Eaglecrest Golf Course Acquisition
Public Consultation

Following news that the Town has reached a conditional agreement to purchase the Eaglecrest Golf Course lands, public consultation will ensure the purchase reflects the values of our community and delivers significant public benefit to current and future generations.
The Town will also conduct a professional traffic study and preliminary site planning. After consultations are complete, Council will make a final purchase decision before the November 1, 2025, contractual deadline.

September 9, 2025 – Public Open House
- Time: 3:00 pm to 7:00 pm
- Location: Qualicum Beach Civic Centre, 747 Jones St.
- Presentations at 3:30 pm and 5:30 pm, followed by Q&A.
This time will be led by MODUS Planning, seeking feedback on:
- Specific concerns or conditions that would affect the acquisition.
- Benefits and risks of the proposed acquisition.
- Most appropriate types of housing.
- Which community improvements should be prioritized if land sale revenues exceed the purchase price.
October 6, 2025 – Official Public Hearing (subject to Council direction)
- Time: 2:00 pm
- Location: Council Chambers, 660 Primrose St
- Presentation on proposed land use designations (zoning)
- Public input period, allowing the public to speak to Council regarding the proposal.
- Proposal materials will be available two weeks prior to the Public Hearing, and available online and at Town Hall.
- The meeting will be live-streamed and recorded for viewing on the Town’s YouTube channel.

Rationale: This purchase will bring land and golf course into public ownership, ending years of uncertainty and allowing the Town to shape the site’s long-term use.

- Approximately 40% forested parkland with walking trails and habitat restoration.
- 10% of land allocated to housing development.
- Approximately 50% of land for a nine-hole golf course.

- Short-term costs covered by reallocating existing budget funds, replenished through land sales.

| | | Town Calls for New Town Crier | | |
Following the recent retirement of long-term Town Crier Len Mustard, The Town is seeking a passionate and enthusiastic individual to volunteer as its Town Crier.
This historical role involves making public announcements, participating in civic ceremonies, and representing the Town at various community events.
Shortlisted candidates will be invited to take part in a “Cry Off” competition at the October 1, 2025 Special Council Meeting, where they will present a general “Town Cry” specific to Qualicum Beach.

| | Cardboard Bin to Transition to RDN Curbside Collection | | |
As of September 29, 2025, the Town’s cardboard collection service will be fully transitioned to the Regional District of Nanaimo’s (RDN) curbside collection program.
For many years, the Town provided a dedicated cardboard collection, known simply as the "Cardboard Bin" on Berwick Road next to the Fern & Cedar Brewery. While the option to discontinue the service was discussed in 2021, Council chose to ensure residents could adapt to RDN curbside collection or arrange private recycling services before transitioning.
With residents now fully transitioned to the RDN’s recycling program, the Town will discontinue the Cardboard Bin, confident that the large recycling carts provided through curbside collection are more than adequate for residential needs.
This change will result in a net cost savings of approximately $75,000 tax dollars per year, and additional weekly clean-up costs. Reallocation of these funds will be considered during Council’s budget process in the fall.

Each year the Town offers a seasonal chipping program in both Spring and Fall, providing residents with the convenience of placing branches curbside for easy collection.

Beach Road Improvements
The Town is repaving Beach Road (between Fern Road and Second Avenue), and will combine this work with replacing portions of concrete curbing and upgrading some storm system elements on both sides of the block.
- September 8 - 19
- No street parking in the areas where curb repairs & storm improvements are planned.
- Intermittent single-lane alternating traffic. Sidewalks will remain open.
- Week of September 22
- The block between Fern Rd and Second Ave will be closed to vehicular traffic for two days.
- Residential off-street parking will remain available, but brief driveway closures will be required. Sidewalks will remain open.
Traffic Improvements Fern & Primrose
Until September 26, single-lane traffic will be in place during working hours as contractors perform storm system and sidewalk accessibility improvements.
Field Closure
The Community Park Playing Fields will be closed for maintenance from August 18 to September 12. The fields will remain open for light general use while the grounds undergo seasonal maintenance but will not be able to withstand sport games, either formal or informal.
Seacrest Place Slope Stabilization
Until mid-November, Seacrest Slope will be single lane traffic, with no pedestrian access to ensure safety.

Effective July 17, all open burning, including campfires, beach fires, and fireworks, is prohibited in Qualicum Beach. The ban remains in effect until further notice.

From May 15 until September 15 the watering of lawns and gardens is only permitted between the hours of 7 pm and 7 am daily. Hand watering is permitted at any time.
Each municipality sets their own water usage guidelines based on local water sources and consumption. With our dedicated residents maintaining personal water restrictions and being respectful of their water use, Qualicum Beach does not need to escalate water restrictions.
