Stormwater Utility Fee - July 1st

Franklin Property owners will see the Stormwater Utility Fee on their quarterly Utility bills after July 1st, 2023. For those interested in learning more, please watch our Stormwater Utility Fee video for a brief 4 minute breakdown of the fee and what you need to know.

Are you Eligible for a Credit on your Stormwater Utility?

The stormwater credit application is now available! If you would like to apply for a credit on your stormwater utility fee, please fill out the Impervious Area Credit Application via Viewpoint, the Town's online permitting and licensing program. You may access the full credit manual created by DPW here. Below is a brief overview of eligible credits.

Residential Credits

  • Rain Barrel
  • Porous Pavement/Pavers*
  • Gravel Driveways*
  • Rain Garden
  • Dry Well
  • French Drain
  • Other Subsurface Recharge

*porous pavers and gravel driveway qualify for an abatement

Commercial and large Residential Credits

  • Rain Garden
  • Bioretention Area
  • Detention/Retention Basins
  • Sediment Forebays
  • Deep Sump or Leaching Catch Basin
  • Tree Well
  • Subsurface Structures

Water You Doing? Hope it's Conserving Water!

Water Conservation Measures Now in Effect

In accordance with the Town’s Water Management Act Permit issued by the State, the following Water Conservation Measures are in effect as of Monday, June 5th, 2023.

  • No automatic lawn watering between the hours of 9am to 5pm.
  • No holiday delays for watering.
  • No lawn watering is permitted on other days of the week.
  • Hand watering is permitted anytime.


A total of 1-inch of water once per week from rain and watering promotes the healthiest lawns. Non-compliance with these regulations could adversely affect public health and safety. Violators are subject to fines up to $200.

Nason St. Playground Remodel

The Nason Street "Henry Ski Faenza" Playground opened on Wednesday, May 31, 2023 at 22 Nason Street. The town hosted a celebratory ribbon cutting in honor of the playground being the first completed Community Preservation funded project. $300,000 later, the playground has been renovated to enhance offerings and accessibility for residents. 'Fish' At The Sculpture Park

Take a stroll through the Franklin Sculpture Park and check out the new "Traveling School of Fish" installation completed by students at Jefferson Elementary School in collaboration with local artist and Jefferson parent Amy Adams. Read the full story here.

Open Space and Recreation Plan Update

The Town will host a public forum on June 20, 2023 from 6pm-8pm in the Franklin Municipal Building Council Chambers.


The public comment period for the draft OSRP plan will start on June 12 and conclude on July 5. All public comments will be accepted, considered, and included in the OSRP. Comments can be submitted in person at the third public hearing, via email at [email protected], via a Google Form, or via letters delivered to the Conservation Department (355 East Central Street, Franklin, MA 02038). Join us at 10:30am for an epic morning of summer fun! Sign up for our FREE summer reading program and enjoy a musical performance by Jamie Barrett, Game Stations, Crafts, Snacks, AND MORE!


June 23 – Farmers Market Fun

Join the Franklin Public Library for a special monthly visit at the Franklin Farmers Market on the Common. We will be in attendance June 23, July 14, August 11, September 22, and October 6 from 2pm-4pm.


June 30 – Fun with Drones

Join licensed drone pilot Brian Kourtz of Boston 25 News as he shows us the different types of drones, uses for drone footage, how to get your pilot's license, and of course, how to fly a drone! Starts at 1pm!


Library Hours

The Franklin Public Library will be closed Monday, June 19th, for Juneteenth. The Library’s summer hours are Monday - Thursday, 9am - 8pm. Friday & Saturday, 9am - 5pm. Sunday hours will resume after Labor Day.

Veterans' Services

June 14 – Flag Day commemorates the adoption of the U.S. flag by the Continental Congress on June 14, 1777. In 1916, President Woodrow Wilson proclaimed June 14 as the official date to celebrate Flag Day.

June 14 – U.S. Army’s 248th Birthday

June 15 – Veterans’ Council Meeting - 7pm at the Senior Center. Any Franklin resident who is interested in Veterans’ activities and events is welcome to join us!


Purple Heart

Please let the Veterans’ Services Office know if you or a family member (residing in Franklin) is a Purple Heart recipient so we can add you to our database. The Purple Heart is presented to service members who have been wounded or killed as a result of enemy action while serving in the U.S.military. National Purple Heart Day is celebrated on August 7 every year.



Tune It Out!

The Tune It Out guitar lessons program for veterans meets on Tuesdays at 5:30pm at the Senior Center. There is no charge for lessons and no guitar experience is required!

Each year, the Franklin Community comes together to recognize and celebrate our Franklin High School Seniors on the outstanding achievement that is graduating high school. The class of 2023 is bound by threads in their shared experiences over the years, which have shaped them as citizens. We wish them the best as they transition in the next chapter of their lives, and take pride in having served as a partner in education alongside the Franklin Community.

Transportation

For those with school aged children. Please note that Bus Registration for the 23-24 School Year is still open, but not for long! June 12th is the deadline for registration and initial payment. Transportation planning takes place over the summer, so seating is not guaranteed after the close of registration. Help us, help you and register your child today! Our online registration via Aspen makes it easy. Charter students must utilize a google form for registration. For details on how to register, visit our transportation page.

To help those facing issues paying their mortgage, the Registry of Deeds has partnered with upstanding non-profit agencies by promoting their services when it comes to mortgage modification and foreclosure programs.


NeighborWorks Housing Solutions (NHS) offers a multitude of services with the aim of helping homeowners maintain safe, affordable, high-quality housing and grow their financial skills. NHS’ services include rental assistance, emergency financial help, shelter and homelessness prevention, first-time homebuyer education and counseling, financial coaching, foreclosure prevention, affordable residential and small business loans, and the construction and management of high-quality rental housing across Southern Massachusetts.


Homeowners can contact Quincy Community Action Programs at (617) 479-8181 x-376 or NeighborWorks Housing Solutions at (508) 587-0950 x-46. Another option available is to contact the Massachusetts Attorney General’s Consumer Advocacy and Response Division (CARD) at (617) 727-8400.
