does not plan on proposing a reduction in travel lanes. We are discussing measures such as raised crosswalks, speed tables, raised intersections, and rapid flashing beacons / lights at certain crosswalks. We are also exploring if the funds could be used to ‘reset’ the bricks snow shelf along Broad Street to eliminate trip hazards. I anticipate having additional information in the next 30 days or so on possible uses of the funds, next steps (including public input) and timeline.

| | Highway Sign Replacement and Exit Renumbering Project on I-91 from New Haven to the Connecticut State Line | |
The Connecticut Department of Transportation (CTDOT) has announced the replacement of highway signs and is revising the exit numbering system along the entirety of I-91 in various towns from New Haven to the Massachusetts state line beginning this week. The project is expected to last through calendar 2027
Replacing these highway signs along I-91 enhances retro-reflectivity and improves visibility and readability for motorists, particularly at night and during adverse weather conditions. This will also change I-91’s exit numbering system from a sequential numbering system to a mileage-based format. The exit renumbering will bring the signage into compliance with Federal Highway Administration requirements.
For more information, including the new exit numbers and an interactive map, visit CTDOT's exit renumbering website.

As noted in the Public Building Commission report, the town, School staff and the Public Building Commission have been working to interview and select a recommended consulting team to conduct a comprehensive school facilities study. The study will include updating student enrollment projections, assessing the physical condition of all of the school buildings including life cycle of mechanical systems and building envelopes. The study scope of work also will examine instructional and support space assessment/utilization, along with incorporating contemporary school design to meet 21st century learning or instructional models. There will be a number of opportunities for public input and feedback throughout the study period.
The final report will include a recommended multi-year capital improvement program for each of the schools. The study will examine a range of options including targeted repairs, renovation/expansion and or replacement.
It is anticipated that a funding request to initiate the comprehensive planning study will be introduced to the Town Council in late November or December. It is expected the study period will be approximately 12 months in length.

| Windsor Leaf Collection Program | |
The residential leaf collection program begins on Monday, October 26 and will end on Friday, December 18, 2026. During this eight-week period, bagged leaves will be picked up on the same day as your trash pick-up.
Residents need to place their leaves at the curb in 30 to 40 gallon paper leaf bags. Leaves may also be placed in similar-sized containers that are labeled with a “Leaves Only” sticker that can be easily identified by the driver (i.e., the sticker facing the road). Residents can obtain these stickers at the Town Clerk’s Office or the Windsor Transfer Station.
The town’s transfer station accepts residents’ leaves at no charge and uses them to produce compost. Leaves must be clean and not contain other items that will compromise the quality of the mulch that will be created. These items include grass clippings, branches, or plastic bags.
The transfer station accepts leaves Mondays and Fridays from 8:00 AM to 2:45 PM, Tuesdays and Wednesdays from 10:00 AM to 2:45 PM, and Saturdays from 8:00 AM to 3:45 PM. Residents should arrive at least 15 minutes prior to closing to allow sufficient time to unload their vehicles. The Windsor Transfer Station is closed on Thursday and Sunday. The transfer station is located at 500 Huckleberry Road in Windsor. If you have any questions regarding recycling or composting in Windsor, please call the Transfer Station at 860- 285-1833.
