New Biological Nutrient Removal System – Project Update
The Water Reclamation Facility’s current aeration system consists of a blower facility and two 0.8-acre aeration basins.
With current growth in the Town and surrounding area, the aeration system is projected to reach capacity before 2040. At that point, a new aeration basin would need to be constructed. However, because both aeration basins must always be operated, it would be exponentially expensive to build a new system within the current system footprint. In addition, the State Water Board is mandating increasingly stringent nutrient limits, namely phosphorus and nitrogen, for discharge to the Laguna de Santa Rosa Watershed and Mark West Creek. The current aeration system is not specifically designed to meet these nutrient limits.
| | |
The Town has reached the treatment capacity of one aeration basin during most of the calendar year. Public Works staff have informed the Town Council of plans to construct a new Biological Nutrient Removal (BNR) system within the 0.8-acre footprint of the lesser-used Aeration Basin A. By acting now, the Town will be able to use the current system (Aeration Basin B) during construction of the new system.
The project will enable the Town to treat wastewater flows from both the Town and the surrounding area through 2040, with measures and options in place to increase treatment for future flows with less interruption. The system will enable better control of all parameters (air, water, and feed rates), allowing Operations to optimize seasonal nutrient removal and energy usage.
| | | | |
Public Works Staff and the engineering design team of Black & Veatch have reached the final design phase in preparation for construction. The project will be presented to Town Council on July 16, before issuing the final construction bid documents toward the end of July for a bid period of approximately two months.
The overall construction cost is anticipated to be approximately $64 million. The costs are included in the 2025 water and sewer rate study, and the project is funded with the recent 2025 Council-approved rate increase. It is anticipated that construction will occur over two summers and be completed in 2027.

Sonoma County Fire District is reminding all residents to be prepared to evacuate at a moment’s notice. One of the most important steps you can take right now is to have a “Go Bag” ready for you and every member of your household, including pets.
A “Go Bag” is a pre-packed emergency kit containing essential supplies you may need to evacuate quickly and stay safe for at least 72 hours. In an emergency, every second counts. Having your bag ready can help reduce stress, speed up evacuation, and ensure you have what you need when it's most critical.
| | | | |
Your Go Bag Should Include:
- Copies of important documents (ID, insurance, prescriptions)
- Medications and first-aid supplies
- Phone chargers and backup batteries
- Change of clothes, sturdy shoes
- Non-perishable food and water (3 days’ worth)
- Flashlight and extra batteries
- Face masks, hygiene supplies, hand sanitizer
- Comfort items for children and pets
- A printed list of emergency contacts
| | |
“Preparedness saves lives,” said Sonoma County Division Chief Cyndi Foreman. “We live in a region where the threat of flooding, wildfire, and earthquakes is inevitable. Having a “Go Bag” and an evacuation plan is something every household should prioritize.”
Residents are also encouraged to sign up for SoCoAlert and Nixle to receive emergency alerts and to follow the Sonoma County Fire District on social media.
“Know your zone” (pre-established evacuation zones) is another critical piece of information you need to know when disaster strikes. Make sure each family member knows the “zone” you live and work in, consider writing it down and attaching it to your “Go Bag”.
