Comprehensive Plan Update | |

The Comprehensive Plan Steering Committee has been diligently working on developing a draft Comprehensive Plan proposal that will be submitted for Selectboard review and approval. This proposal will serve as a roadmap for the future of our community and will guide development and growth over the coming years.
The Town of Casco will be holding a special town meeting in January of 2024 to present the draft proposal and gather community feedback. This meeting is an important opportunity for residents to have their voices heard and ensure that the finalized plan accurately reflects community needs and interests. Residents are encouraged to participate in this collaborative effort to shape the future of Casco. Stay tuned for further updates regarding finalized meeting date and details.
Upon approval, a Comprehensive Plan Implementation Committee will be established to oversee the policy action plan. We encourage all members of the community to participate in this important process, and to lend their voices to this critical conversation about the future of our town.

Community Action Grant Award | |

The Town of Casco has been awarded a $50,000 Community Action Grant to research the adoption of the "Addressing Community Safety Through Complete Streets Policy". This proposed policy aims to create safe, accessible, and complete streets for all users, with a particular focus on youth and the elderly. The policy will focus on improving overall road safety, promoting bike and pedestrian usage, and enhancing transit in our community.
Working alongside Principle Group and the Center for an Ecology-Based Economy, the Town will draft a set of policies, tailored to Casco's rural structure, that will create safer travel routes within and between villages, particularly on the numerous higher speed state routes that connect them. The overall goal of this policy proposal is to improve the safety of the Town's transportation infrastructure.

The Greater Portland Council of Governments (GPCOG) was authorized by the Selectboard to file a Broadband grant application on behalf of five Towns, including the Town of Casco.
As a result of this endeavor, the Town of Casco has been awarded $10,000 in grant funding to plan and conduct a community-wide survey to determine the level of broadband services the community would be interested in pursuing.
The grant will assist in gauging the broadband service needs of the community and is a significant step towards providing high-speed internet access to the residents of Casco.
The community survey will be distributed in the October/November timeframe by Sebago Fiber, and we encourage all Casco residents to participate and make their voices heard.

The Town of Casco is taking proactive steps towards energy sustainability through the implementation of a new solar energy project approved by voters at the 2023 Town Meeting.
The Town has partnered with Revision Energy, who has received all necessary approvals from the DEP and the State, to install a 155-kilowatt solar field on the landfill cap located next to the Transfer Station.
This privately owned solar field will provide 15% of generated electricity credits to Town municipal facilities in exchange for the use of the installation site. The Town will have the option to buy out the solar field at the end of year six for a cost of $356,745. If approved, this future purchase will make the Town eligible to retain 100% of generated energy credits, to further offset electricity expenses.
By generating on-site solar energy, the Town will offset the majority of its future electricity needs, saving an estimated $591,000 over 25 years. Additionally, the project is estimated to reduce carbon emissions by more than 310,981 pounds annually, making a significant contribution towards environmental sustainability.

Septic System Subsidy Program | |

The Town of Casco is now accepting applications for funding through the Septic System Subsidy Program and encourages all eligible residents to apply. This program provides financial assistance to qualified applicants to help cover the costs of upgrading existing septic systems, ensuring that your home and property remains safe and healthy.
The approved 2023 Septic Subsidy Program policy and application is available online or at the Town Office. Applications for funding can be returned to the Town of Casco, along with any required supporting documents to the address below.

New Town Office Hours
As of January 1st, 2024, the Town Office will be open on Mondays, Wednesdays and Thursdays from 7:30am to 5:00pm and on Tuesdays from 8:30am to 6:00pm.

Absentee Ballots are available October 10th through November 2nd for the November 7, 2023 election.
You can request a ballot in one of the following ways:
- Call 207-627-4515 and request an absentee ballot be sent to your mailing address.
- Visit the Town Clerk’s Office to vote in person or take ballots home to those in your household.

Special Town Meeting
January 2024 (Day & Time TBD)
A special Town meeting will be held in January 2024 for presentation and discussion of the proposed Comprehensive Plan and ordinances related to Fire Protection and Commercial Solar Fields.
This is an important opportunity for residents to have their voices heard and provide input on community development policies and projects. We encourage all residents to attend and participate in this important meeting and help shape the future of our Town.

Dog Licensing Reminder
Licenses Expire on December 31st
The online renewal portal is now open! Ensure your pet(s) remains compliant with local regulations by renewing their license online before the December 31st deadline. Renewing your dog's license through the online portal is quick and easy, and it ensures that your pet is properly registered and up-to-date on their vaccinations. Bulky Waste & Transfer Station | |

Facilites Reconfiguration Project
A major reconfiguration project for the Bulky Waste & Transfer Station facility is slated to begin this year, which will enhance the convenience and safety of the facility for all users. Renovations are scheduled to begin in the Fall/Winter of 2023, with an anticipated completion date in 2024. RFP's will be issued in November for Phase 1 of this project.
Phase 1 will include the temporary closure of the current transfer station and the establishment of a temporary transfer station area at the Bulky Waste site.
Phase 2 will entail the temporary closure of the Bulky Waste facility for approximately six months to allow for renovations.
Phase 3 will include upgrades of the cement collection bins for disposal of bulky waste items.
The renovation project will focus on improving the flow of traffic within the facility, increasing accessibility and enhancing safety for all users. We will be working closely with our project partners throughout the process to ensure that the project is completed with minimal disruptions.
The Bulky Waste/Transfer Station facility is an important resource, and the goal of this project is to create a safer and more efficient facility that better meets the needs of the residents of Casco. We will continue to provide updates as the project moves forward, and we appreciate your patience and cooperation during these renovations.

The Casco Fire & Rescue Department recently announced the acquisition of a new rescue-pumper truck, the 2023 E-One Typhoon. Featuring a 1500gpm pump and 1000-gallon water tank. This state-of-the-art vehicle is equipped with a 30-gallon foam tank, fire suppression, vehicle extrication and EMS equipment. This new addition to the department's fleet will be housed at the central station and will enable the department to respond more efficiently and effectively to emergency situations.
The CFRD would like to express its gratitude to the citizens for their continued support, which has enabled the department to acquire this valuable asset and better serve the community.

Thank you to everyone that joined us for the October Open House for equipment demos, station tours and the push-in ceremony for Engine 64!
In recognition of Fire Prevention Month, this October we are emphasizing the National Fire Protection Association (NFPA) 2023 official theme of “Cooking Safety Starts with YOU! Pay Attention to Fire Prevention.” Our goal is to provide simple safety measures that can keep you and your family safe from potential hazards in the kitchen. We will be sharing tips and best practices to help avoid common kitchen accidents and fires.
Throughout the month of October, Casco Firefighters have also been visiting daycares and grades K-2 to deliver tips on fire safety. The children are being provided with child friendly handouts, coloring activities and other items to bring home with them.

As the winter season approaches, the Public Works Department is gearing up to ensure that Town roads are cleared and safe for travel.
Please remember to observe Town regulations during snow events to enable the Public Works crew to efficiently clear the roadways. Please do your part in keeping leaves and yard debris from entering roadside ditching and culverts to ensure proper drainage of roadways during the Fall and Winter seasons.

To increase their capacity, the Public Works Department received approval at Town Meeting for the addition of a new truck and backhoe loader that will be employed this season for road clearing and repair work. The Public Works team is committed to ensuring safe and accessible roads for all residents, and your assistance and adherence to town regulations is greatly appreciated.

FY 2024 Real Estate & Personal Property Taxes
Due Dates
10/12/23 - 1st half
03/06/24- 2nd half
Tax payments can be submitted at the Town Office, or through the online property tax payment service. Please note: Maine PayPort is a third party payment processor and there is a fee for use of this service. The fee is a minimum of $1.00 or 2.5% of the total payment, whichever is greater.
Interest on unpaid taxes will begin to accrue on October 26th, 2023 for the 1st half
and March 20th, 2024 for the 2nd half. Pre-foreclosure notices will be mailed for those with unpaid FY 2022 real estate taxes in late November/early December.

Property Revaluation Update
The Town of Casco contracted with Vision Governmental Services to conduct the required town-wide property revaluation. Inspectors are currently within our community performing the revaluation home inspections with an anticipated completion date of July 2024.

The updated valuations will not be implemented until the fiscal year 2024-2025 tax commitment. If you have any concerns or questions, please contact the Town Office.

State Valuation & Tax Rates
Each year Maine Revenue Service must certify to the Secretary of State the full equalized value of all real and personal property subject to taxation under the laws of the State of Maine. The process measures assessed value relative to actual selling price. Per Maine State Statute, property exemptions must be reduced to the percentage provided by the State of Maine.
Casco’s current certified ratio is at 68%. This ratio is used to calculate Homestead, Veterans and other exemptions. For example, the $25,000 Homestead Exemption was reduced to $17,000 for the current fiscal year 2023-2024 (25,000 x .68 = 17,000).

Property Tax Stabilization for Senior Citizens Program (LD290) Update
The LD290 Property Tax Stabilization for Senior Citizens Program, enacted in 2022, was repealed by the Maine State Legislature on July 6th, 2023, with an effective date of October 11th, 2023.
This program allowed Maine Seniors 65 and older who owned a permanent residence for at least 10 years and were receiving homestead exemptions to freeze taxes at the previous year’s level regardless of income.
As a result of recent changes in the law, the Tax Stabilization Program will only apply to the property tax year beginning April 1, 2023. However, this same legislation has expanded the eligibility thresholds for participation in the Property Tax Deferral Program and increased the maximum benefit available under the Property Tax Fairness Credit for those age 65 and older.

Casco Pet Pantry
Girl Scout Troop 896
A community pet pantry is now available behind the Casco Community Center thanks to the hard work and dedication of Girl Scout Troop 896.
Troop 896 recently completed their Bronze Award project, which involved collecting unopened pet food, treats, toys, balls, leashes, and collars to stock the pantry. This initiative aims to support pet owners in need within our community.
If you are in need of pet supplies, please visit the pantry and take what you need. Additionally, the pantry accepts donations from those who are able to contribute. We are grateful for Troop 896's efforts in creating this valuable resource for our furry friends.
