Forest Fire Season is Here
The 2025 forest fire season began yesterday, April 24, for Newfoundland. The season is starting earlier than usual on the island portion of the province due to dry conditions, with approximately 40 wildfires already reported. Forest fire season is in effect until September 30 for the entire province.
During forest fire season, residents of Conception Bay South must obtain two permits before they are permitted to burn an open-air fire.
1. Permit Issued by Conception Bay South Fire Department
Burn permits are required year-round in the Town of Conception Bay South for open-air burning of vegetation, wood, and paper products. A permit to burn is not required for backyard fires, recreational campfires, and boil-ups. Obtain your burn permit easily online by clicking here.
2. Permit Issued by Provincial Government
The Government of Newfoundland and Labrador also requires that you obtain a provincial burn permit during the Forest Fire Season. Residents can visit the Paddy’s Pond Forest Management District Office to obtain this permit, located at 220 Paddy’s Pond Rd, St. John’s, NL, or by calling their office at 709-729-4180.
The Conception Bay South Fire Department asks residents to assess the forest fire risk before starting a fire, be courteous of neighbours while burning, and read the Town’s Open Air Fire Bylaw.

Winterfest Shield Athletes Celebrated
Hockey athletes from Frank Roberts Junior High, Villa Nova Junior High, Queen Elizabeth Regional High, and Holy Spirit High were recognized at the April 15, 2025 Public Council Meeting. Mayor Darrin Bent congratulated the students on their performance during the 2025 Winterfest Shield Games and announced that proceeds from the event (nearly $5,000) will be returned to the participating schools.

Labourer in the Recreation and Leisure Services Department
Position: Unionized, Temporary Full-Time
Competition Number: CBS-25-05
Deadline: Wednesday, April 30, at 4:30 p.m.
This position will require the successful applicant to operate light duty vehicles/truck, pickup or van, ride-on mowers, or other equipment. Transport employees and materials to and from work sites. Assist in the maintenance of Town facilities and any other applicable duties as assigned by the Facility Operations and Maintenance Manager or designate.

Join the Conservation Corps Newfoundland and Labrador CBS Green Team!
Responsibilities include:
• Grass cutting, weeding, trail mulching
• Culvert installation and boardwalk upgrades
• Monitoring and research on the Kelligrews River
• Site enhancements and trail maintenance
• Garden upkeep and community programming at the CBS Community Garden
Positions are for 8 weeks from June 30 - August 22, 2025, and include one Team Leader and three Team Members.

Call for Artists
The Town is proud to support its thriving arts community and is launching a brand-new event to showcase the talent of local visual artists. Join us for the Conception Bay South Visual Art Exhibit & Sale. This is a public show featuring photography, paintings, sculpture, textiles, and more.
The exhibit will take place on Saturday, June 7, 2025. The event is open to the public and offers local artists a valuable opportunity to display and sell their work.

Bulk Garbage Drop-Off
The Town of Conception Bay South is offering its Spring Bulk Garbage program in May. Before tossing anything away, consider donating or repurposing usable items to help reduce waste.
Bulk Garbage Drop-Off Dates:
- Saturday, May 3
- Saturday, May 10
- Saturday, May 24
Time & New Location: Bins open at 8:00 a.m. and are removed once full. The new drop-off location is 242 Legion Road.
Program Guidelines:
- For residents only – no commercial or contractor waste.
- You are responsible for off-loading your items and cleaning up.
- Only bulk household items accepted – no curbside waste.
Accepted Items Include:
Mattresses, furniture, appliances, securely packaged glass, hot water boilers, tied tree limbs (max. 4' long, 50 lbs), rolled carpet (max. 6’ long, 50 lbs), small metal items, bathroom fixtures, and more.
Not Accepted:
Electronics, microwaves, vehicle parts, construction debris, propane tanks, tires, hazardous materials, and anything over 300 lbs.

1864 Conception Bay Highway: Application received to construct an extension to an existing single dwelling, with a variance to reduce the building line setback for the extension from 10m to approximately 9.6m.

Application received subdivide into two single dwellings with subsidiary apartments. The site is in the Residential Medium Density (R-2) Zone and within the Moderate Geological Hazard Vulnerability Area, as outlined in the Municipal Plan. As a result, a Land Use Impact Assessment Report (LUIAR) is required to assess potential risks such as storm surges, erosion, and flooding.

| 2703 & 2707 Topsail Road - Notice of Adoption & Public Hearing: |
Town Council adopted Conception Bay South Municipal Plan Amendment No. 38, 2025 and Development Regulations Amendment No. 61, 2025 on April 15, 2025. In general terms, these amendments would re-designate and re-zone land located at 2703 and 2707 Topsail Road from the “Residential – Medium Density” and “Residential Mixed” designations and zones to the “Commercial General” designation and zone.
Public Hearing: 7:00 p.m. on Wednesday May 21, 2025.
| Municipal Boundary Adjustment: |
The Towns of Conception Bay South and Paradise have engaged Stantec Consulting Ltd. to complete a feasibility study on the shared boundary near Vineyard Drive and Haliburton Street.
A Public Meeting will be held by Stantec on Wednesday, May 7, 2025, at 6:30 p.m. at CBS Town Hall, 11 Remembrance Square.
A Public Hearing to consider objections will take place on Thursday, May 8, 2025, at 6:30 p.m. at CBS Town Hall.
