Joint Selectboard/ Planning Board Meeting
Agenda: Draft Comprehensive Plan
The Public Hearing that was postponed in December due to widespread power outages will now be held in January for presentation and discussion of the 2023 Draft Comprehensive Plan.
This joint Public Hearing with the Selectboard and Planning Board will take place on the following:

All Casco residents are encouraged to attend and voice your thoughts and concerns as we work together to shape the future of our town. The proposed Comprehensive Plan can be accessed from the Town of Casco website in pdf format. Printed copies are also available for viewing at the Casco Town Office and the Casco Public Library.

Special January Town Meeting | |
A special Town Meeting will be held in January for approval of proposed Solar Ordinances, Bulky Waste & Transfer Station Upgrades, and adoption of the proposed Comprehensive Plan.
Date: January 30, 2024
Time: 6:00pm
Location: Crooked River Elementary School, 1437 Poland Spring Road
The January Town meeting is an opportunity for you to make your voice heard and play an active role in shaping the future of our community. The meeting warrant articles will have a significant impact on our town's development, sustainability, and growth. Your participation is crucial to ensuring that these policies reflect the needs and interests of our community. Warrant articles will be posted on the Town of Casco website for review once finalized.

The Town of Casco welcomes the following new Board, Committee, and Commission members:
- John Winslow – elected to the Transfer Station Council
- James Arsham - appointed to the Open Space Commission
- Geoff Hancock - appointed to the Zoning Board of Appeals
- Tiffany Payton - appointed to the Planning Board - Alternate Member
- Elinor Withington - appointed to the Veterans Committee

Veterans Committee

Responsible for promoting the recognition and observance of patriotic holidays throughout the year.
Zoning Board of Appeals
- Responsible for hearing and making binding decisions on appeals in regard to decisions of the Code Enforcement Officer or the Planning Board in granting or rejecting variance requests arising from the Casco Land Use Ordinance.
Comprehensive Plan Implementation Committee

The Town of Casco is seeking community members interested in joining the new Comprehensive Plan Implementation Committee in the upcoming year.
Casco residents interested in volunteering are encouraged to review the Board, Committee, Commissions & Council Policy for details on the requirements and responsibilities for the board or committee of interest.

For the past several years, the Town has been involved with a regional broadband committee with the goals of bringing fast, reliable internet to the region. Many homes and businesses have no internet connectivity, and most that do must rely on service that may be unreliable or does not serve current needs.
The Town is currently working with Sebago Fiber, a local internet service provider, to bring fast, reliable fiber internet to homes and businesses in our community. Towns and geographic areas with the most demand for these services will be built first, so residents and businesses are encouraged to fill out the broadband survey to help determine overall demand levels in our Town.

Solar Energy Project Update | |
The installation of the 155-kilowatt solar field on the landfill cap located next to the Transfer Station is currently underway.
This privately owned solar field will provide 15% of generated electricity credits to Town municipal facilities in exchange for the use of the installation site, providing long-term cost savings. The Town will have the option to buy out the solar field at the end of year six for a cost of $356,745. If approved, this future purchase will make the Town eligible to retain 100% of generated energy credits, to further offset electricity expenses.

New Town Office Hours
As of January 1, 2024, the Town Office will be operating under revised service hours. The Office will be open on the following days/times:
Mondays: 7:30am to 5:00pm
Tuesdays: 8:30am-6:00pm
Wednesdays: 7:30am to 5:00pm
Thursdays: 7:30am to 5:00pm

March Elections
Presidential Preference Primary Elections
When: March 5, 2024
Time: 8:00AM – 8:00PM
Where: Crooked River Elementary School 1437 Poland Spring Road, Casco, ME
Effective January 1, 2024, Maine is transitioning from a closed primary system to a Semi-Open Primary. This change means that unenrolled voters will now be able to participate in the Presidential Primary.
Party Affiliation
- If you are an Unenrolled voter, meaning you are registered to vote but are not enrolled in a political party, you will be able to choose any party ballot available.

If you are already enrolled as a Democrat, Green independent, Libertarian or Republican, the last day to switch parties prior to the election is Tuesday, February 20th.
Absentee Ballots
Absentee ballots are available through February 29th without a special circumstance. You can request a ballot/vote early in one of the following ways:

Complete an online request here(PDF). Your ballots for the March 5th election will be mailed to you.
- Call 207-627-4515 and request ballot be sent to your mailing address.
- Come in to the Clerk’s Office once ballots are available and either vote in person or take ballots home.

- Time to review ballot questions prior to voting
What Ballots Will I Receive?
- Presidential Preference Primary Candidate Ballot: If you are registered as a Democrat or Republican you will receive that corresponding Candidate Party Ballot. If you are Unenrolled, you may choose any party ballot.

Dog Licensing Reminder
Licenses Expired on December 31, 2023
Dog license renewals can be completed in person at the Town Office, or through the State of Maine Dog Licensing Online Purchasing & Renewal Service.
The State of Maine allows dogs to be licensed online from October 15th through January 31st. Renew your dog's license today and ensure that your furry friend is up-to-date on all their paperwork.
LICENSING FEES
The State of Maine requires the following licensing fees:
- If a dog has been spayed or neutered, the licensing fee is $6.00
- If not spayed or neutered, the licensing fee is $11.00
- An additional $1.00 is charged by the State to process licenses using the Online Renewal Service.
- Beginning February 1st, a $25.00 late fee (per dog) will be in effect. This is mandated by Maine State Law. Please renew licenses before February 1st to avoid the state mandated penalty for late registrations.
Please note: If you are licensing your dog for the first time and it is after February 1st, there is no late fee, only the license fee. If you are licensing a wolf hybrid, service/search or rescue dog or obtaining a kennel license please contact your municipal office.

Short-Term Rentals Registration
If you are planning to list your property on popular short-term home-sharing platforms like Airbnb, VRBO, or similar websites, or if you are renting your property for less than 30 days within the Town of Casco, it is important to be aware of the requirement to apply for a Short-Term Rental Permit. This permit is necessary to ensure compliance with local regulations and to provide a safe and enjoyable experience for both hosts and guests.
To apply for a Short-Term Rental Permit, you can now submit your application online through the Short-Term Rentals Permit Portal. Along with your application, you will need to provide supporting documentation.
Please review the Town of Casco's Short-Term Rental Ordinance to familiarize yourself with the specific regulations and requirements. If you have any questions or need further clarification, don't hesitate to reach out to the Code Enforcement Office who can provide you with the necessary guidance and assistance.

The Animal Control Department in Casco understands that your pets are an important part of your family. We provide a range of domestic animal control services to ensure their safety and well-being.
To report a lost or found pet please contact Animal Control Officer Jessica Jackson through Cumberland County Non-emergency dispatch at (207) 893-2810, or fill out our online Lost Pet Reporting Form.
Help Fix Me Program
If you cannot afford to spay or neuter your dog or cat, the State of Maine may be able to help. Through the Help Fix Me! program you may be eligible for a reduced rate. By participating in this program, you can ensure that your pet stays healthy and happy, while also contributing to reducing the number of homeless animals in Maine.

Community Sand Shed
The Casco Sand Shed is now open and fully stocked for the winter season. Casco residents are welcome to take advantage of this service and collect two 5-gallon buckets of sand per visit. Keep a supply on hand for icy steps and walkways and stay safe this winter season!
Please note that the sand provided is exclusively for Casco residents and not available for contractors or non-residents. The sand shed is located across from the exit to the Casco/Naples Bulky Waste facility at 425 Leach Hill Road.

Public Works Winter Road
Safety Reminder
The Public Works Department is dedicated to keeping the Town roads clear and safe for travel during all weather conditions.
We would like to remind residents to refrain from moving/plowing snow into public roadways or roadside ditching and culverts. This placement is prohibited under Maine State Law, as it creates a safety hazard for all drivers. We urge everyone to do their part in keeping the roads safe this winter season.

FY 2024 Real Estate & Personal Property Taxes
Due Date for 2nd half: March 6, 2024
Tax payments can be submitted at the Town Office, or through the online property tax payment service. Please note: Maine PayPort is a third party payment processor and there is a fee for use of this service. The fee is a minimum of $1.00 or 2.5% of the total payment, whichever is greater.

Additionally, if you are planning to request an abatement, please keep in mind that all requests for FY 2024 must be submitted to the Assessor's Office by February 29, 2024. Casco Pet Pantry
Thanks to the successful completion of Girl Scout Troop 896's Bronze Award project, a community pet pantry is now available behind the Casco Community Center.
If you are in need of pet supplies, please visit the pantry and take what you need. The pantry accepts much needed donations throughout the year. Thank you to all who have contributed pet food/care items to the pantry!
