The City of Tracy Welcomes Economic Development Manager Jorge T. Barrera, J.D., to the Team!

Jorge Barrera brings to Tracy a wide range of skills and a varied background gained from his 20-year career serving public agencies throughout California, including Southern California, the Central Valley and the Greater San Francisco Bay Area. He has extensive experience in the world of economic development, having held similar positions with the cities of Modesto, Fairfield and Stockton.


Barrera holds a Bachelor’s degree in Political Science and a Certificate in Public Administration from California Baptist University, Riverside. He earned a Juris Doctorate from the Laurence Drivon School of Law at Humphreys College, Stockton, and serves as a member of the California Association for Local Economic Development (CALED). He also holds a real estate license through the California Department of Real Estate.  


With significant experience in business retention, expansion and attraction, Barrera hopes to contribute and build on the economic success already taking place in Tracy and advance City economic development goals and strategic priorities focusing on areas of advanced manufacturing, technology, transit-oriented development, and community healthcare and education.

2023 Restaurant & Retail Survey Results

The City of Tracy launched its 2023 Restaurant and Retail Survey on July 13, 2023, receiving over 900 survey responses. The survey was issued to gauge the community's shopping, dining and entertainment preferences, to help guide the City’s business attraction and expansion efforts and in preparation of the Tracy Retail Attraction Action Plan. The City recognizes residents would like to see more retail amenities, especially in South Tracy. This plan will include a retail market analysis, retail recruitment strategy and implementation of a marketing and recruitment process entailing personal phone calls and emails to targeted retailers. The plan also includes City attendance at various retail industry conferences where the Economic Development team will have an opportunity to meet with key site selectors, retailers, developers and brokers, helping to market the City and attract new retail businesses.

Employee Retention Tax Credit


The Employee Retention Credit (ERC), or Employee Retention Tax Credit (ERTC), is a refundable tax credit for certain eligible businesses and tax-exempt organizations that had employees and were affected during the COVID-19 pandemic.


The ERC gives eligible employers payroll tax credits for wages and health insurance paid to employees after March 12, 2020, and before January 1, 2022. Employers have the opportunity to claim the ERC for up to three years retroactively: April 15, 2024, if filing for 2020, and April 15, 2025, if filing for 2021.


Eligibility and credit amount vary depending on when the business impacts occurred. The ERC is not available to individuals.
