The Town of Qualicum Beach is moving forward with the purchase of the Eaglecrest Golf Course lands, marking a historic milestone for the community.

Following a period of community engagement and detailed review, Council has now finalized the purchase of approximately 42.5 hectares (105 acres) of the Eaglecrest Golf Course lands - ensuring these lands remain in public hands and can be planned for the community’s long-term benefit.

“This is a once-in-a-lifetime opportunity for our community,” said Mayor Teunis Westbroek. “Through the many conversations, meetings, and feedback we’ve received, it became clear that the community wanted the Eaglecrest lands preserved for future generations. We are proud to be part of this historic decision.”

Under the Town’s vision, approximately 40% of the property will become forested parkland featuring walking trails and habitat restoration. The nine-hole golf course is approximately 50% of the land, and the remaining 10% of land is assigned to housing that will reflect the needs and character of the community.

The next steps for the Town will include the selection of an operator for golf course operations, finalization of the land and asset transfer, and drafting of a public consultation strategy for housing development and park planning.

Status of Planning Tasks

• Phase I Environmental Studies – completed.
• Design Guidelines – to be advanced through the Official Community Plan Review - currently in progress.
• Traffic Study – full study including Highway 19A/Country Club Drive intersections will be conducted between late 2025 and early 2026.
• Green Space and Trail Planning - exploration of additional public green space, pedestrian loops, and buffering measures on the larger development parcels in late 2025 and early 2026.
• Registration of a Section 219 Restrictive Covenant on Area 3 prior to land disposition - to ensure that any future Institutional use on Area 3 is limited to Seniors Care and Seniors Housing. The zoning in Area 3 also allows residential use, so it could ultimately be developed entirely for housing rather than an institutional facility. The future use for Area 3 would be the subject of future design and public engagement.
• Golf Course Concept Plan – a professional golf course consultant will prepare a revised nine-hole design and cost estimates are in progress.

Public Input Opportunities

• Council has affirmed that public input will continue to shape the next phase of the project, including:
• Collaboration with the Eaglecrest Residents’ Association and broader community to refine development potential for key areas.
• Direct engagement with neighbouring property owners adjacent to Area 8 (Royal Dornoch North) regarding potential purchase interest before public listing.
• Public consultation to determine the final design and configuration of the golf course and open spaces.

The Town is set to install flashing pedestrian crosswalk lights on Memorial Avenue at Fir Street and Harlech Road. These upgrades will remove barriers at this challenging crossing, improving visibility and providing clearer cues for both drivers and pedestrians.

To make it easier and safer for users to cross, the new lights will include Accessible Pedestrian Signals (APS). Each unit includes a tone to signal when it’s safe to cross, a push button with a raised arrow showing direction, and a locator tone to help find the button. Those who are blind or have low vision are particularly assisted by these audible, tactile, and visual cues.

The project cost of $25,000 is fully funded by SPARC BC and supported by the Province of BC, which provides local governments funding to implement initiatives identified in their Accessibility Plan. The Town’s Accessibility Team endorsed this upgrade, identified in its Accessibility Plan, as part of their mandate to identify ways to foster accessibility across municipal facilities, programs, and services.

This important work is set to be completed by the end of November this year. 

The Judges Row stairs, located along the trail between Judges Row and Knight Terrace, have been rebuilt with new durable aluminum treads ready for all seasons!
